Yesterday went to listen to a harpist Alexander Boldachev. My firend works in marketing and she got a +1 invitation through her work. I’d never seriously considered harp as a stand-alone consert worthy instrument before, I must admit. But the guy has a lot of ‘let’s all care about my obscure obsession’ energy and it’s rather contagious in a cute way. Well, classical musicians in my experience tend to be like that given the chance. He played some well known pieces both timeless and new-ish. Two pieces by a Japanese composer with a Japanese soprano from the Studio Ghibli cartoons were particularly interesting. But what I was struck by the most was his own piece he played close to the end of the night. It started a bit muddy but grew on me (and my friend gor the same impression). I listen to contemporary classical music not regularly... but not from time to time either... well I’ve listened to some, let’s say! And usually I get the impression that a composer is afraid that their piece will possibly be considered beautiful. Like beautiful is the opposite of sophisticated. Beautiful is shallow. If one’s music is ‘likeble’ it’s primitive, it doesn’t have ‘real’ value. I’m not sure I really know or understand what I’m talking about here... But (I know a lot of buts in my writing) from Alexander’s little piece I got the feeling he wasn’t afraid to make his instrument sound beautiful but also wasn’t trying to appeal to an occasional listener with overly sweet pradictable sound. I wished the piece would’ve been longer...

El sonido del arpa, uno de los instrumentos musicales más antiguos del mundo, siempre se ha asociado con el sonido de mundos celestiales, asegurándose así un lugar en la lista de instrumentos que se utilizan para interpretar música navideña. Esto explica por qué Xavier de Maistre ha titulado su nuevo álbum solista Christmas Harp, para el que ha seleccionado piezas de diversos ámbitos del repertorio, desde trabajos orquestales a gran escala hasta famosos villancicos navideños, todos ellos con arreglos para el arpa solista. Xavier grabó y creó arreglos para la famosa “Danza del hada de azúcar” de la Suite El Cascanueces de Pyotr Tchaikovsky (1840–93). También pertenece a El Cascanueves "El vals de las flores", que aquí se interpreta en la versión con transcripción para arpa del joven arpista y compositor ruso Alexander Boldachev.
Christmas Harp incluye hermosas transcripciones para arpa y variaciones de concierto de los villancicos Jingle Bells, Carol of the Bells, O Tannenbaum (O Christmas Tree), Adeste fidelis, We three Kings of Orient are, It came upon the Midnight clear, Angels we have heard on High y O little Town of Bethlehem además de una transcripción del Ave María de Franz Schubert (1797–1828). La mayor parte de estos arreglos y variaciones para arpa fueron escritos por Carlos Salzedo (1885–1961), uno de los compositores más importantes de música de arpa y uno de los mejores arpistas del siglo XX. Además de las transcripciones para arpa de Salzedo de las famosas canciones navideñas, Xavier también grabó las fantasías cortas de Salzedo basadas en los villancicos provenzales, catalanes, vascos y napolitanos. Son especialmente extraordinarias las variaciones de concierto creadas por Salzedo en el villancico O Tannenbaum, donde se puede decir que empleó todos los medios para demostrar cuánta música se esconde en las aparentemente simples doce barras de este número.

Xavier de Maistre pertenece a la élite de solistas que están redefiniendo actualmente todo lo que se puede hacer con sus instrumentos. Aparte de los encargos de compositores como Kaija Saariaho, interpreta piezas como “Ma Vlast” de Smetana con extraordinaria precisión, ofreciendo arreglos magistrales de trabajos que generalmente son interpretados por una orquesta entera. La interpretación de estas piezas, que pocos arpistas antes que él se han atrevido a tocar, ha contribuido a su reputación como uno de los músicos más creativos y extraordinarios de su generación.

