The economics, humanities and politics of "Sarai"...
In February, 2014, the Andhra Pradesh Reorganization Bill was passed and Telangana broke away. The resultant state of Andhra now looks like this. :-)
In 2019, state general elections were held in A.P and YSR Congress won hands down. YS Jaganmohan Reddy became Chief Minister and set out to fulfill a unique electoral promise to his vote bank - Prohibition of Liquor in the state of A.P.
The new liquor policy, which includes a 40% reduction in bar licences, exorbitant hike of new license fees, closure of some 40000 illegal outlets, time restrictions and take over of bars by A.P State Beverages Corporation, aims to make Andhra Pradesh alcohol-free by 2024. A.P will then join Gujarat, Bihar, Mizoram, Nagaland and Lakshadweep as states/territories which have successfully implemented liquor prohibition.
But will Jagan be able to make this initiative a success in A.P? Because, this is not the first time such a thing has been tried in Andhra. In 1995, in a strange reversal of roles, Telugu Desam Party won the state elections, crushing Congress, and TDP Chief N T Rama Rao banned the sale of liquor in A.P. In 1995, his son-in-law, N. Chandrababu Naidu, staged a coup-of-sorts, toppled NTR, became Chief Minister and in 1997, reversed the decision.
But what was all that drama back then in 1990s? Therein lies a tale.
First of all, let's understand the economics of Liquor production and sale. Why is the state government so interested in it? It's very simple. Liquor fills the state government's revenue coffers in form of excise duty on its production. The state government also makes money from the issuance of licenses for its sale. Liquor boosts tourism and entertainment industries too.
The A.P state government discovered this golden hen sometime in the 1970s and since then, liquor has become a state policy. In 1970, the excise duty collected from liquor was INR 40 crores, which jumped to INR 800 crores in early 1990s and quantum leaped to INR 12000 crores in 2015. That's big money coming into the state revenue coffers.
In 1983, when NT Rama Rao came to power for the first time, he introduced a particularly aggressive liquor policy called Varuna Vahini (literally meaning Flood of Liquor), which delivered government-manufactured country liquor - Sarai, in Telugu, Arrack in English - to doorsteps, in easily affordable plastic sachets and bottles. He used some of this revenue to subsidise other populist schemes, like Rs 2 per kilo rice scheme.
Andhra Pradesh typically constitutes about 3-5% of sales of major liquor manufacturers like United Breweries and United Spirits. So, they usually have a word or two to say in this regard.
Oh! By the way, liquor contractors make a truck load of money too, which they invest in real estate, films, finance and construction projects, and make donations to cultural and religious institutions, thus strengthening their socio-political clout.
So, net-net, liquor manufacturing and sale is a well-oiled economic engine for any state, especially for Andhra Pradesh.
Now, let's understand the human aspects of state-promoted liquor sales.
I read a report that said, in 1991-92, the average annual income of a family in Andhra was, hold your breath, INR 1840. This was the total family income, for the entire year!
Out of this, the working male spent INR 830 on liquor. So, the man of the house spent 45% of his measly income on Sarai - Arrack. It was the norm. Every man, in every house, did it. And the government promoted it, supported it and benefited from it.
The logic was - the poor man had spent a miserable day, doing a miserable job, for a miserable pay. So it's ok, if he drowns his misery in a drink after sunset. Hmm. The problem was - the miserable man had a family - a wife, who slogged all day to make ends meet and feed her children. And god forbid, if there was an illness in the family, begging was the only way out.
On top of it, any body who has had a drink in their life knows, liquor is ok as a socializing drink. But it doesn't alleviate a man's misery. Infact, it compounds it.
This foul smelling man, in his foul mood, came home at midnight, in stupor, and sparks flew. Domestic violence, physical and mental abuse, were rampant. Suicides, rapes and murders were common.
