National Mission for Clean Ganga approves 14 projects worth Rs 1,145 cr
The executive committee of the National Mission for Clean Ganga (NMCG) has approved 14 projects worth Rs 1,145 crore pertaining to sewerage management, curbing industrial pollution, and biodiversity conservation among others, a statement said on Saturday.
The projects were approved at the 45th meeting of the executive committee under the chairmanship of G Asok Kumar, Director General, NMCG, it said.
The projects include eight related to sewerage management in five main stem Ganga basin states of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal, the statement said.
For sewerage management, four projects in Uttar Pradesh were approved, including tapping of Assi drain in Varanasi by constructing a 55 MLD Sewage Treatment Plant (STP), and other works costing Rs 308.09 crore, it said.
The projects were sanctioned with the objective of achieving zero untreated discharge from three drains Assi, Sanme ghat and Nakhha, it said.
Other projects include construction of 13 MLD STP and renovation of existing structures among others in Vrindavan at a cost of Rs 77.70 crore, construction of 12 MLD STPs and laying of interception and diversion (I&D) network in Kosi Kalan town in Mathura district costing Rs 66.59 crore, and six MLD STPs and laying of I&D network in Chhata town in Mathura.
The above projects in Mathura-Vrindavan envisage to intercept and divert two, one and 11 drains that have their outfall into Kosi drain, which ultimately discharges into Yamuna river at Mathura.

Govt sets itself a 5-month Ganga deadline

N. & Associates - In a bid to actualise the dream of a "nirmal" and "aviral" Ganga, Union minister Nitin Gadkari said Sunday the government is looking to complete about 200 projects for ghats and crematoria by March 2019.Also, the Centre is taking various measures to ensure ecological flow or the minimum quantity of water at different stretches of the Ganga, he said."A total of 227 projects have been taken up for the Ganga for sewage infrastructure, ghats and crematoria, river-front development, river-surface cleaning and bio-diversity conservation, among others, at a cost of Rs 22,374 crore," Gadkari, who holds Ganga rejuvenation and water resources portfolio among others, told PTI in an interview.He further said that making the Ganga "nirmal" (cleaner) and "aviral" (free-flowing) is his dream and his ministries were taking a slew of steps in this direction.Earlier this month, the government had mandated the minimum ecological flow in the river Ganga and its tributaries required to be maintained at different points in different areas round the year with the aim of ensuring water quality and environmentally sustainable rejuvenation.The directive also requires hydropower projects along the river to modify their operations in order to comply with the notification."The government plans to complete 151 ghats and 54 crematoria projects by March 2019," Gadkari, who is also in-charge of road transport and highways ministry, said.Besides monitoring water quality at 138 locations, each at the interval of 20 km, projects have been taken up for 24x7 cleaning of ghats at Varanasi, Bithoor, Kanpur, Allahabad, Mathura, Vrindavan and Haridwar to avoid solid waste disposals in the river, he said.In addition, under the bio-diversity conservation plans, several projects are being implemented for conservation and restoration of indigenous and aquatic species of the Ganga like Gangetic dolphin, river otters, turtles and aquatic birds, the minister added.The gazette notification on October 10 with regard to ecological flow of the Ganga water specifies flow requirements at various stretches including from origins in the glaciers to Haridwar besides the main stretch from Haridwar in Uttarakhand to Unnao, Uttar Pradesh.Gadkari said: "With implementation of these specifications, the river will not be dry as these specifications were a result of scientific study."He said the directive on ecological flow for the river would result in an unhindered and continuous flow of the river water as it will ensure at least the minimum required environmental flow of water even after its stream gets diverted by projects.The minister said the notification also provides for direct release of additional water in the river Ganga to meet special demand as and when required."The concerned central and state authorities shall implement demand side management plans to reduce water withdrawal from the river Ganga by adopting good and scientific practices such as efficient method of irrigation, reuse and recycle of water including monitoring and regulation of ground water withdrawals for various purposes," the notification mentioned.There are about 1,100 industries and 4,500 villages along the Ganga.The minister last month said that cleaning works would start getting remarkably noticeable in another six months, and had claimed "transforming the river that was the distinct cultural identify of the nation was close to his heart".Enunciating the work for sewage infrastructure, the minister had said: "Massive initiatives have resulted in rich dividends and we have successfully created capacity to treat 1,700 MLD sewage."The cities located by the side of the river produce 2,950 MLD sewage and if steps to purify the water were not taken this in another 15 years will reach 3,600 MLD.He said there were 97 cities, which were polluting the river with 10 including Haridwar, Kanpur, Allhabad, Varanasi, Patna, Bhagalpur and Kolkata contriubting 65 per cent of the pollution in the river.Besides, Gadkari has said 48 new cities have been identified on either side of the Ganga and its tributaries for projects to clean the river.The government had in May 2015 approved Rs 20,000 crore under its ambitious 'Namami Gange' - integrated Ganga integrated Ganga conservation mission - programme for five years.The minister said massive preparations were also on for commencement of cargo operations in Ganga. Yogi Adityanath faces tough civic polls test in UP
The upcoming municipal polls in Uttar Pradesh will be a key test for Chief Minister Yogi Adityanath as they would indicate whether he is able to ensure that the BJP continues to maintain its popularity level in the state.
