The UK government believes that the Russian president, Vladimir Putin, personally authorised the Salisbury novichok poisonings, which could have killed thousands of people, an inquiry has been told.
A senior Foreign Office (FCDO) official has given a statement to the inquiry in which he spells out that the British government has concluded the nerve agent attack was so sensitive that Putin must have given it the go-ahead.
The inquiry also heard that the former Russian spy Sergei Skripal, who was the target of the attack, blamed Putin. In a new statement provided to the inquiry, he said: “I believe Putin makes all important decisions himself. I therefore think he must have at least given permission for the attack.”
Skripal and his daughter, Yulia, were poisoned by novichok on 4 March 2018 in Salisbury, where he had been settled after a spy exchange.
On 30 June 2018, Dawn Sturgess, 44, and her boyfriend, Charlie Rowley, fell ill at his home in Amesbury, 11 miles north of Salisbury, having been poisoned with novichok that Rowley had apparently found in a perfume bottle left in a bin. The Skripals and Rowley survived, but Sturgess died on 8 July.
The inquiry, which began at the Guildhall in Salisbury on Monday, has been set up to examine Sturgess’s death but it will also look in detail at the attack on the Skripals.
Andrew O’Connor KC, counsel to the inquiry, described the circumstances of Sturgess’s death as “extraordinary, unique”.
He said she lived a life that was “wholly removed from the worlds of politics and international relations”, but died “an unnatural and a wholly unexpected death, poisoned by a military-grade chemical weapon”.
The barrister said: “When Dawn Sturgess was poisoned by novichok four months after the Skripal poisoning, the real possibility emerged that she had been caught – an innocent victim – in the crossfire of an illegal and outrageous international assassination attempt.”
O’Connor continued: “The evidence will suggest that this bottle, which we shall hear contained enough poison to kill thousands of people, must earlier have been left somewhere in a public place, creating the obvious risk that someone would find it and take it home.”
He told the chair of the inquiry, Lord Hughes of Ombersley: “You may conclude that those who discarded the bottle in this way acted with a grotesque disregard for human life.”
O’Connor told the court that Jonathan Allen, a senior official at the FCDO, had provided a statement summarising the UK government’s “current assessments regarding responsibility for the poisoning”.
His statement says: “In light of the required seniority under Russian law to approve assassinations of suspected terrorists outside Russia, and that this incident concerned a politically sensitive target (Mr Skripal was a UK citizen, and was targeted on UK soil), it is HMG’s view that President Putin authorised the operation.”
O’Connor said Skripal had expressed his own views on the matter. When interviewed in May 2018 by the police, he said it was his “private opinion” that Putin was responsible, and said the “number one reason” for the assassination attempt was that Russia believed he was still working for the west.
In a further statement, provided to the inquiry in the last week or so, Skripal said: “I do not know for certain how Putin personally viewed me. As far as I know I never spoke to him, although I was in the same room as him two times many years ago.
“It is not honourable to kill people who have been exchanged and the attack on Yulia and me was an absolute shock. I had received a presidential pardon and was a free man with no convictions under Russian law. I never thought the Russian regime would try to murder me in Great Britain … I knew of no specific threat.
“I believe Putin makes all important decisions himself. I therefore think he must have at least given permission for the attack on Yulia and me.
“When I was still working in GRU special services in Russia I had access to secret information. I was aware of allegations that Putin had been involved in illegal activity to do with the disposal of rare metals.” He added: “I have read that Putin is personally very interested in poison and likes reading books about it.”
Skripal said he had felt safe in the UK and had not wanted special security measures. He said: “I did not have a house security alarm or sensor activated security lights and I do not remember either of these being raised with me. CCTV was recommended but I declined this because I did not want to make my house conspicuous or live under surveillance.”
The inquiry was told that the Skripals were poisoned after novichok was smeared on the door handle of the former spy’s home. But O’Connor made it clear that how Rowley came upon the bottle remained a mystery. He said: “We are not optimistic that we will arrive at a single convincing explanation.”
CCTV footage of the suspected would-be assassins’ trip to Salisbury was played to the inquiry and O’Connor highlighted a “missing” 31 minutes when they were not seen, which may have been when they discarded the perfume bottle.
Before the start of the hearings, which are due to last until December, Sturgess’s parents, Stan and Caroline, told the Guardian they hoped the inquiry would answer far-reaching questions about how the tragedy unfolded and allow the family, finally, to grieve fully for her.
The inquiry continues.

