Payment Methods and Deadlines
Property taxes in Anne Arundel County are paid once every year, and there are two ways to pay the amount due.
Owner-occupied residential properties are the default for semi-annual payments. The first is payable between July 1 and September 30 of the appropriate fiscal year, and the second is payable by December 31 of the corresponding fiscal year.
However, property owners can pay the sums in full by September 30 of each financial year. Payments may be made through the county's tax website by mail, in person to certain designated offices within the county, or through a mortgage company escrow.
Delinquent property tax means additional costs, such as penalties and interest, besides having tax liens placed on the property.
Exemptions and Credits
The county, too, has several programs through which it can rebate citizens who qualify. The Homestead Tax Credit preserves sustainable homeownership and stabilizes tax bills by restricting asset rise to 2% per taxable year for owner-occupied residences.
Homeowners Property Tax Credit is intended for low and moderate-income individuals and offers credit according to income and home value. Seniors 65 years old or above could be eligible for more tax credits if they have spent many years in the home they own.
Other eligible persons include veterans with disabilities incurred in the military service and persons with permanent disability. Furthermore, the State has offered energy efficiency tax credits for homeowners with energy-efficient solar panels or geothermal heating systems.
Appealing an Assessment
If the assessed value of your foreclosed property is incorrect, you are free to present your case before the SDAT. The beginning step requires a broad view of the assessment notice to know the root cause of the valuation.
Respond to the notice within 45 days demanding a hearing session. If you are called to present evidence, bring items that contain current appraisals, the latest comparability sales, or pictures of the property's current status.
If there is further disagreement, appeals can be made at three levels: the initial hearing before the supervisor, the Property Tax Assessment Appeal Board(PTAAB), and the Maryland Tax Court.

Hey btw, I found out some important info about ambulances in the US last weekend and I thought I’d share it. It’s widely spread information that Americans have to pay for ambulance rides, HOWEVER, this is NOT always true!
Some counties have it set up where ambulance rides are subsidized through property taxes. For example, if you live in Anne Arundel County, Maryland and you need to go to the hospital in Anne Arundel County, your ambulance ride will be 100% free. It won’t cost you anything. They MIGHT try billing your insurance (if you have it) but you, yourself, will not have to pay anything for the ambulance. I want to emphasize though, this is specifically for residents of Anne Arundel County.
I’m saying this because there might be other places in the country that have similar provisions. You should definitely check to see if where you live subsidizes ambulance rides (especially if you have a condition like epilepsy or a severe allergy that may raise your chances of needing to go to the hospital).

Steve McMurray was not long out of high school when he moved to the United States.
He left St. Mary Parish, a rural area in northeastern Jamaica, for trade school in Miami. He spent about a year and a half there, met a Jamaican girl with family in Maryland, and they moved here.
Their relationship didn’t last, but he stayed in Baltimore. Now, more than 30 years later, McMurray owns what some say is the best Jamaican restaurant in Baltimore, doubling as an informal cultural center for what the U.S. Census reported as the city’s largest immigrant group.
But McMurray isn’t a natural chef. “I’m not a big eater,” he said.
He did have entrepreneurial experience, though, having run a small towing company, and thought he could find a market in Baltimore for Jamaican food. So he hired cooks who had more skill, and founded St. Mary’s Restaurant in Charles Village in the late 1990s.
“If I have to be in the kitchen, I’ll be sweating,” he said. “I just built it and they came.”
“The people love this restaurant,” he said.
McMurray is part of a larger trend in the Baltimore area and in Maryland. Baltimore is rapidly losing people, but immigrants continue to move there, helping to stem the population loss.
Baltimore is one of seven jurisdictions in Maryland in which immigrants prevented or minimized population loss in 2018, according to a Stateline report from April that used 2018 Census data.
Almost 2,000 immigrants moved to Baltimore in the 12 months ending July 1, 2018, according to the report, while the overall population dropped by more than 7,300 people. That left the city’s population at just over 602,000.
According to Stateline, a fifth of jurisdictions in the country—many of them post-industrial cities like Baltimore—grew, or shrank less than they would have, because of immigrants. In Maryland, the other jurisdictions were Allegany, Dorchester, Montgomery, Prince George’s, Somerset and Baltimore counties.