Earlier this year, the party had secured a three-fourths majority in the state assembly paving way for 45-year-old saffron-clad Adityanath to become the chief minister.
The civic polls, to be held in November-December, is being seen as a major challenge for Adityanath as the outcome would reveal the mood of the voters ahead of the 2019 Lok Sabha elections, political observers say.
The notification for the local body polls is likely to be issued by the end of this month.
"Voting for local bodies is based on local issues. In the civic polls people cast ballots. The masses will get a chance to register their disapproval of the anti-people BJP government," Samajwadi Party MLC Rajpal Kashyap said, adding the urban local polls would be the first direct elections with Adityanath at the helm.
The BJP's victory in these polls would be seen as a stamp of approval for the Adityanath government.
"The results will also present an opportunity to the party for course correction in their policies and governance," political observer and academic Manjula Upadhyay said.
The urban polls were earlier scheduled for June-July, but were postponed as the electoral rolls and some other processes could not be completed within the stipulated time.
The Aam Aadmi Party is gearing up to contest these polls.
"We will contest from wherever we feel we have a strong organisational base," AAP leader Sanjay Singh said. The Arvind Kejriwal-led party had not contested the Uttar Pradesh Assembly polls and instead diverted all its resources to focus on Punjab.
The SP and the Congress, which forged an alliance in run up to the 2017 UP state polls, have decided to contest these elections separately.
SP chief Akhilesh Yadav has said his party will have no alliance in the elections to urban local bodies and would contest them on its 'bicycle' symbol.
SP spokesperson and MLC Sunil Singh Sajan said, "The pre-poll electoral tie-up was for 2017 Assembly elections. This does not mean that it will continue for the urban local bodies' elections or 2019 Lok Sabha polls."
As for Congress, senior party leader Ghulam Nabi Azad had recently said his party would go alone in the urban local polls. The Bahujan Samaj Party is also fighting the polls sans an alliance.
In the event of a split in non-BJP votes, the saffron party will have an edge.
Expecting that a split in opposition votes would help the BJP's prospects, its spokesperson Shalabh Mani Tripathi exuded confidence that the party would register an impressive win.
"The BJP has started Vikas Parv, which will disseminate information pertaining to various developmental schemes and projects of the Centre in the last three-and-a-half years," he said.
"It will also spread information about the developmental works undertaken and achieved in the six-months of the Adityanath government in the state," Tripathi said.
The AAP has already released its first list of 19 candidates for the Lucknow Municipal Corporation election. According to a release issued by the party, Priyanka Maheshwari is its nominee for the post of Lucknow mayor.
Although, the BJP has traditionally been strong in the urban constituencies, the acid test for Adityanath would be to match the performance exhibited during the Assembly elections.
Around 30 million voters would be eligible to exercise their franchise in these polls to be held for over 650 posts, including 438 municipal boards, 202 town areas and 16 corporations, also comprising two newly constituted Ayodhya Nagar Nigam and Mathura-Vrindavan Nagar Nigam.
