The shadow decree almost Def experiments mainly on refugees. Like. Ok they aren't gonna fuck with rich ppl for no reason bc They Would Actually Get In Trouble (ofc exceptions for when the rich ppl r with the union or have research like Ollie's parents) and they wouldn't fuck with ppl who yknow Have Family That Would Ask Questions. So they're mostly gonna do it w ppl no one will miss. And like. We've seen it happen w Berenice her gang WAS like 100% refugees and uh. We know what happened to them!
