1.7 crore farmers would benefit from the scheme, which will be introduced in collaboration with the states and cover 100 districts with poor productivity, moderate crop intensity, and below-average credit conditions.
Developing Resilience and Prosperity in Rural Areas
In collaboration with the states, a comprehensive multi-sectoral program would be initiated to address underemployment in agriculture through investment, technology, skill development, and boosting the rural economy. 100 developing agri-districts will be covered under Phase 1.
Aatmanirbharta in Pulses
With an emphasis on Tur, Urad, and Masoor, the government will begin a six-year "Mission for Aatmanirbharta in Pulses." Over the following four years, NAFED and NCCF will purchase these pulses from farmers.

Guwahati: Union Minister for Minority Affairs and Deputy Leader, Rajya Sabha, Mukhtar Abbas Naqvi on Friday said here that the “Modi Mantra” of “PWD” (poor, women, downtrodden) empowerment has brushed off the “communal, casteist, corruption consortium”.
Naqvi who was visiting Guwahati said that, while on one hand, Prime Minister Narendra Modi has become an “Icon” of inclusive empowerment of deprived and downtrodden in India, on the other hand he has been accepted as a “Ray of Hope” for peace across the world.
The Central minister said that the landslide victory of the BJP in Uttar Pradesh, Manipur and other states reflect the people’s unwavering trust in PM Modi’s commitment to Inclusive Empowerment of all.  
He added that the north eastern region of the country including Assam, which had been neglected for the decades, have been made “priority partner of progress and prosperity”. The thumping victory of the BJP in Manipur is testament to the BJP’s policy of making all the states of the country an equal partner of mainstream development, he said.
Naqvi said that while Rs 36,108 crore had been allocated for development of the north eastern region in 2014; the Modi government has given Rs 76,040 crore in 2022 for development of the region.
“Unprecedented infrastructure development has been taken place in the NE region during the last about 8 years. Rs 39,000 crore have been spent to expand rail infrastructure in the region. More than 13,700 KM National Highways have been constructed in the region with an expenditure of around Rs 48,875 crore since 2014-15 by the Modi government,” the minister informed.
He further said that be it tourism, civil aviation, agriculture and horticulture, all these sectors have witnessed significant transformation. “Aatmnirbhar Hastshilpkar Yojana” has provided market and opportunities to traditional legacy of art and craftsmanship of the NE region.
He said that the 38th “Hunar Haat” is organised at Veterinary College Ground, Khanapara, GS Road, Guwahati from March 11 to March 20. More than 600 artisans and craftsmen, including a large number of women artisans, from more than 28 States/UTs are participating in “Hunar Haat”.