Ten Songs Tag
Tagged by my fellow muso, @lady-redshield-writes! Thank you so much for the tag, my friend! I am always up for discussing music. Plus, your answers were super insightful, and I found some new music to jam out to!
Any of my fellow musicians, instrumentalists, vocalists, or appreciator of the arts are hereby tagged, if they find themselves so inclined to participate!
RULES: Post ten songs you are currently obsessed with and explain what caused or created this obsession!
1. “New Rules” - Dua Lipa I’ve been obsessed with this song since I first heard it on my family vacation to Walt Disney World this past December and I still listen to it consistently. Dua Lipa’s voice could only be called angelic, with a falsetto rivaling that of Allen Stone - and from a female, such a feat is almost unheard of. It’s rare to find a song on the radio that actually rejects sleeping around with the wrong person and instead solidifying healthier habits, denying toxic lifestyles and emphasizing the importance of oneself instead. Way to go, Dua Lipa!
2. “In Shallow Seas We Sail” - Emery Emery holds a special place in my heart as a band that can encapsulate the angst plaguing young adults. Most artists resonate with middle/high schoolers, but Emery speaks to me more now as an adult than they would have when I was younger. Plus, that voice? Gorgeous. This specific song has so many layers to get lost within. To me, it truly portrays that feeling of drowning in the midst of waves.
3. “Isn’t He (This Jesus)” - Natalie Grant This song really grew on me. I’ve always loved Natalie Grant, but this didn’t click with me at first. My mom sent me a link to this, overly excited to see that she had released new music after the surgery on her throat. Thankfully, she didn’t pull a Julie Andrews and came out all the stronger because of it. At first, I thought the song was decent, but it never hit home with me. Even still, I kept putting it on repeat while I wrote and I soon found myself worshipping in the midst of writing sessions instead. There’s something so...pure about this song. It’s raw, it’s honest, it’s simple. It doesn’t feel the need to be flashy, which I admire.
4. “Skyfall” - Our Last Night (OPB. Adele) I thought I liked Skyfall when it first came out - and then I heard this rendition. HOO BOY, was I in for a surprise! One of my friends, who apparently knows OLN, has been telling me to listen to them forever now and I never did. I turned this on while out on a walk and jammed to their music the rest of the night home. If you like pop-punk covers of already-phenomenal music, you might need to give this a listen...and then to their “Shape of You” cover, too.
5. “Party Tattoos” - Dodie This song goes against everything I normally listen to and I still am unsure why I like it so much. My friend included it in their character playlist and I just kept it on loop for days. It’s this wonderfully peppy, easygoing song with a slightly morbid undertone to its meaning. Maybe the mystery intrigues me so much? If you’re into indie music, give it a listen.
6. “Let the Flames Begin (Live)” - Paramore Paramore formed one part of my musical holy trinity throughout my childhood (along with Fall Out Boy and Panic at the Disco), and even though I no longer connect to their newer music, they still hold a special place in my heart. I’m not normally a fan of live performances, beyond worship songs, but this specific song adds SO much more live than it does in the studio. Williams adds an extended outtro, starting with an epic instrumental solo, and then ending with a bang. That bang? A special song snippet named “Oh Father”. I belt it out every time without question or hesitation. This may or may not be a Kingdom Come character’s theme...for a future book.
7. “Nighttime Hunger” - Overcoats Believe it or not, @khymnal showed me this song and I cannot get it out of my head. The Overcoats have the most seamless, unified harmonies I may have ever heard. They blend together so effortlessly. Their voices are almost like sirens...the mermaid kind, not the police kind. I think a lot of people can relate to temptation lurking in the longer night comes, and this makes it both eerie and gorgeous instead of disturbing. And let’s be honest - isn’t temptation as enticing as it is unsettling? They captured the feeling perfectly.
8. “Birth of a Wish (Become as Gods)” - NieR: Automata I needed to include an instrumental game song on this list, and what better than what I play on repeat whenever I write a battle sequence for Kingdom Come? This idea that men want to become deities ties in perfectly with the themes of KC, and especially its central characters. The epicness of this music, and the way it makes me want to wield a sword and slay a dragon and save a princess in space all at once, only enhances its amazingness.
9. “Never Enough” - The Greatest Showman If you haven’t seen this movie yet, I don’t know what you’re doing with your life. I cannot tell you how emotional I got as soon as this song came on the first time. I still listen to it all of the time, and am dying to hear my mom sing it (side-note: my mom is a ridiculously talented singer and she will never admit it). The power of the lyrics matches the power in her voice and it combines to form the most dynamic musical number I’ve ever heard in a theatrical film - and the best part? They didn’t even need choreography to enhance it.
10. “Where’s My Love (Alternate Version)” - SYML Did anyone else fall in love with this song during the Figure Skating portion of the Winter Olympics? As soon as I heard this, I downloaded the song. It’s this haunting melody accompanied by a gorgeous piano player and it just works. Listen to it if you feel like you want to cry about a lost lover you probably never actually knew.
Bonus: “Hang It Up (Abacus & Vargas ‘Predator’ Remix)” - The Ting Tings So, I only heard this after I’d already written up this post...but it’s the best. I freaking love this style, the likes of which I have only heard rivaled by the Shiny Toy Guns. My best friend and I listen to it every week while we prepare for our Monster of the Week podcast recording session and it fires us up every time.

