Thỏa thuận - với tên gọi chính thức "Biên bản ghi nhớ về việc hợp tác phát triển dầu khí" - là một trong 29 văn bản được ký kết trong chuyến thăm cấp nhà nước Philippines, của Chủ tịch Trung Quốc Tập Cận Bình ngày 20-11.

Hàn-Triều xúc tiến kế hoạch khảo sát đường sắt liên Triều

Hàn Quốc và Triều Tiên đang thảo luận về kế hoạch khảo sát các tuyến đường sắt liên Triều để nâng cấp và kết nối lại những công trình này, theo Yonhap.

Di dân Trung Mỹ phải chờ đợi được xem xét nhập cư

Người di cư Trung Mỹ tìm cách xin tỵ nạn tại Hoa Kỳ sẽ phải đợi tại Mexico trong khi chờ trường hợp của họ được xem xét, theo kế hoạch mới có tên "Remain in Mexico" (Ở lại Mexico), tờ The Washington Post đưa tin.

Trong một cuộc phỏng vấn với đài CNN Philippines hôm thứ Năm (22/11), Ngoại trưởng Philippines Teodoro Locsin Jr  đã tiết lộ một phần nội dung biên bản ghi nhớ giữa Philippines và Trung Quốc về việc thăm dò và khai thác dầu khí ở Biển Đông, và sẽ công bố toàn văn khi được sự chấp thuận của Bắc Kinh, hãng tin ABS-CBN đưa tin.

Thỏa thuận - với tên gọi chính thức "Biên bản ghi nhớ về việc hợp tác phát triển dầu khí" - là một trong 29 văn bản được ký kết trong chuyến thăm cấp nhà nước Philippines, của Chủ tịch Trung Quốc Tập Cận Bình ngày 20-11.

Ông Locsin cho biết Manila và Bắc Kinh sẽ thành lập một ban chỉ đạo liên chính phủ "chịu trách nhiệm đàm phán và nhất trí thu xếp hoạt động hợp tác, cũng như các khu vực hàng hải mà thỏa thuận này sẽ áp dụng".

Philippines dưới thời Tổng thống Rodrigo Duterte đang tìm cách hợp tác với Trung Quốc để khai thác tài nguyên ở Biển Đông, sau khi gác bỏ phán quyết của tòa án quốc tế La Hay năm 2016, trong đó phủ nhận cơ sở pháp lý cho tuyên bố chủ quyền đường 9 đoạn của Bắc Kinh ở Biển Đông.

Iran tuyên bố căn cứ không quân của Mỹ lọt vào tầm ngắm tên lửa

Bốn căn cứ không quân và tàu sân bay của Mỹ tại vùng Vịnh lọt vào tầm ngắm tên lửa của Iran, ông Amirali Hajizadeh chỉ huy Vệ binh Cách mạng Iran cho biết hôm thứ Tư. Tuyên bố được đưa ra giữa bối cảnh gia tăng căng thẳng giữa Tehran và Washington.

Hãng tin Tasnim trích lời ông Amirali: "Chúng trong tầm ngắm của chúng ta và chúng ta có thể tấn công nếu họ (người Mỹ) di chuyển".

Tổng thống Mỹ Donald Trump đã rút khỏi thoả thuận hạt nhân của Iran vào tháng Năm và đưa ra các biện pháp trừng phạt đối với Tehran. Iran đã hủy bỏ các cuộc đàm phán với Washington về khả năng quân sự của chính họ, đặc biệt là chương trình phát triển tên lửa vận hành bởi lực lượng Vệ binh. Iran đe doạ sẽ phá huỷ các chuyến tàu vận chuyển dầu qua Eo biển Hormuz tại Vùng Vịnh nếu Mỹ xiết chặt xuất khẩu dầu của Iran, theo Reuters.

Người đứng đầu cơ quan tình báo Nga đột ngột qua đời ở tuổi 62 

Người đứng đầu cơ quan tình báo GRU của Nga, người bị phương Tây cáo buộc đứng sau hàng loạt vụ hạ độc đã qua đời hôm thứ Tư, vì "bệnh nặng kéo dài", theo Bộ Quốc phòng Nga.

Bộ này cho hay, ông Korobov, 62 tuổi, điều hành cơ quan tình báo từ năm 2016, đã được vinh danh Anh hùng Liên bang Nga cho những cống hiến của mình. Nước Anh đã cáo buộc GRU cố gắng đầu độc cựu điệp viên người Nga Sergei Skripal và con gái bằng chất độc thần kinh "nerve" tại Salisbury. Còn Hà Lan đã cáo buộc cơ quan này ra sức tấn công cơ quan giám sát vũ khí hoá học toàn cầu, và tình báo Mỹ nói rằng họ cố tấn công cuộc bầu cử tổng thống năm 2016. Nga phủ nhận mọi cáo buộc. 