e-Government: Blockchain vs Traditional information systems

What should we know about blockchain for taking the solution about introduction of blockchain ecosystem of e-Government?
· Blockchain technology is a mechanism for data storing and management, which is fundamentally different from traditional information systems.
· Records in blockchain are extremely protected from unauthorized changes.
· Data integrity is achieved through:
Use of special crypto algorithm,
Storing of copies of the database on various nodes of network,
Absolute data synchronization on all nodes.
Data recorded on blockchain has a level of protection at least as high as documents with an electronic signature (the legal importance of which has already been recognized by the laws of majority countries of the world).
The smart-contracts mechanism which is implemented into blockchain ecosystem allows users to perform operations with data with full guarantee of they unchanged and therefore with the preservation of its legal significance.
All the operations/transactions in blockchain-ecosystem are signed by the key of agent, who performed them. This allows one:
to control strictly the rights to data access (reading, recording, adding),
to receive the reliable information about agents who performed data operations.Thereby, blockchain is a special digital technology that allows endowing a legal status to both the data entered in the registers and the procedures for its processing. Blockchain offers a fundamentally new approach to the implementation of e-Government. Unlike the traditional information systems which mainly perform functions of communication and preservation of the results of offline activities of agents, using blockchain means the transfer of the legal activity itself into digital ecosystem.
Principles of use
Principles of organization of state and other legal activities in the blockchain-ecosystem.
Data of any objects participated into legal activities (State, financial, economic, social) are kept in a form of records in the blockchain registers. These records should have juristic significance fixed by the legislation; as a result they may be taken as a sufficient legal basis for conducting both offline and online operations with register objects.
Special software modules called smart contracts are created in the digital ecosystem to implement operations with registry objects. They acquire legal significance due to being saved in a blockchain and ensure the uniqueness of implementation of the prescribed algorithm.
Special software modules called smart-laws are created to control the smart-contracts activities, to regulate the access to rights to the registries (reading and recording). Smart-laws implement the algorithms and restrictions prescribed in state laws and other normative acts. The legal status should be given to smart-laws, this will let to recognize the legal significance of the records, made by smart-laws in the registers. To obtain a guarantee of the legal significance of the records in registries, they must be implemented only through smart laws. Technically this is ensured by the fact that the right to perform an action with data is provided to a specific smart-law during the registries creating.
The main activity of state departments and individual officials should become filling of state registers with offline data (introduction of new objects, changing their status or state), that is providing the base for implementing any legal activity in the environment of the blockchain-ecosystem.
The task of the legislature should be:
creation of procedures of adding the offline data to registries,
creation of the system of smart-laws that control the rights to perform operations with data of register inside digital ecosystem,
description of the mechanisms of legal resolution of problem situations which are not regulated by smart laws (couldn’t be algorithmized).
As a result, the solution of private and legal entities requests (civil status registration, licensing, receiving of benefits, etc.) should be performed automatically in majority of the cases by analyzing the data of registries by smart laws. If the data in registries is not enough for making decision automatically, the contract has to make request to the appropriate department. The result of request processing by authorized person will be new record in registry which will allow contract to make a definite decision.
In the scheme above the official may influence on making decision only by data registry’s managing within his competence (prescribed by a smart law). All records made and modified by official are signed by his personal signature (the key of identification of the person) and protected from falsification. With automatic decision-making each official is responsible for the records made by him in the registers, which became a base of the past verdict.
Required measures
Legal and organizational measures which are necessary for the transfer the state activities to the blockchain-ecosystem:
Development and implementation of the procedure of person’s identification, which is required for connection to the digital ecosystem.
Development of mechanism of initial registries filling.
Development of mechanism of smart-laws verifying.
Adoption of package of laws for the legal status of the person’s identification procedure, records in registries and smart-laws.
Conclusion
So, it should be understood that blockchain is not a means of digital modeling and automation of state, financial, business and other processes existing within the established legal field. Blockchain-ecosystem is a remedy for creation fundamentally different legislative system, where the majority of legally significant relations are performed automatically by smart-contracts under the control of smart-laws. The transition to blockchain-ecosystem requires a significant restructuring of the legislative system, revision of the principles of the functioning of state departments, as well as changes in the methods of organizing and doing business, building of the new relations between the state and citizens (although all these changes could be doing gradually, step by step).
Advantages for the sake of which it is worth to transfer the governmental activities into a blockchain-ecosystem
Unconditional provision of services supported by traditional information systems:
introduction of a person identification system
Creation of unified registers of objects involved in legal activities.
Implementation of fundamentally new opportunities:
increased data protection from unauthorized changes,
transparent control of this data changes (limited by legislation),
automation of the fulfillment of many state functions with the full guarantee of the legal norms compliance,
use of blockchain-ecosystem as a unified digital environment for the implementation of activities in any area (financial, business, social)
Flexible management of the functional of the ecosystem with the help of smart-laws passed by legislative body of the country. As a result is no need to rewrite the software kernel code of the system when the political and economic changes take place.
Priority is in the building of a modern state with the prospects of rapid integration into the new digital economy of the future.