Net-net, life in a village in Andhra Pradesh, which had a government-promoted arrack shop, was living hell, especially for the women folk. And because Arrack sale filled government coffers, there was an Arrack shop in every village. So life, in pretty much every village in Andhra Pradesh, was living hell for its women folk.
All of this was indicating an impending change. And change happened - in form of a massive, state level, Anti-Arrack movement, led by the women folk of Andhra Pradesh, which resulted in the prohibition of alcohol in the state!
In 1988, the Government of India launched the National Literacy Mission (NLM). In January 1990, the NLM was launched in Nellore district in Andhra Pradesh. The state-organised mass-literacy campaigns led to women getting together and discussing their problems. The awareness brought on by these group discussions resulted in the women discovering that the consumption of locally made, cheap Arrack was the main source of their unsettled domestic life. This awareness resulted in a spontaneous movement in the small village of Dubagunta in Nellore district of Andhra Pradesh.
The rural women of the village, who had no autonomy in any sphere of life, took it in their hands to fight against the production and sale of Arrack. They raided the Arrack shops with broomsticks and chili powder and cowered the owner into shutting the shop.
What started as an agitation in a single village, soon turned into a state-wide movement. In each village, women simply destroyed the ingredients used for the production of liquor. They also started policing the men in their individual households against consuming Arrack.
They then started speaking against the liquor contractors, local bureaucracy, police officials and even the Chief Minister. They started questioning the government on the availability of basic amenities like water, schools etc, which were in a dearth, as opposed to Arrack, which was always easily available. When the government insisted that the excise collected from the production of Arrack was used for welfare programmes, like the subsidy of rice, the women even agreed to contribute a day’s wages to help in the welfare schemes.
For them, it was clear. The cost-benefit equation of government-promoted liquor policies on human indices simply didn't match up to the economics. They put their foot down. Finally, when the movement had gained momentum in three districts, the government had to buckle under the pressure and ban Arrack in the state.
Now, let's go to the politics of the matter. Where there is a people's movement, there will be politics. And political parties.
It was 1994 - the election year in A.P. NT Rama Rao of TDP, the main opposition party, promised his electorate that, if they elected him to power, he would ban all forms of alcohol from the state (Toddy and IMFL - Indian made foreign liquor - were still available.) Ironically, it was his Varuna Vahini programme that was responsible for this situation. But, it was a powerful promise. So, he won a landslide election, came to power, and fulfilled his promise.
In 1995, Andhra Pradesh became alcohol free!
But this situation was shortlived. Within 9 months, NTR's son-in-law, N Chandrababu Naidu, staged a coup against his father-in-law, stating excessive interference of his second wife Parvathy Laxmi, in the party politics. Both NTR and Parvathy Laxmi were ousted from the party.
In 1997, Chandrababu Naidu, repealed the prohibition, stating that the exchequer has lost INR 1200 crores that year in excise revenue, illegal bootlegging had become unstoppable and that he was under pressure from all quarters to repeal the "dry rule." A few hushed and a few not-so-hushed voices say that there was no intent in the first place.
That's why there is some scepticism about Jaganmohan Reddy's latest initiative. Is there political will?
Post Script::
In 2016, 93 year old Dubagunta Rosamma, one of the early Anti-Arrack crusaders passed away, in Nellore.
Inspired by the story Seethamma kadha (the story of Seethamma) taught as part of the adult literacy programme in the night school in her village, the women of Dubagunta, led by Rosamma, destroyed the pots storing Arrack, after giving assurance to the families depending on the trade, thus sparking the first light of what would soon become a state-level agitation.
May this post be a small tribute to her!

New Schemes NREGA Job Card List and Atal Pension Yojana
The National Rural Employment Guarantee Act (NREGA) is a Central government program that guarantees 100 days of employment to every rural household in India. The Atal Pension Yojana (APY) is a social security program introduced by Prime Minister Narendra Modi in May 2016. It provides pension insurance and other financial assistance to the elderly, the disabled, and the unemployed in India. These two schemes have recently been updated with new schemes, job cards, and more. In this post, we will explore these updates and what they mean for you as an individual or business.