Noel Godfrey, who was the president of the Jamaican Association of Maryland for four years until May, said Jamaicans have been coming to the United States since at least the 1940s.
“You can always point to economics or the lack of job opportunities on the island, more to look forward to overseas,” Godfrey said. “Jamaicans as a whole are a very ambitious people and they go after what they want.”
Maryland’s Jamaican diaspora isn’t as big as Miami’s or New York’s, but it is still sizeable. Indeed, three Jamaicans currently serve in the Maryland General Assembly.
Many Jamaicans, including Godfrey and McMurray, moved to the Baltimore area from bigger, more expensive urban areas. Another is Bengallo Morrison.
Morrison, who is from the hills outside Kingston, Jamaica, came to this country on a track scholarship to a community college in New Jersey. His speed in the 800 meters and 1500 meters won him another scholarship to finish his bachelor’s degree—and keep running—at Baltimore’s Coppin State University, where more than half of his teammates were from Jamaica.
He said his first winter in this country was “terrifying.” He didn’t have a jacket, and someone had to buy warm clothes for him.
He has lived in Baltimore and its suburbs ever since. He now lives with his wife, who is also from Jamaica, just south of the city in Anne Arundel County. He flips houses and rents out property.
“I appreciate that you’re able to do that here,” he said. In Jamaica, “opportunities are so scarce.”
Baltimore’s Jamaican community is largely centered in the Park Heights neighborhood in the northwest part of the city, but for generations, immigrants have largely lived in Southeast Baltimore.
“The immigrant community has really stabilized Southeast Baltimore,” said Baltimore City Councilman Zeke Cohen, who represents much of the city’s immigrant community.
Catalina Rodriguez Lima, the director of the Baltimore Mayor’s Office of Immigrant Affairs, said immigrants mainly move where they know people. She said Baltimore is more affordable than many other jurisdictions, which lack some services Baltimore has such as free legal aid.
“We as a city are very intentional about providing services for immigrants,” she told Capital News Service. “In Baltimore you can still buy a house; in Baltimore your kid can go to school and have (English language instruction); in Baltimore you can open a business and have access to microlending.”
According to the American Community Survey’s five-year estimate for 2013-2017, 49,565 of the city’s 619,796 residents were immigrants, or about 8%. The survey, which is conducted by the U.S. Census Bureau, estimates population and other statistics between decennial censuses.
That’s a decrease in overall population, and an increase in the number of immigrants: According to an estimate for 2005-2009, an average of 639,337 people lived in Baltimore, including 39,685 immigrants. That’s just over 6%.
Across Maryland, about 14% of people are immigrants, including more than 30% of Montgomery County.
More than 101,000 immigrants lived in Baltimore County in 2017, accounting for more than 13% of its population.
It’s not just a recent trend. Baltimore city’s population has been declining for decades, and its immigrant population has been growing since the 1990s.
In the late 1800s through World War I, up to 20% of city residents were immigrants, according to an Abell Foundation report. Most were from Eastern Europe and Italy, including the families of House Speaker Nancy Pelosi and former Maryland Sen. Barbara Mikulski. But after World War II, a much lower percentage of residents was foreign-born.
Maryland’s trends reflect the country’s. According to the Pew Research Center, immigrants represented 13.6% of the United States population in 2017, a steady increase from 4.7% in 1970.
After Jamaica, the top countries of origin among immigrants in the city are China, Mexico and Trinidad.
Refugees also account for a substantial number of new residents. Baltimore has accepted nearly half of Maryland’s refugees in the past 17 years, according to an analysis of State Department data.
Rodriguez Lima’s office was created in 2015 by former Mayor Stephanie Rawlings-Blake as part of her goal of attracting 10,000 families to the city. Rodriguez Lima, who is from Ecuador, said that office may be one reason immigrants come.
Still, Baltimore is not the top destination for immigrants in Maryland. About 40% of Maryland’s immigrants live in Montgomery County, and immigrant growth is faster in other suburban jurisdictions than in Baltimore.