Fantasy Football Start ‘Em Sit ‘Em: Week 8 lineup advice, best matchups, DFS picks
With more teams and players at fantasy football owners’ disposal this week, you can make an argument that start ’em, sit ’em decisions will actually be more difficult than they were during the six-team bye last week. When you add in injuries and unsettled RB/WR situations, there are definitely question marks all over the place. Fortunately, Vinnie Iyer is here with Week 8 fantasy lineup advice so you have a better idea of who to start and who to avoid in both season-long leagues and DFS contests.
Just two teams (Raiders, Ravens) are on bye this week, and they feature only a handful of “must-starts” between them. Ryan Tannehill, Titans (at IND). Tannehill is back to doing his 2020 things with the offense back on track and a solid ahead.
Matt Ryan, Falcons (vs. CAR). He’s feeling it in Arthur Smith’s offense with all of his weapons, and the Panthers’ D won’t slow him down much.
Carson Wentz, Colts (vs. TEN). Wentz is loving being back with Frank Reich, and the Titans’ defense will come back to earth on the road.
Trevor Lawrence, Jaguars (at SEA). Lawrence will come out of a bye in a comfortable spot playing off the run against the lowly Seahawks defense.
Jameis Winston, Saints (vs. TB). Winston’s “revenge game” will be modest in 250-yard and two-TD range, but he can have a good garbage day at home opposite Tom Brady.
DFS bargain/streamer special
Teddy Bridgewater, Broncos ($5,400 on DraftKings, $7,000 on FanDuel). Bridgewater should be healthier to exploit a bad Washington pass defense at home given he has the wide receivers and tight ends needed to get the job done.

Weaker starts
Justin Herbert, Chargers (vs. NE). Herbert will see his big-play passing contained by Bill Belichick’s defense as this become more of a grinding effort.
Daniel Jones, Giants (at KC). The matchup screams “yes,” but the Chiefs will overachieve defensively in desperation at home in prime time against an injury-plagued Giants offense.
Sam Darnold, Panthers (at ATL). This is another matchup that says “yes,” but Darnold has been awful of late against anyone. There’s also no guarantee he lasts the whole game.
Taylor Heinicke, Washington (at DEN). He can have a Case Keenum-like game against the Broncos, but that’s not good enough to deploy.
Tua Tagovailoa, Dolphins (at BUF). He gets cooled off after two hot games against much worse pass defenses.
Mac Jones, Patriots (at LAC). The Patriots should want to run, run and run some more in Los Angeles.
Ben Roethlisberger, Steelers (at CLE). He will be better after the bye, but this will be more a defensive-minded battle of attrition.

Devin Singletary and Zack Moss, Bills (vs. MIA). They both smashed in the first meeting and should be busy in the second half for the rematch.
Khalil Herbert, Bears (vs. SF). They seem intent getting him the ball to run often regardless of score, and the rookie will be solid with volume again.
Michael Carter, Jets (vs. CIN). He’s getting the bulk of the work everywhere now, and Mike White’s presence probably won’t affect that.
Alex Collins, Seahawks (vs. JAX). He’s the best of what they have, sadly, and can be trusted in a cake matchup.
Samaje Perine, Bengals (at NYJ). If desperate, you could hope for another blowout scenario where he matches Joe Mixon in work.
DFS bargains
Kenneth Gainwell, Eagles (at DET, $5,000 on DraftKings, $5,900 on FanDuel). Gainwell should see a lot more critical work with Miles Sanders (ankle) ailing, and the game script might actually allow Philadelphia to run more to support Jalen Hurts and close out the Lions.
Javonte Williams, Broncos (vs. WAS, $5,300 on DraftKings, $5,900 on FanDuel). This other top rookie should get more attention after scoring his first TD last week, and he should slowly earn more vital touches over Melvin Gordon III.