New Schemes NREGA Job Card List
The National Rural Employment Guarantee Act (NREGA) provides a nationally-level guarantee of jobs to eligible households in rural areas. In order to ensure that the scheme reaches all eligible households, the Employment and Training Ministry has launched a new job card scheme. The job card scheme will help identify the eligible households and provide them with employment guarantee cards. The cards will also help identify the beneficiaries who are likely to be most benefitted from NREGA employment. The new job card scheme is based on the Atal Pension Yojana (APY). Under APY, the state government pension fund manages a corpus of savings that is targeted at providing pensions to low-income elderly people. The Employment and Training Ministry has used APY as a model for its job card scheme because it allows for easy identification of eligible households and efficient targeting of employment guarantee benefits. The job card scheme will be implemented in three phases. In phase 1, which is scheduled to start in early 2017, all states will be involved. In phase 2, which is scheduled to start in early 2018, Uttar Pradesh and Bihar will be included, and in phase 3, which is scheduled to start in early 2019, all other states will be included. The job card scheme will use two data sources: household survey data collected by state governments under NREGA and information collected by banks about beneficiaries' bank accounts. Household survey data will be used to identify the number of residents in each household who are
Atal Pension Yojana
The Atal Pension Yojana (APY) is a new pension scheme which was announced by Prime Minister Narendra Modi in July 2015. The scheme is aimed at providing a basic pension of Rs. 1,000 per month to the elderly and the disabled. Eligible individuals will need to register for the scheme and provide proof of identification and residence. To date, the APY has been launched in eight states: Andhra Pradesh, Gujarat, Haryana, Himachal Pradesh, Jammu and Kashmir, Karnataka, Madhya Pradesh, and Rajasthan. To be eligible for the APY, an individual must have completed 60 months of employment with an employer who has registered for the scheme. The APY will be available to both salaried employees and contractual workers. To receive payments under the APY, an individual will need to enroll in one of the state-run Citizens' Savings Banks (CSBs). As of September 2016, there were over 500 CSBs operational across India. Payments under the APY are made monthly on behalf of enrolled beneficiaries and can be withdrawn from any ATM. Beneficiaries do not require any documentation other than their Indian ID card to withdraw payments. The APY was first offered as a pilot project in two states – Andhra Pradesh and Rajasthan – in October 2015. The pilot project was successful and led to the expansion of the scheme to eight additional states in 2016. The Scheme has been met with
Conclusion
The latest schemes launched by the government of India are NREGA Job Card and Atal Pension Yojana. The goal of these two schemes is to provide a financial support to the rural population so that they can improve their socioeconomic conditions. With this, the beneficiaries will be able to access critical services such as education, health care, and employment opportunities.

Innovative Greenhouses In India Help Farmers Adapt To Climate Change
CONTENT SOURCED FROM NATGEO
In India, a simple greenhouse is transforming lives—creating jobs for women and arming growers against unpredictable weather.
Yadav Bhavanth grows vegetables on family land in the south-central Indian state of Telangana. On this small farm in a drought-prone region, his crop production—and income—depend heavily on seasonal rainfall.
In 2015 and 2016, water shortages threatened his crops. And when the rains came, they were often so heavy that they damaged even the hardier plants, causing disease or infestation.
Some of the extreme weather patterns can be attributed to climate change. As global temperatures increase, extended periods of drought, heat waves, and unpredictable rainfall have intensified. The crop losses and mounting debt carry a human toll: More than 3,000 farmers committed suicide in Telangana during a three-year drought. (Learn more about this problem across India)
But 2017 was different for Yadav. The 37-year-old farmer began using a greenhouse to conserve water and protect crops from harsh downpours. Instead of trapping heat, these greenhouses are made with breathable, aluminum-coated cloth netting that reflects some of the sunlight, reducing inside temperatures. The greenhouses are also fitted with drip-irrigation systems that allow farmers to use an average of 90 percent less water than their neighbors.