“It’s really difficult to tell someone to come to Baltimore without some sort of network,” Rodriguez Lima said.
But the economy is just as important, if not more so.
Randy Capps, a demographer at the Migration Policy Institute, said immigrants follow construction, and there isn’t as much construction in Baltimore as in the surrounding counties. And the industrial jobs Baltimore lost in the mid-20th century weren’t replaced.
“(Baltimore) just never had a magnet to attract a new wave of immigrants,” he said.
He said the strength of the research and healthcare industries in Baltimore—anchored by Johns Hopkins University and the University of Maryland, Baltimore—combined with the weaker service and construction industries, mean Baltimore’s immigrant population tends to be better-educated than those of other areas.
While Baltimore is losing people, most jurisdictions in Maryland are growing, especially suburban counties. Baltimore saw a net loss of about 1,200 white people and about 17,000 black people between 2010 and 2018, Census data show. Many say they leave because of crime, the quality of the schools and the city’s relatively high property tax rate.

The expanse of what is commonly referred to as "Laurel" crosses over portions of three Maryland counties: Prince George's, Howard, and Anne Arundel. The portion of Montgomery County having a postal address of Laurel is so miniscule it could be missed with the preverbal “blink of an eye”. Most of Montgomery County Laurel was moved to a Burtonsville zip code years ago and only a few Montgomery County properties remain with a Laurel zip code.
The incorporated City of Laurel is ONLY in Prince George's County, MD. So in other words, all of what is commonly thought of as Laurel is not part of the City of Laurel. The county property taxes are lower in areas where some of the services are provided by the municipality but the lower county taxes just don’t seem to compensate for the city taxes levied. I don't believe that any cities in Maryland (with the exception of Baltimore City which has the same political status as a county) have authority to levy sales, income or real estate transfer taxes. Also, with the exception of Baltimore City, ALL elementary and secondary education is under the control of the counties.
The real estate market in "Laurel" is quite diverse, as has been previously mentioned, and like anywhere, may vary with the price range of the property you are seeking and the specific area. This may also vary by how “quality of life” is perceived and measured. Of course, convenience to quality recreation, shopping and transportation play a part in this. Quality of education plays a great part to many. Since our educational systems are county based and controlled, the perceived quality of education may vary from one part of Laurel to another.

The market in our general area is a buyer’s market. This means that in many areas there is more than a six month supply of homes. This supply is measured by taking the total inventory of available homes and dividing it by the number of homes that sell in a month. If we measure affordability by monthly cost, here will probably never be a better time to buy a home. Monthly cost will increase and affordability will decrease if either or both factors of price of home and interest rate of mortgage loans go up. Even if one goes down a little, the increase of the other might erase any affordability gains. Prices are soft and interest rates are reasonable. Smart buyers invest when buying demand is low. Smart owners sell when buying demand is high. Unfortunately, most of us are moved to action to buy by the frenzy created when demand is high and supply is low and we loose our nerve to buy when demand is low and supply is high.
There are many factors to consider when choosing where to purchase a home. Laurel was formed from land on the fall line of the Patuxent River patented by the Snowden family in 1658 as part of the 12,250-acre New Birmingham plantation, which included the later Montpelier.The Washington Turnpike Road Company built Route 1 between 1796 and 1812, creating a major North-South land route. Milstead's Hotel halfway house was built in town to serve four stage lines a day in 1816.Nicholas Snowden built a grist mill on the site circa 1811 which grew to a small cotton mill by the 1820s.In 1828, a detailed survey was conducted to build a canal from Baltimore to Georgetown to connect to the proposed C&O canal.
 The route from Elkridge Landing to Bladensburg would have built a waterway roughly aligning with modern U.S. Route 1 and Kenilworth Avenue, with special consideration not to harm the water power for Savage Mill. The project did not go forward; the preference was to build a railroad, the B&O. Nicholas Snowden died in 1831, and the mill properties transferred to Louisa Snowden and her husband Horace Capon in 1834. In 1835, coinciding with the opening of the Capital Subdivision rail line from Baltimore to Washington, the Patuxent Manufacturing Company was chartered by Horace Capon, Edward Snowden, Theodore Jenkins, W.C. Shaw, A.E. Hall, and O.C. Tiffany and the mill expanded greatly with the addition of the Avondale Mill building in 1844.