Những lời đồn đoán về số phận của Korobov đã gia tăng sau khi rò rỉ những tin tức chưa được xác nhận cho rằng Tổng thống Nga đã triệu tập Korobov sau vụ điệp viên Skripal, chỉ trích nặng nề việc để Skripals trốn thoát và GRU trở thành mục tiêu chỉ trích trên truyền thông phương Tây, theo Reuters.

Hàn-Triều xúc tiến kế hoạch khảo sát đường sắt liên Triều

Hàn Quốc và Triều Tiên đang thảo luận về kế hoạch khảo sát các tuyến đường sắt liên Triều để nâng cấp và kết nối lại những công trình này, theo Yonhap.

Kế hoạch này dự kiến diễn ra vào cuối tháng 10 nhưng sau đó bị trì hoãn trong bối cảnh lo ngại về những tác động tiêu cực có thể xảy ra đối với các lệnh trừng phạt do Liên Hợp Quốc chỉ đạo áp dụng đối với Bình Nhưỡng.

"Hoa Kỳ bày tỏ sự ủng hộ rất mạnh mẽ đối với dự án khảo sát này", ông Lee Do-hoon, đặc phái viên về vấn đề an ninh và hòa bình trên bán đảo Triều Tiên nói với các phóng viên hôm thứ Năm tại sân bay quốc tế Incheon sau chuyến thăm Hoa Kỳ.

I have been asked to list my entire inventory, whether they are ready to sell or not for tracking purposes.  I have about 500 new to me entries going in and I am dropping those I've lost. In doing so, those that I have 5 or fewer of will be listed but no price (NFS- not for sale). Those will not be for sale in 2018. This year's catalog will be very fluid. Garden rescues are always challenging. Names will come and go as the bloom season progresses and I establish what I really have. I am also adding "RARE" to those found in two or fewer commercial gardens in the U.S. They need saving from extinction.With that, we are happy to announce our 2018 catalog!  This listing replaces all previous catalogs and price lists.  We offer a carefully selected variety of irises for your garden, including a rainbow of different colors, a variety of styles, different heights and bloom times.  Please use the order form above for your order and send in as soon as possible to ensure availability of all your selections.  Depending on the size of your order, you will receive one or more BONUS selections of our choice (but we love hints) with your order.  Minimum order is $10.00.

All prices are net. CA residents please add 7.25% sales tax.   Shipping fees are as follows:  There is a minimum $8 shipping and handling fee. We can ship anywhere in the U.S.  Since shipping is by USPS, please show a complete delivery address.  The main shipping season is July and August.  We do not ship outside the US.  Order Cutoff Date:  No orders will be accepted after August 15.

Substitutions

Supplies of plants are limited to available stock.  If we are out of stock on a particular iris, we will substitute a similar colored variety (of equal or greater value) only with your permission.  If you have specific irises you wish us to substitute with, please indicate them on your order.  PLEASE ORDER EARLY!  We try to list iris that we feel can meet all of the year's demand, but sometimes we do fall short.  PLEASE list several alternate varieties for substitutions OR give me a hint as to what goal you have in mind for your garden so that I can better serve your needs if you choose to accept substitutes.  We also often use your alternate list for our bonus iris.

Guaranteed Plant Quality

Our irises are guaranteed true to variety name.  Open your shipment as soon as it arrives.  If you cannot plant the rhizomes within a few days, store them upright in a cool, well ventilated place until planting.  If you are dissatisfied, we will replace or refund your order if you notify us of a problem within 14 days, and return the iris. The world's largest architecture firm is creating a $2 million tiny home village for California's homeless

Although the total number of homeless Americans has slowly decreased over the past decade, homelessness has risen in large cities across the country. Certain spots in these areas are often dubbed "tent cities," where it's common for the homeless to live in encampments under highways or parks.

In San Jose, California, officials are temporarily addressing the city's homeless epidemic with tiny homes. This week, they unveiled two designs for the homes, created pro-bono by Gensler, the world's largest architecture firm.

The first home, an 80-square-foot design, has a fold-down bed, a locking door, and storage shelves. The other is 140-square feet and features a slanted roof with a bed, a small living space, and large windows. The renderings show residents drinking coffee, having picnics, and riding bikes alongside the villages.

Whichever village design the city chooses will house up to 25 homeless people until January 2022, when AB 2176 — the law that allows the City of San Jose to build tiny homes — ends.

According to the Mercury News, city leaders are considering 37 publicly-and-privately-owned locations for the cabins. They are also recommending the sites be at least 1,320 feet away from schools and 530 feet away from residential homes. The housing nonprofit Habitat for Humanity will build the villages, while homelessness nonprofit HomeFirst will operate them.