Bhavanth and wife Bujji, 32, tend tomatoes. The couple was part of pilot program for greenhouse cultivation.
“Outside, we are not as sure whether the crops will dry up—there is no guarantee,” Yadav says. “Inside [the greenhouse], the plants grow very fast,” he adds. “The [produce] quantity and quality is also the best.”
Venkatesh Appala, 45, grows bell peppers in Laxmapur. He started his greenhouse operation in January 2017, and estimates a profit of 46,000 rupees (just over $700) in his first year. He's using the extra income to save for his daughter's dowry, which can run up to $10,000.
GRASSROOTS GREENHOUSES
Yadav purchased his greenhouse for $2,500 from Kheyti, an Indian non-profit that is developing the structures and facilitating loans to buy them—through a program aimed at helping small farms adapt to climate change.
Greenhouses have long been used in India for commercial flower and vegetable production, but standard designs are too large and expensive for farmers like Yadav. Kheyti has created several scaled-down versions that range from 258 to 553 square yards, an area that takes up just two to five percent of a typical small farm there. The size reduces the investment risk—farmers are still able to grow other crops on the rest of their land.
Vikram Bhavanth, 13, peers through the family's greenhouse. Kheyti collaborated with engineering students at Northwestern University and Stanford University’s Design for Extreme Affordability course to develop a prototype. After multiple iterations, they settled on a metal-frame structure with an overlay of shade netting and insect-proof netting on the sides.
Kheyti’s greenhouse costs a fraction of the $30,000-plus for a conventional half-acre greenhouse. Yet because many farmers still wouldn’t be able to afford $2,500, Kheyti works with banks to get loans on the farmers' behalf, says cofounder Saumya (she doesn’t use a surname). She started the project with support from the Institute for Sustainability and Energy at Northwestern University.
Kheyti recently partnered with the Bank of Baroda, India's second largest bank, to broaden the reach of the program. Participating farmers make a down payment of 30,000 rupees [$471 dollars] and then installments of 15,000 rupees [$233 dollars] after each growing season, typically every three months, until the greenhouse is paid off.
Some farmers have used the funds from greenhouse production to further the education of their children.
The 15 farmers who piloted the Kheyti greenhouse program have just finished their first year, growing cucumbers for three and a half months and bell peppers for eight months. Most were able to produce between five and eight times more within the greenhouse. Some used the income to advance their children’s education.
“We are able to produce inside the greenhouse [258 square yards] what we are producing outside in an acre [4,840 square yards],” said Narayana Yellabonia, one of Kheyti’s first farmers. “School has started, so the money has helped out with that.”
One of Yadav Bhavanth’s relatives, Biki Malavath holds her great-granddaughter, nicknamed Milky, the youngest member of Laxmapur Thanda. The village is home to the Lambadi people, a "scheduled tribe"—defined as one of India's marginalized and socioeconomically disadvantaged communities.
Inspired by the success, there are now 50 farmers growing with Kheyti in Yadav's village, Laxmapur, and in nearby Narayanpur, and the initiative has expanded into a neighboring state. Working with the Society for Elimination of Rural Poverty (SERP), Kheyti will reach 1,000 low-income female farmers in Andhra Pradesh. SERP, a joint venture between the World Bank and the state government, will help Kheyti identify participants, provide loans, and fund training programs. These participants would make a down-payment of only 10,000 rupees [$154 dollars] to qualify for the loan. Kheyti launched the program with the first 50 farmers earlier this year.
Kheyti’s leaders hope to expand throughout India, but they’re taking it slow. “We are very proud of the culture we have built, but we don’t want to have that lost when we scale,” says cofounder Sathya Raghu Mokkapati.