 Mill president Horace Capron with his partners built housing for close to 300 workers, and a bigger cotton mill. Cotton duck from the mill was shipped down what would become Laurel's Main Street, then by rail to Baltimore.A substantial dam was built in 1850.As a mill town, Laurel was somewhat unusual in Prince George's County and was surrounded by agricultural endeavors.

The community was originally known as "Laurel Factory" when Edward Snowden became the first postmaster in 1837 and was a true company town, with a school and shops, and many of the mill workers' homes owned until the 1860s by the company. During the 1840s, three historic churches in the community—the Methodist Est. 1842, St. Mary of the Mills (Roman Catholic) Est. 1845 and St. Philip's (Episcopal) Est. 1839 —established what are still vigorous congregations. During the Civil War, Laurel Factory, like much of Maryland, was a divided community, but with many Southern sympathizers. Union soldiers patrolled the railroad, and for a time there was also a Union hospital. During the latter half of the 19th century, while it still operated its factories, manufacturing played a less important role in the community. Laurel evolved into an early suburban town. Many of its residents commuted by rail to jobs in Washington or Baltimore. The town was incorporated in 1870 and reincorporated in 1890 to coincide with a new electric power plant and paved streets and boarded sidewalks. By this time, the town had grown to a population of 2,080, and the city banned livestock from the streets.
In 1870, the Patuxent Bank of Laurel was founded on the corner of Main Street and Washington Avenue. In 1874 a delegation was sent to Annapolis to introduce legislation to make Laurel its own county of 10,000 residents with land from Prince George's, Howard, and Anne Arundel counties. In 1879 Laurel Academy of Music was built along Route 1. The building was converted to a movie theatre in 1915, with a parking garage on the lower floor of the wood structure; it burned in 1917, and Academy Ford built on the same site in the late 20th century. In 1888 inventor David J. Weems tested an unmanned electric train on a two-mile banked circular track near Laurel Station. The three-ton vehicle reached speeds of up to 120 mph for twenty minutes.
 At the turn of the century, Louis Barret operated a hotel called the "Half Way House", later called the Milstead Hotel, which served as a stop for the four stage lines operating between Baltimore and Washington. In 1898, a stable fire spread to the 100-year-old hotel and burned adjacent buildings along Main Street. With only bucket brigades, Mayor Phelps telegraphed Baltimore to send a special train with fireman, horses, and engine number 10. One fireman was crushed by the rolling fire engine, and returned in a casket saved from the burning mortuary. The resulting losses inspired efforts to bring water and fire apparatus to the town.The town was struck again by the great Laurel fire of December 14, 1899, when a twelve-building fire destroyed the Laurel Presbyterian Church (known then as Presbyterian Church at Laurel).

Don’t be surprised if some tenants may be hostile. They likely do not want to move and see this as a threat. An uncooperative tenant can make the process a lot more difficult, especially when it comes to showing the property. Layout the hours that the house can be shown in writing and have each party sign an agreement. This keeps the expectations clear so that there are no misunderstandings. Whenever possible, be present at the property for showings. This displays to your tenants that you care about their tenancy. It ensures them that you’re doing everything you can to make the process as smooth as possible. Provide incentive to get tenants to cooperate.Money talks. Many tenants feel taken for granted if they’re burdened with the restrictions of the sale process without being compensated. Providing some sort of incentive will encourage your tenants to the cooperative. Here are some ideas: A fixed amount of payment every time the house is shown. An additional financial bonus every time you get feedback about the condition of the property. You may offer them 50% off the monthly rent while the property is on the market and they’ve agreed to cooperate. Perhaps you align their interests by offering them a percentage of the final sale. Go out of your way to make the process as easy for the tenant as possible.Remember, for the tenant, the property is their home and not a commodity. They know that the sale will likely require them to move and you are requesting that they keep their home clean and vacated during open houses and showings. When the first shot went off, shattering the glass doors to the newspaper office, people at their desks struggled to grasp what was happening. Anthony Messenger, a sports intern, thought the popping sound might be fireworks. He couldn’t see anyone.