A.J. Dillon, Packers (at ARI). The game will be more of a shootout with no guarantee for positive game script.
Tony Pollard, Cowboys (at MIN). He should get only limited work behind Zeke after the bye.
Mike Davis, Falcons (vs. CAR). You can’t go there in this committee.
Jamaal Williams, Lions (vs. PHI). You can’t go there in this committee.

Christian Kirk and A.J Green, Cardinals (vs. GB). They have a chance to do more major damage away from DeAndre Hopkins with the Packers’ secondary being a mess.
Corey Davis, Jets (vs. CIN). He’ll be good for more garbage regardless of QB.
Marquez Callaway, Saints (vs. TB). There will be forced volume from Jameis Winston this week with negative game script, and Callaway should score late.
DFS bargains
Michael Pittman Jr., Colts (vs. TEN, $5,300 on DraftKings, $6,600 on FanDuel). Pittman is back to being the clear No. 1, and the matchup is terrific given how well he’s done against them in the past.
Jerry Jeudy, Broncos (vs. WAS, $4,900 on DraftKings, $6,000 on FanDuel). This feels like his type of game back at home back working for Teddy Bridgewater opposite Courtland Sutton.
Cole Beasley, Bills (vs. MIA, $4,900 on DraftKings, $6,100 on FanDuel). The Dolphins can be exploited badly in the slot, and he’ll be used more with no Dawson Knox (hand).

Tee Higgins and Tyler Boyd, Bengals (at NYJ). This is “The Ja’Marr Chase Show,” and the Jets’ cornerbacks are rather tough all-around.
Jaylen Waddle, Dolphins (at BUF). The matchup is brutal everywhere against their cornerbacks, so sit him along with Tua Tagovailoa.
Julio Jones, Titans (at IND). He’s impossible to trust with A.J. Brown burning up.
Jakobi Meyers, Patriots (at LAC). The matchup isn’t good and the usage is getting weird compared to the other wide receivers.
Laviska Shenault Jr., Jaguars (at SEA). His usage still cannot be trusted after a bye.
Allen Robinson and Darnell Mooney, Bears (vs. SF). You want to play both of them, but Justin Fields is killing them.
All Giants (at KC). You can’t go there with Daniel Jones disappointing.
All Browns (vs. PIT). It’s getting ugly out there with injuries and quarterback uncertainty in a tough matchup.
Rondale Moore, Cardinals (vs. GB). He’s gone to being the odd man out with more mouths to feed.

Zach Ertz, Cardinals (vs. GB). He should have another strong scoring chance on Thursday night.
Robert Tonyan, Packers (at ARI). He carries must-start value with no Davante Adams (COVID) with a big target bump even though the matchup by the numbers isn’t that good.
Mo Alie-Cox, Colts (vs. TEN). He’s getting it done for Carson Wentz every week now.
Evan Engram, Giants (at KC). Engram should be the best bet for any kind of Giants receiving production.
DFS bargain
C.J. Uzomah, Bengals (at NYJ, $3,800 on DraftKings, $5,700 on FanDuel). He’s red hot, and the matchup calls for him to deliver given the Jets have good cornerbacks but have gotten weaker at safety.

Dalton Schultz, Cowboys (at MIN). He’s hard to trust with Blake Jarwin in the mix and more wide receiver help on the way.

O.J. Howard and Cameron Brate, Buccaneers (at NO). This really doesn’t happen except for TD hopes whether Rob Gronkowski (ribs) plays or not.
Jared Cook, Chargers (vs. NE). This isn’t the best spot for Justin Herbert or his key weapons, especially with other tight ends involved.
Cole Kmet, Bears (vs. SF). Nyet.
Fantasy Football Week 6 Start ‘Em: Defenses
Defense must-starts
Bills (vs. MIA
Rams (at HOU)
Bengals (at NYJ)

Stronger starts
Falcons (vs. CAR). This is a good play regardless of who start for the Panthers.
Chargers (vs. NE). They will force some mistakes from Daniel Jones with good pressure.
Broncos (vs. WAS). Back at home, they should be ready to rock Taylor Heinicke.
Eagles (at DET). Jared Goff is way off, and this defense has enough playmakers.
Seahawks (vs. JAX). They can create a few problems for Trevor Lawrence with creative scheming.
Chiefs (vs. NYG). Give them the prime-time emotional bump toward big plays on MNF.
Patriots (at LAC). It’s not the best spot on paper, but they can disrupt the Chargers the way the Ravens did in Week 6.
DFS bargain
Bears (vs. SF, $2,700 on DraftKings, $3,700 on FanDuel). The Bears should bear down at home with their offense struggling and be in position for some cheap sacks and a couple takeaways.