In 2012, the BJP had swept these polls, winning 10 of the 12 mayoral posts. Lucknow mayor Dinesh Sharma is now a deputy chief minister of the state.
In the coming months, the spotlight will also be on the Gorakhpur and the Phulpur Lok Sabha bypolls with the recent Amethi visits of Congress vice president Rahul Gandhi and BJP chief Amit Shah and the SP national convention in Agra setting the stage for a high-octane contest.
Though no date has been announced by the Election Commission, the two Lok Sabha constituencies will go to polls in the near future as Adityanath and his deputy Keshav Prasad Maurya vacated them after becoming MLCs.
"Undoubtedly, the BJP will not only emerge victorious in both the by-polls, it will also improve its victory margin," UP BJP spokesperson Manish Shukla said.
The Samajwadi Party has also claimed that it is ready to contest the bypolls.
Akhilesh Yadav told the party's Agra convention earlier this month that the two key by-elections would give his party a chance to gauge which way the wind was blowing, months after it was routed in the Assembly polls.
Akhilesh had said if results of the elections were in "our favour, it will give a message not only for the 2019 (Lok Sabha polls), but also for the 2022 (assembly polls)".
There has been no word from the BSP yet on whether the party will throw its hat in the ring.
Usually, the Mayawati-led party stays away from by-polls, but with the scenario different this time, nothing could be said right now, party insiders said.

National Mission for Clean Ganga (NMCG) was registered as a society on 12th August 2011 under the Societies Registration Act 1860.It acted as implementation arm of National Ganga River Basin Authority(NGRBA) which was constituted under the provisions of the Environment (Protection) Act (EPA),1986. It was set up under Min. of Environment, Forest and Climate Change in 2011 but now works under the control of Ministry of Water Resources, River Development, and Ganga Rejuvenation, as per revised allocation business rules of 2014. The estimated budget of the project is about 20,000 Crores.
The Union Cabinet approved the action plan proposed by Centre to spend Rs 20,000 Crores till 2019-2020 on cleaning the river, increasing the budget by four-fold and with 100% central share – a central sector scheme.
The Five Tier Structure
1. National Ganga Council under chairmanship of Honorable Prime Minister of India
2. Empowered Task Force (ETF) on river Ganga under the chairmanship of Hon’ble Union Minister of Water Resources, River Development and Ganga Rejuvenation.
3. National Mission for Clean Ganga(NMCG).

The newly created structure attempts to bring all stakeholders on one platform to take a holistic approach towards the task of Ganga cleaning and rejuvenation.
AIM
The aim is to clean Ganga and its tributaries in a comprehensive manner and set up various biodiversity centers, crematoria and other modernizations of Ghats along the banks of river Ganga. With the construction of new sewage treatment plants and Launch River surface cleaning projects, Namami Gange focuses on abatement of pollution with a radical approach to ensure pure water quality and sustainable development. The program focuses on the coordination of various ministries of the central and state government.
The program includes
· Massive afforestation activities for the conservation of biodiversity.
· Flora and fauna to be considered as the major part of the scheme.
· Effective plans and policies to be carried out in conserving dolphins, turtles, and varieties of fish.
Objectives
· To arrest the pollution of Ganga River and revive the river.
· To improve the inter-ministerial, and centre-state coordination with increased involvement in the preparation of action plan and increased monitoring at central and state levels.
· Biodiversity conservation, afforestation, and water quality monitoring
· Programs for the conservation of species such as Golden Mahaseer, Dolphins, Ghariyals, Turtles, Otters, etc.
· Increased recharge of the aquifers, reduced erosion, and improved health of river ecosystem.
Implementations
It has been divided into three types of activities
· Entry-level activities (for immediate visible impact),
· Medium term activities (to be implemented within 5 years of time frame)
· Long-term activities (to be implemented within 10 years).
