Do some divines just MAKE new monsters for literally no reason other then they wanna? Like, Titania made faeries to be soldiers, Cerno made the first werewolf to defend himself (And made a plague), Erasmos made demons to boink, and Morganya made arachne to piss off Gaia, but could there be a divine who, at one time, made a species of monster and had NO intention for it beyond they thought it'd be cool if it existed and they made it exist because they're divines and Gaia lets them use her tools?
There have been plenty of monsters that existed simply because a divine said, "I think this would be cool" or "I want to make my own custom friends/spouse/pet/whatever".
Most monsters are one-of-a-kind and eventually die out, and not all of them get recorded by the World Athenaeum before they pass. These simply get lost to history. Only a very small number of them go on to build a self-sustaining population (like skorpius, harpies, etc.)
Monster forging is a complicated process, it violates World Law, and it's one of those things that everyone knows is a bad idea, but some divines can't resist the temptation to try anyway. Every monster has some unintended flaw and the potential to wreak massive havoc on the ecosystem or society. Monster forging is considered "playing God".
(Even Disgrace was wary about making the camedile because he knew that thing was going to turn out fucked up no matter what he did. I mean, it tried to attack its own creator right off the bat, so...incidents like that are pretty typical when forging monsters.)
So, divines making random monsters willy-nilly doesn't happen as often as you'd expect. But yes, it does happen.

Are there any divine children? Imagine how messed up That would be. Like, your just a normal mom in a normal village having a normal life- and then your little girl stops aging.
At first you just assume she'll catch up to her peers eventually, she just needs some more time, no big deal! But months and eventually years go bye until you can't ignore it anymore. She looks, acts and sounds ten years younger than she is, her younger brother just got married and she's still playing with dolls.
You always assumed your children would outlive you, that maybe they would care for you in your old age as you once did for them, but you never could've imagined this. You should be enjoying the last years of your life, but instead you're caring for your fifty-six year old elementary schooler, worrying yourself into the grave about what will become of her when you are gone.
(Well, this scenario got away from me :^D)
You know, I've been kicking around the idea of divine children for a very long time now and still haven't decided if it's something I want to do. The youngest divine in the series right now is Cerno, who is in his mid or late teens.
However, your scenario here is so compelling that I think I'll allow it! You could do a lot with a character like this. It might sound fun to be a kid forever, to never have to deal with adulthood and all the stress that comes with it. But there is also tragedy in the concept of eternal childhood, and that dichotomy between childhood innocence and immortal wisdom is really fascinating to me.
So I'm going to say yes, there are child divines!

I don't know about babies, but I think children can be divines. It seems to be an incredibly rare phenomenon, but the World Athenaeum has recorded a few instances of prepubescent divines.
Because these divines can't physically mature beyond childhood, their minds aren't able to finish developing. So, they still behave like children even though they may be centuries old, and world governments still treat them as children in a legal sense.
These children will eventually outlive their parents/guardians, so it's possible that the World Athenaeum has taken some of them into its care. It's also possible that they are placed in the care of more mature divines, or other immortal creatures like nymphs, for the sake of stability.

This is highly debated by historians. The short answer is: no one really knows.
There are some things to consider about this situation:
The Divine of Hate we know today may not be the same one that Arjuk encountered (if he encountered one at all). Sometimes there are multiple divines with the same or similar titles, or one divine may have multiple titles. There are two known "Divines of Love", for example: Azizala and Karenza. But there may be even more Divines of Love, known only to obscure cultures.
The World Athenaeum has not registered every single divine on Gaia. They know there are plenty more hiding out there who don't wish to be identified.
I will also mention that throughout history, Disgrace has been blamed for a lot of shit that he didn't even do. When a government or entity causes some terrible calamity, it's very easy to blame the Divine of Hate instead of taking responsibility for it. It's not like Disgrace is going to defend himself and deny it, he doesn't care. He'll happily take credit for all the fuckups and disasters on Gaia.

1 ) Yep, controlling nursery conditions is a full-time job...and probably the most stressful job ever tbh. Cecaelian nursery managers have hundreds of pissed off moms yelling at them all day, every day like, "The current is too strong over here! The water is too warm over here! Too cold over here! There's a crab loose in the nursery, kill it right now! I can't find one of my hatchlings! Yellow One is spreading gossip about me! Waaaah waaaaah waaaaaah!" lol. Their complaints are totally justified, but still...what a job to be in charge of that chaos.

Now that I reread their dialogue, I totally understand how it could be interpreted that way! I think they did love eachother, but not necessarily in a romantic way.
I personally see their relationship as more of a mentor/student or familial thing. Karenza's parents were both killed, and the loss of her mother was particularly hard for her to cope with, so she likely saw Azizala as a mother figure.
But if someone wanted to interpret their relationship as romantic I think that's perfectly valid! So far there is nothing in canon that contradicts this.
