The proposal to sell Boeing of 36 new F-15 fighters and equipment to Indonesia hit an obstacle in financing, according to people aware of the subject.

Executives of the U.S. aircraft manufacturer flew to Jakarta this week to discuss the transaction with Indonesian authorities on the sidelines of an annual defense exposure, people said, asking not to be identified because the deliberations are confidential.

Boeing is concerned about the ability of Southeast Asia's largest economy to finance jets, with Indonesia insisting on paying in installments, people said. The meetings ended without a conclusive result, which means that plans to sign the agreement before the end of this year will probably be postponed, they said.

Geopolitically, order is vital to the national interests of the US, as it would strengthen one of its main partners in the region. The State Department approved the potential sale of the jets in February, with the aircraft valued at about $9.5 billion. There is also approximately $4.4 billion in related equipment as part of the agreement.

A Boeing spokesman said he continues to have “significant and productive conversations with senior members” of the Indonesian Air Force and the Ministry of Defense, and said that more comments can be made available by the U.S. and Indonesian governments. The Indonesian Ministry of Defense did not immediately respond to a request for comment.

Indonesia earlier this year signed a contract with Dassault Aviation for 42 Rafale fighters - a transaction valued at US$ 8.1 billion.

At the end of last month, Indonesia's Defense Minister Prabowo Subianto said that negotiations with Boeing are underway. He also suggested challenges around financing.

“We clearly ask that we should be able to buy in terms of payment in installments; we cannot do everything at once,” Prabowo said at a press conference with local reporters at the time. "The government always prioritizes economic development and so on."

For Indonesia, the purchase of the F-15 is part of the efforts to modernize its armed forces. But a fiscal squeeze induced by the pandemic, along with rising inflation, as well as the effort to complete infrastructure projects, means that the military needs to compete with other portfolios for the country's financial resources.

UNITED NATIONS: Pakistan on Monday raised alarms in the United Nations about the threat posed by India’s far-right Hindutva regime’s quest for regional hegemony to international peace and security, saying Pakistan would continue with its policy of Full Spectrum Deterrence (FSD) to counter any potential Indian aggression.

Speaking during the UNGA’s First Committee, which deals with disarmament and international security matters, Ambassador Munir Akram said that the actions of India’s fascist regimes were in violation of the UN Security Council resolutions that called for a plebiscite to enable the occupied Kashmiri people to exercise their inalienable right to self-determination.

“It (India) has unleashed the most brutal reign of terror and oppression on the Kashmiri people – youth, women and civilians – and against its own 200 million Muslim minority,” the Pakistani envoy said, adding that it has financed, facilitated and directed state-sponsored terrorism against Pakistan and other neighbours.

“To camouflage its crimes, it has resorted to the world’s most notorious disinformation campaign,” he added.

Noting that India’s oppressive policies are accompanied by the quest for regional hegemony and “great power” status, despite its domestic political and economic disarray, the top diplomat told the panel about its massive militarisation, spending $73 billion last year on the acquisition and development of new conventional and non-conventional land, air and sea weapons systems.

“India has also nuclearized the Indian Ocean; deployed anti-ballistic missile systems; acquired anti-satellite weapons; and increased the range and sophistication of all its delivery systems,” he said.

“Those states which so eagerly provide these advanced weapons systems and technologies to India must know that 70 per cent of India’s weaponry and forces are deployed against Pakistan, not to serve its promised role as a counter to the rising Asian great power in the so-called ‘Indo-Pacific’ region. And, India has operationalized its dangerous doctrines of pre-emptive aggression against Pakistan.”

“Pakistan will do whatever it takes to continue with the full spectrum deterrence to avert and defeat any potential Indian aggression,” the envoy declared.

"Peace and stability in South Asia can be achieved through the resolution of the disputes between Pakistan and India, first and foremost; the maintenance of a balance of conventional and strategic military forces between Pakistan and India and reciprocal measures for nuclear and missile and military restraint between the two countries.

“Pakistan’s proposal for a strategic restraint regime in South Asia remains on the table,” the Pakistani envoy added.
