As others have stated, it seems to be a tradition for the were-ruler to wear this outfit on coronation day. I think it might also be because, as Foxford pointed out and Romulus demonstrated, other were-creatures are going to challenge Clawdeen for the position. So, having her in armor might be for safety since not all would announce themselves before attacking?

Or it's a test to see if she can still be effective while weighed down. I dunno.