A farmer tends a greenhouse in Depalle, a village about 75 kilometers southwest of Hyderabad. The village is a research and development station for Kheyti, a nonprofit group helping India's small-scale farms adapt to climate change.

via Today Bharat nbsp; Jagan made many promises and indulged in loads of Naidu bashing as he completed his padayatra.Charan Teja YSR Congress Party chief Y S Jaganmohan Reddy, on the completion of his 3,648 km-long lsquo;padayatrarsquo; or walkathon, unveiled the Vijaya Sankalpa pylon and addressed supporters on Wednesday evening at Ichchapuram in Srikakulam district. Jagan set out on his Praja Sankalpa Yatra on November 6, 2017, from his home town, Idupulapya, in Kadapa district. Addressing the gathering, Jagan called himself a slave to the love and affection of the people, and said, ldquo;Though it was me who walked, it's you and god who made me walk 3,648 km." He then trained his guns on Andhra Pradesh Chief Minister Chandrababu Naidu, and said that he was afraid about Naidursquo;s regime as there is an agricultural crisis, drought and unemployment in the state. Furthermore, he said that Naidu has a doctorate in cheating. ldquo;There is no difference between criminals who make innocent children beg and Chandrababu Naidu,rdquo; he added. Taking a dig at the rain guns proposed by Naidu to help drought-hit Anantapur, Jagan alleged that Naidu did things only for media attention, and that farmers told Jagan that they are fed up with Naidu. ldquo;He (Naidu) went to Bengaluru and had coffee but didn't go to nearby drought-hit Anantapur in the name of national politics. He went to Chennai had idli sambar, and didnrsquo;t bother to visit the agonised farmers in his own Chittoor district, which is right besides Chennai,rdquo; he said. Chandrababu Naidu had visited Karnataka CM HD Kumaraswamy and Dravida Munnetra Kazhagam president in November for forming an anti-BJP front. ldquo;In the name of loan waivers, he cheated farmers. After he became the chief minister, he stopped paying the loans of farmers and as a result, they are suffering. I ask you all, did he give you minimum support price for crops?rdquo; ldquo;The womenrsquo;s self-help groups are being tortured by bank officials, and their loans have swelled to Rs 22,000 crore as he never waived or gave zero interest,rdquo; he said. Jagan said that small scale industries were shut during Naidursquo;s regime, and that Naidu had given empty promises during the previous election. Lamenting about the state of education and infrastructure in that state, Jagan stated that several female students had told him that their colleges donrsquo;t have toilets, and this came at a time that Naidu claimed that the state is open defecation-free. Addressing student suicides, Naidu slammed the government and alleged that it was due to their inaction. ldquo;He (Naidu) mocked the democracy by encouraging defections and bought MLAs, but the same Naidu goes to Telangana and talks against defections. He changes colours faster than a chameleon.rdquo; Revanth Reddy, a former Telugu Desam Party leader was caught red-handed by the Anti-Corruption Bureau (ACB) on May 31, 2015, when he was offering Rs 50 lakh as bribe to Stephenson, who had lodged a complaint with the anti-graft agency. The nominated MLA was promised Rs 5 crore to cast his vote. Revanth has since defected to the Congress. Later, an audio tape of Andhra Pradesh Chief Minister N. Chandrababu Naidu's alleged telephonic conversation with Stephenson also surfaced. The ruling TRS in Telangana had alleged that Naidu was the brain behind lsquo;cash-for-vote' scam. Promises Stating that this kind of politics should go, Jagan claimed that if he came to power, there would be an overhaul, and things will be transparent. Jagan also promised that each parliamentary constituency will be made into a district, the administration of which should be accessible to the people, and answerable to them. ldquo;13 districts will be made into 25 districts,rdquo; he said. He also said that there would be a village secretariat, which will provide jobs to 10 unemployed youth. For farmers, he promised that they would be given free power for agriculture, eligible farmers for