Alexander Boldachev. Otros podrían llegar a conocerlo como Sasha Boldachev. Ya sea una o la otra fue este arpista quien llegó a la Ciudad de Buenos Aires, cautivó al Teatro Colón y conmemoró la fecha rusa del 9 de mayo junto a su música.
Nacido en 1990 en la ciudad de San Petesburgo, el actual artista de 25 años de edad, ya tiene una fama a nivel mundial.
Desde una edad temprana, cinco años de vida, y a causa de la influencia de sus padres, Alexander ya se encontraba dominando tanto piano como arpa. Para luego comenzar a tocar en conciertos y dedicarse a la composición.
Cuatro años fueron los que pasaron desde que el músico había comenzado su carrera y fue entonces cuando el mundo comenzó a ponerlo bajo la lupa. Los años siguieron y el niño prodigio que, poco a poco, se iba convirtiendo en hombre, empezaba a ganar premios, reconocimientos, competencias y un espacio en el mundo de los privilegiados musicales.
Tal vez fueron las condecoraciones tales como el "British brilliant talent", "ProEuropa" (por gran talento y contribución al arte europeo), entre otros, los que hicieron que varios profesionales del arpa desearan acogerlo bajo su ala. “Su hijo es bueno, pero no lo suficiente a no ser que sea yo quien lo guíe” recuerda Sasha, entre sonrisas, que eso eran lo que le decían los profesores, codiciados por el niño, a sus padres.
Finalmente, en el año 2005, a los dieciséis años, Boldachev tomó un vuelo a Zurich para establecerse en lo que sería su hogar hasta la fecha. “Todo se lo debo a Catherine Michel” asegura. Reafirmando que fue dicha profesora la que financió tanto sus estudios como el alquiler de su departamento.
Desde entonces, Alexander Boldachev, no deja de cautivar al mundo de la música clásica. Aun así, asegura que le gustaría probar con los estilos del rock y el pop. “Hoy por hoy soy dueño de mi mismo, manejo mis propios conciertos, movidas, grabaciones, géneros. Soy mi propio manager” y puede notarse esa libertad en sus ojos. El hecho de no hacer caso omiso más que a si mismo, tal vez sea lo que le da lugar a a contar tanto de él sin sentirse presionado por tener que responder a alguien.
Pero ni todo el reconocimiento del mundo o las aclamaciones, las firmas de ambos de sus discos, ni las fotos pueden acercarse al sentimiento que le produce el estar con su arpa. “Y es que cuando estoy tocando me siento en casa”. El ortodoxo compara el asistir a la Iglesia con tocar el instrumento que lo llevó a recorrer los escenarios del mundo. Puede notarse la devoción que tiene hacia su religión como a su país. Seguro de que la única forma que tiene él de abrirle Rusia al mundo es mediante su música. “Es algo loco” dice “pero de la única manera que creo posible el poner a mi país en el mapa de esta manera es no estando en él, sino viajando, mostrarle a la gente que se encuentra fuera de los prejuicios que Estados Unidos estableció”.
Y es cierto. En las tres fechas que le tocó visitar la Argentina, puede llegar a descubrirse otra Rusia. Una Rusia de la cual muchos están orgullosos, cargando su historia con los pechos inflados y continuando escribiéndola con los artistas que salen de los límites políticos para hacer a este país sentir no más que orgullo.
Alexander Boldachev no estuvo más que dos veces en Argentina. Una en el 2014 y otra este año en las pasadas fechas del 7,8 y 9 de mayo. Este no fue más que un país recorrido dentro de las giras que se encuentra haciendo. “Cansador” sonríe, pero aun así lo disfruta. Se nota que así es, puede verse cada vez que sube al escenario y le agradece a la gente su asistencia mediante la música que toca exclusivamente para ellos.
¿Sus ambiciones? Le gustaría ser capaz de tocar para la Copa del Mundo en el año 2018. Acontecimiento que ocurrirá en su país natal. ¿Quién sabe? Tal vez el muchacho que hoy se presenta humilde y sincero, autogestionando sus propias actividades, visitando el país con un auditorio de no más de 200 personas, el día de mañana se encuentre siendo aclamado por millones en uno de los eventos más importantes del mundo. Haciendo, una vez más, orgulloso a su país.
