The Newscraving Desk Jammu, December 2 : The Administrative Council (AC) which met here under the chairmanship of the Lieutenant Governor, Manoj Sinha, approved ‘Regulations for the functioning of Agriculture Markets across the UT of Jammu and Kashmir’.   Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor, Dr. Arun Kumar Mehta, Chief Secretary, J&K attended the meeting. The Jammu and Kashmir Agriculture Produce & Market Committee (APMC) Act, 1997 ceased to exist after the operation of J&K State Reorganization Act- 2019. This Board will manage and regulate the established Mandies in J&K and will remove the operational difficulties faced due to non-existing of statutory mechanism as on date. The Board will be headed by the ACS, APD and will have representatives of Mandies and Food Associations as Members as also other official members. In terms of the new mechanism, Director Horticulture Planning and Marketing, J&K to declare any CA Store, Cold Store, Ware House with above 3 ton capacity and cooperatives/FPOs/SHGs, Store centers as sub-yards of Mandies for purpose of doing trade on e-Nam platforms and for making e-payments on the e-Nam Portal. Director, Horticulture (Planning and Marketing), J&K will be the sole Authority to issue unified licenses for carrying out trade in any Mandi in the UT of J&K. It has a provision to allow outside J&K traders to do trade on the e-Nam with the growers and traders of J&K. For this purpose, the Director, Horticulture (Planning and Marketing), is allowed to recognize the licenses issued by the outside APMCs as valid licenses for doing trade on e-Nam portal on mutual understanding basis with other States/UTs. Why are Punjab and Haryana Farmers Protesting Against the Centre's Farm Laws?
Farmer protests against the recently-passed farm bills escalated over the past week.
More than 300,000 farmers marched upon New Delhi on tractors, motorcycles and foot to protest the laws. They were stopped at the Delhi-Haryana border - there were incidents with water cannons, lathi charges and tear gas - where they are still camped in makeshift tents.
The protestors say they have enough rations to block the ways into the capital for as much as six months, and they seem adamant that their concerns be addressed. The prevailing situation is a tense and costly impasse.

Sukhbir Badal asks Captain Amarinder to revoke APMC Act
Sukhbir Singh Badal reached Patiala to address the party workers today. During his address he said that Shiromani Akali Dal is the party of and for farmers. The country has always been thankful to the farmers.
He said that he had mentioned it before as well that before introducing any bills related to farmers in the Lok Sabha, the farmers should have been consulted.
He said that in the committee of seven people who drafted the bill, Captain Amarinder Singh and Kamal Naath were also present. He asserted that Centre has passed the bills after Punjab CM’s high power committee approved them.
He also mentioned that Shiromani Akali Dal tried its best to stop the bills but it went in vain. All the bills were brought in the Parliament Committee but these farm bills were not brought in for discussion.
He said that they had decided from that very moment that they will support the farmers against these ordinances, Harsimrat Kaur Badal from the moment the bills came in, stood with the farmers.
Badal has also said that MSP should be added in the bills. He asserted that he does not want to make this a political agenda because this is the matter of our own farmers. He said that Congress and Aam Aadmi Party were making this a political matter. It is Shiromani Akali Dal who has stood by the farmers all this while.
He also alleged that Captain Amarinder Singh had made APMC Act in 2017 and had promised that they would shut the government mandis but nothing like this happened and Captain should resign from his post.
Badal has also appealed the workers to stand with the party on Oct 1 in the rally for farmers.