1. Entry-level activities
· River surface cleaning to address the floating solid wastes;
· Rural sanitation to arrest the pollution (solid & liquid) entering through rural sewage drains and construction of toilets;
· Renovation, modernization, & construction of crematoria that prevents the disposal of unburnt/ partially burnt bodies in the river;
· Repair, modernization & construction of ghats to improvise the human-river connect.
Medium-term activities
Medium-term activities will focus on arresting the municipal and industrial pollution entering into the river.
Long-term
Providing adequate flow to the river is envisioned through determination of e-flow, Increased water-use efficiency, and improved efficiency of surface irrigation
Besides the above, CPCB has formulated an action plan for implementation of zero liquid discharge, water conservation and management practices in water polluting industries to control water pollution of river Ganga and its tributaries.
· Preparation of Guidelines on techno-economic practicability of implementation of Zero Liquid Discharge (ZLD)
· Directions issued to all industries discharging into River Ganga for installation of online effluent monitoring systems (OEMS).
· Revised standards notified for Sugar sector vide notification dated 14.01.2016
Also, the Government launched 231 entry level and medium term projects under Namami Gange on 7th July 2016.
· Six cities namely Mathura-Vrindavan, Kanpur, Allahabad, Varanasi, Patna and New Delhi have taken up “River Surface and Ghat Cleaning” program under the Namami Gange program.
· Five central public sector units namely WAPCOS, EIL, NBCC, NPCC, EPIL have been recently working on Assessment & Feasibility Study and Entry level activities under Namami Gange Programme in their respective river stretches in Uttarakhand, UP, Bihar, Jharkhand, and West Bengal.
· 59 towns have been surveyed so far and 27 pre-feasibility reports received.
· Out of the 1242 ghats, 369 crematoria and 411 VLDs identified so far from the surveys, 191 ghats and 64 Crematoria have been recommended by ESC till date.
· The Government has invited Expression of Interest (EOI) from innovative technology providers for taking up exhibition projects on the in-situ treatment of drains discharging into river Ganga.
The contribution of the Funds:
Restoring the quality of a river with the length and population as large as that of Ganga requires huge investments and time as well. The government increased the budget by four-fold but still not enough to the requirements. Clean Ganga Fund has been established that provides a common stand to all for contributing funds to clean river Ganga.
The Namami Gange program is planned to be completed by 2020. 97 projects have been sanctioned under Namami Gange program in 53 towns at an anticipated project cost of Rs 8588.21 Crore. Out of these 12 projects have been approved exclusively under new components of Namami Gange program at a sanctioned cost of Rs 351.42 Crore. Apart from above, the other initiatives taken include:
Current Status:
· “Namami Gange Programme” has not received any grant / aid from foreign countries.
· It is fully funded by Government of India.
· Scheme for cleaning river Ganga took financial assistance in the form of loans granted by:
o World Bank (WB) amounting to 1 Billion USD and
o Japan International Corporation Agency (JICA), amounting to Rs. 496.90 Crore.
· At present, Germany, has committed 3 Million Euro for information, knowledge exchange, capacity building and data management.
Areas Covered
Central Pollution Control Board (CPCB) has scrutinized the 752 Grossly Polluting Industries out of the identified 764 operating on the bank of River Ganga and issued directions under Section 5 of E (P) Act, 1986 to 573 units found non-compliant during the inspection. Out of these 573 units, 65 units were issued closure directions. Five key industrial sectors namely, distillery, sugar, pulp & paper, tannery and textile contributing ninety percent of inorganic load into the river system were issued directions to achieve water conservation and zero liquid discharge by March 2017.
Local bodies have been directed to establish STPs of adequate capacity and provide underground sewerage system to cover the entire local areas and bridging the generation gap. 118 towns in Ganga basin were directed to treat and utilize sewage for the restoration of water quality of rivers.
Haridwar:
· Work on execution of some of the projects under the Namami Gange plan of the Central government’s National Mission for Clean Ganga(NMCG) began in Haridwar
· The municipal corporation officials here took officers of the Aswat Infratech, Delhi, which has been awarded the contract for the work by the NMCG’s to the sites on Tuesday where nullahs carrying the city’s sewage flow into the Ganga.