Then came more blasts, one after the next. He and another reporter, Selene San Felice, raced to the newsroom’s back door that was always unlocked. This time, it was jammed shut.
The pair crept beneath a desk as far from the front door as they could and waited. They huddled together — silent but urgently texting a parent, sending a tweet (“Active shooter 888 Bestgate please help us”) and calling 911, but never speaking into the line for fear of being heard.
“It was insane,” Messenger, who had worked at the Capital Gazette for four weeks, recalled Friday morning in an interview on the Today show. “In that moment, I thought I was going to die.”
Thursday had begun as an ordinary day in the Capital Gazette’s first-floor office, where a framed copy of The Maryland Gazette from the 1700s hangs on one wall. Calls were being made and stories filed, as one TV monitor played national cable news and another showed how many people were reading the Capital Gazette’s website. Just after 2:33 p.m., a gunman’s rampage turned the often quiet newsroom into chaos. The entire chain of events — from the first crashing of the glass doors to the removal of a suspect by the authorities — lasted only minutes, but left five newspaper employees dead.
Normally, to get inside the newsroom, workers used key cards or got buzzed through the glass doors. But after the gunshots shattered the glass, employees who sat closest to the doors were hit first.
The Capital Gazette’s looks like many other newsrooms around the country: a wide open layout and waist-high dividers separating clusters of L-shaped desks, covered in a sometimes untidy mix of old newspapers, pads of paper and more. “You can see from the front of the office to the back,” said Joshua McKerrow, a photographer there.
Those who sit near the back of the newsroom scrambled to the floor, hoping to go unnoticed beneath their desks. The gunman, said Phil Davis, a crime reporter who was among those to hide under a desk, was silent.
“He never said anything,” Davis said. At one point, the gunman reloaded his weapon.
Authorities say the gunman made his way from the front of the room to the back. Prosecutors say he had barricaded the rear door, apparently to prevent workers from fleeing through the only other exit. One of the people who was shot, authorities said, had tried to escape through that back door — the one Messenger had been unable to open in those first moments.
Soon after the attack began, word was spreading to those away from the newsroom. Danielle Ohl, the paper’s local government reporter, was on vacation in the Outer Banks of North Carolina when a puzzling message came in. An editor who was not in the building was pleading, on the newspaper’s Slack messaging system, for someone inside the newsroom to call him right away. Ohl texted one of her colleagues but got no response either. Something was clearly wrong.
She finally reached Davis, who told her that there had been a shooting and that two colleagues were probably dead.
The Capital Gazette newsroom publishes two related newspapers: The Capital, which appears daily; and The Gazette, appearing Wednesday and Saturday and focusing on northern Anne Arundel County. A website combines the coverage.
The operation has a close, long-standing relationship with Annapolis, the Maryland state capital, and the surrounding Anne Arundel County. Its front-page stories sometimes send national events inside, favoring local happenings. An array of recent front page stories included a police officer placed on leave for shooting at an unarmed suspect; a 12-year-old girl who organized a Pride walk; and an increase in property taxes the city council recently passed at 3 a.m.
In turn, it is embraced as the hometown paper in a region that includes some major institutions, including the U.S. Naval Academy and Maryland state government. The Naval Academy recognized the relationship in a tweet from its official account Thursday: “The Capital Gazette is our local newspaper and is often the first to tell our story. We are grieving with their staff and loved ones after the tragic events that occurred today.”
As quickly as 60 seconds after the shots began, law enforcement authorities arrived at the newspaper office.
Reporters and other workers began emerging from under desks — hands up — shouting: “We’re not him.”
Employees filed out of the newsroom, hands still up, having to pass the bodies of several co-workers to get out the front door.
“The office, it was kind of in shambles,” Messenger, the intern, recalled. “We tried to keep our eyes off of the ground,” he said, adding later: “It was sickening.”
Davis, the crime reporter, said that he was the last to leave the office. Police found the gunman hiding under a desk, amid the journalists in their newsroom. Davis said the gunman was calling out to the police: “He surrenders. He surrenders.”