interest-free loans, and Rs 12,500 per year as financial assistance. ldquo;Out of 85 lakh of farmers, 75% are small scale farmers. Their past loans have nothing to do with getting this assistance,rdquo; he said. Other promises made by Jagan include mandals having cold storage, Rs 3000 crore allocated each year to be spent through the price control board, co-operative dairy societies being encouraged, and food processing units in each mandal. Concluding his speech, ldquo;I want to rule for 30 years. After I die, my photo should be in each house beside my fatherrsquo;s photo,rdquo; he said. YS Rajasekhara Reddy had covered 1,450 km as part of his foot-march, which brought him to power. Interestingly, it was Chandrababu Naidu whom he unseated from power. YSR died in a helicopter crash in 2009, a few months after he led the Congress to power for a second consecutive term. Jagan later quit the Congress, and floated the YSR Congress. ldquo;I saw poor people, heard their stories of pain, have a sound awareness of each problem. I have the commitment to change the system,rdquo; Jagan said. nbsp;

Such is the immense potential of crypto to transform huge industries, replace decades old IT infrastructures and complex eco-systems, and democratise the world-wide capital raising phenomena. India should welcome with open arms such inventions and tools for its thriving startup community and SMEs to raise global funds, giving every deserving entrepreneur a boost in the arm.
“Blockchain is the next new wave in technology and everyone, from governments to the common man, stands a chance to benefit by riding this wave. India can become a global resource provider on blockchain, as we are the biggest producers and exporters of engineering talent and computer scientists which is a prerequisite to technical prowess for making India a global blockchain hub” says Ms. Arifa Khan.
Crypto economy which was valued at around $20 billion at the end of 2016, ballooned close to $800 billion by the end of 2017. In India, Blockchain and Bitcoin adoption has seen a lot of traction since 2016 when Ms Khan invited crypto pioneers like Ethereum’s Vitalik Buterin and Consensys to India and highlighted India’s potential as an inflection point for worldwide blockchain adoption. Ms Khan started proactively advising the Andhra Pradesh Chief Minister on cryptocurrencies & blockchain at WEF Davos 2017 when crypto first became a global buzzword. There are now over 11 Indian Bitcoin trading platforms that have about 30,000 members actively trading at any given point of time. Bitcoin has picked up well in India with a number of Bitcoin exchanges and wallets spreading across the country, fuelled by celebrity disclosures of lucrative bitcoin investments such as by Mr Amitabh Bacchhan. A lot of Indian players have tested usage of Blockchain in the areas of Trade Finance, Cross-border Payments, Bill Discounting, Supply chain financing, Loyalty and Digital Identity areas. However, the financial industry and the regulators in India are yet to grasp the fundamentals of this technology and the interconnectedness between blockchain and crypto in a useful way. Himalaya Crypto Summit aims to bridge the gap.
Mr. Nick Szabo, a renowned cryptographer, computer scientist, legal scholar and the pioneer of ‘Smart Contracts’, who is among the most celebrated speakers in the summit, says: “The imposition of capital controls is a disaster for a modern trade-driven economy, a catastrophe which, however, digital technology and in particular the digital currency bitcoin, has the potential to mitigate.” He adds that “Decentralised marketplaces are the ultimate promise of blockchain, which will have the most dramatic impact on society and economy.”
Other prominent attendees of the event include thought leaders, early influencers, investors in fields of Cryptography & AI such as Muneeb Ali, Leanne Kemp, Eddy Travia, John Puttick, Arun Sharma, Hussein Kanji, Richard Muirhead, Sudin Baraokar, S V R Srinivas, Marc Pilkington, Sandris Murins, Rahul Bhasin, Deependra Chumble and legal experts from Amarchand Mangaldas, Khaitan & Co, Nishit Desai.

In comparison to 2001, when the literacy rate was 61.0 per cent, the improvement is decent.