The cost of constructing the villages will not be cheap. If San Jose builds 20 homes on a half-acre site, it will cost $1.8 million (or $90,550 per cabin). That price may rise anywhere from $10,075 to $17,450 per home when security, transportation, and meal services are added. 

Approximately 4,350 people live on the streets of San Jose proper, according to a 2017 report from Applied Survey Research. The region also has the third-highest percentage of unsheltered homeless and fourth-largest number of chronically homeless, meaning they have lived on the streets for a year or longer.

San Jose is not the first city to look at tiny homes for its homeless. Fresno, California; Austin, Texas; Portland, Oregon; and Eugene, Oregon have already created micro-housing villages as short-term solutions.

Trong một cuộc phỏng vấn với đài CNN Philippines hôm thứ Năm (22/11), Ngoại trưởng Philippines Teodoro Locsin Jr  đã tiết lộ một phần nội dung biên bản ghi nhớ giữa Philippines và Trung Quốc về việc thăm dò và khai thác dầu khí ở Biển Đông, và sẽ công bố toàn văn khi được sự chấp thuận của Bắc Kinh, hãng tin ABS-CBN đưa tin.

Thỏa thuận - với tên gọi chính thức "Biên bản ghi nhớ về việc hợp tác phát triển dầu khí" - là một trong 29 văn bản được ký kết trong chuyến thăm cấp nhà nước Philippines, của Chủ tịch Trung Quốc Tập Cận Bình ngày 20-11.

Ông Locsin cho biết Manila và Bắc Kinh sẽ thành lập một ban chỉ đạo liên chính phủ "chịu trách nhiệm đàm phán và nhất trí thu xếp hoạt động hợp tác, cũng như các khu vực hàng hải mà thỏa thuận này sẽ áp dụng".

Iran tuyên bố căn cứ không quân của Mỹ lọt vào tầm ngắm tên lửa

Bốn căn cứ không quân và tàu sân bay của Mỹ tại vùng Vịnh lọt vào tầm ngắm tên lửa của Iran, ông Amirali Hajizadeh chỉ huy Vệ binh Cách mạng Iran cho biết hôm thứ Tư. Tuyên bố được đưa ra giữa bối cảnh gia tăng căng thẳng giữa Tehran và Washington.

Hãng tin Tasnim trích lời ông Amirali: "Chúng trong tầm ngắm của chúng ta và chúng ta có thể tấn công nếu họ (người Mỹ) di chuyển".

Tổng thống Mỹ Donald Trump đã rút khỏi thoả thuận hạt nhân của Iran vào tháng Năm và đưa ra các biện pháp trừng phạt đối với Tehran. Iran đã hủy bỏ các cuộc đàm phán với Washington về khả năng quân sự của chính họ, đặc biệt là chương trình phát triển tên lửa vận hành bởi lực lượng Vệ binh. Người đứng đầu cơ quan tình báo GRU của Nga, người bị phương Tây cáo buộc đứng sau hàng loạt vụ hạ độc đã qua đời hôm thứ Tư, vì "bệnh nặng kéo dài", theo Bộ Quốc phòng Nga.

Bộ này cho hay, ông Korobov, 62 tuổi, điều hành cơ quan tình báo từ năm 2016, đã được vinh danh Anh hùng Liên bang Nga cho những cống hiến của mình. Nước Anh đã cáo buộc GRU cố gắng đầu độc cựu điệp viên người Nga Sergei Skripal và con gái bằng chất độc thần kinh "nerve" tại Salisbury. Di dân Trung Mỹ phải chờ đợi được xem xét nhập cư

Người di cư Trung Mỹ tìm cách xin tỵ nạn tại Hoa Kỳ sẽ phải đợi tại Mexico trong khi chờ trường hợp của họ được xem xét, theo kế hoạch mới có tên "Remain in Mexico" (Ở lại Mexico), tờ The Washington Post đưa tin.

Người xin tỵ nạn trước đây được phép ở lại Hoa Kỳ trong khi chờ trường hợp của họ được xử lý mà không lo trục xuất. Với biện pháp mới, họ sẽ phải chứng minh lý do hợp lý để đạt mục đích nhập cư. Biện pháp mới có thể hiệu lực ngay sau thứ Sáu.

Luât hiện hành Mexico không cho phép những người tị nạn của một quốc gia khác ở lại trong quá trình này. Ít nhất 3000 người di cư đã tới Tijuana, thành phố biên giới đối diện San Diego, California trong 2 tuần qua. Chính phủ liên bang ước tính số lượng người di cư có thể tăng lên 10.000 người trong những tuần tới hoặc vài tháng tới, Fox News đưa tin.
