This is because any transition from a metastable phase to a stable phase requires an activation energy.
One example of this can be found with diamonds and graphite. Carbon forms into the diamond structure at high pressures. At standard pressure, however, diamond is metastable - but it will never spontaneously form into graphite and instead requires an activation energy to do so. Glass/amorphous structures are also often considered metastable. The processing of a material affects the formation of metastable phases; high cooling rates in some stainless steels can create metastable austenite at room temperature instead of stable ferrite.
