Do you remember how Joe gave Sara his prize in her mini episode? He explained that it was his father's birthday but since he didn't remember him well he couldn't picture him overjoyed, so Joe asked Sara to give his wristwatch to her dad instead.

So we know about popular theory about his dad being Mr. Policeman. We also know about shadiness of Mr. Chidouin. It's quite possible that Sara's dad is active Asunaro member...

So Joe, not remembering his dead father, could give away this present to his indirect killer instead
