Pennsylvania’s new congressional district map, released Monday by the state Supreme Court, is sure to improve Democrats’ electoral outlook in the state. Over the long term, Democrats can expect to occupy one to two additional seats compared with the current map, according to a FiveThirtyEight analysis. (The state’s congressional delegation currently has 12 Republicans and five Democrats. One seat is vacant.)
The court ordered that the map be redrawn after finding that the current one, which was enacted by the Republican state legislature in 2011, was a partisan gerrymander and violated the state’s constitution. (Republicans were given a chance to submit a substitute plan — which they did. And the Democratic governor, Tom Wolf, was given a chance to reject the plan — which he did.) The map submitted by Republicans probably would have benefited them less than the current map does, but it would still have been better for the GOP than what would be expected based on the partisan makeup of the state. Because the legislature and the governor couldn’t come to an agreement, the court stepped in.
Compared with the current map, the new one could easily be mistaken for a Democratic gerrymander. In reality, it gets much closer to matching the political makeup of Pennsylvania’s electorate,1 which is about evenly divided. (President Trump carried the Keystone State by less than 1 percentage point in 2016, for example.) The new map also splits fewer municipalities and has districts that are more compact than the current one.
Earlier this year, FiveThirtyEight presented seven alternatives to the current congressional maps of Pennsylvania and every other state, each using a different set of criteria. (One prioritized creating competitive districts, for example; another tried to maximize the number of majority-minority districts.) In addition to estimating the electoral implications of each map, we used other measurements to compare them. The goal was to show how different priorities in drawing district lines are sometimes in tension, and you can see that in the new Pennsylvania map.

Using the new map, we would expect Democrats to win 7.5 of the state’s 18 U.S. House seats over the long term,2 based on a model that assigns win probabilities to each party based only on a district’s partisanship.3 (The same model would expect 6.1 seats for Democrats and 11.9 for Republicans under the map that was enacted in 2011.)
Compared with the current map, the new one results in fewer “wasted votes” — a metric known as the “efficiency gap,” which is one way of measuring partisan gerrymandering.4 The new map has one fewer “highly competitive” district than the current map does. (Highly competitive districts are those in which both parties have at least a 1-in-6 chance of winning.) But two districts — the 4th and the 10th — just miss falling into that category. On the current map, the 12 districts that are not usually competitive are well outside the 1-in-6 cutoff.
Because any individual election is affected heavily by the political environment, we also estimated how the seats would look in different national scenarios. What happens in a GOP wave year like 2010? Or in a Democratic romp like 2006? (Democrats currently hold a 6.4-point lead in the congressional generic ballot.)

The new map has five seats that we would categorize as “usually Democratic” over the long term, compared with four under the current map. These are districts where Democrats have better than about a 5-in-6 chance. And, as you can see in the table above, Democrats would still be heavily favored to hold four of those new districts — the 2nd, 3rd, 5th and 18th — even in an extremely GOP-friendly national environment. The other one — the 4th — could be at risk in a Republican wave. Eight seats, meanwhile — the 9th through 16th districts — are, to varying degrees, “usually Republican.” The other five districts — the 1st, 6th, 7th and 8th districts and, and to a lesser extent, the 17th — all look highly competitive.
The new map will go into effect for primaries and general elections for the Congress that begins next year but will not be in effect for the special election for the vacant seat, the 18th District, scheduled for March 13. The winner of the Republican-leaning seat will serve out the term of former Rep. Tim Murphy, who resigned in October. Once the redrawn map goes into effect, most of the current 18th District will become the new 14th District, which is more favorable to Republicans than the current 18th is.

Carson Wentz had arguably the worst game of his career in a Week 12 showing against the Seahawks.
Carson Wentz was a mess in Week 12.
The Philadelphia Eagles managed to score just nine points against the Seahawks with Wentz turning the ball over four times (two interceptions and two lost fumbles). He threw for 256 yards, many of which came in garbage time — including the Eagles’ only touchdown that happened with 20 seconds left.
It was arguably a career-worst showing for the Eagles’ fourth-year quarterback, who also suffered a hand injury that briefly sent him to the locker room.
It wasn’t exactly an outlier performance by Wentz this season, either. His play has been in steady decline and the Eagles offense is struggling. The loss to the Seahawks was the third time the Eagles have been held to just one touchdown in their last five games.
With the postseason still within reach, the Eagles can’t afford to be stuck in neutral offensively. And eventually, they need to start playing well against good teams.

It’s not all Wentz’s fault — the Philadelphia offensive line and the team’s lack of offensive weapons are hurting his play. He deserves a tremendous share of the blame, though. Wentz’s regression is concerning, regardless of the quality of the players around him.
Carson Wentz is making poor decisions and bad throws
His second interception of the game was an understandable mistake, even if it wasn’t the greatest throw. With the Eagles trailing 17-3, Wentz forced a throw into coverage downfield out of desperation and it was taken away by Tre Flowers.

His first interception was much worse. Wentz badly underthrew across the middle of the field, spoiling a drive that should’ve ended with a field goal attempt, at least.

But even worse than the turnovers were the incompletions against the Seahawks. Over and over again, he missed open receivers my a mile.

It was a shocking display of inaccuracy for a quarterback who was nearly the NFL MVP in 2017, then completed just under 70 percent of his passes in 2018. After finishing with a passer rating over 100 in each of those two seasons, his rating is below 90 in 2019.
Carson Wentz needs a better supporting cast to get back on track
The Eagles started the second half against the Seahawks by benching Andre Dillard. The first-round rookie was starting at right tackle in the place of Lane Johnson and struggled to hold off Seahawks linebacker Ezekiel Ansah in the first half.
Replacing Dillard with Halapoulivaati Vaitai seemed to help the Eagles find some offensive stability, but the absence of Johnson due to a concussion proved costly. According to stats from ESPN’s Bill Barnwell, Johnson may be one of the most valuable players on the entire team.
Before Sunday, Wentz had posted a passer rating of 98.1 with his tackle on the field, but that mark fell to 79.8 with Johnson injured, suspended or taking a breather.
It also hasn’t helped that the Eagles receivers have an inability to find separation.
DeSean Jackson was the only reliable deep threat, but he suffered a season-ending injury in Week 2 after catching two bombs in the season opener. Nelson Agholor and Alshon Jeffery are also dealing with injuries and were out in Week 12. Even before that, though, Agholor has earned a reputation for drops and Jeffery hasn’t looked at all like a dangerous receiver in the eight games he’s played.
Those absences left unreliable targets like Jordan Matthews, JJ Arcega-Whiteside, and Greg Ward on the outside. Matthews was signed by the Eagles in November after he was cut by the 49ers, Arcega-Whiteside is a second-round rookie with five career receptions, and Ward was elevated from the practice squad a day before the Philadelphia’s loss to the Seahawks.
As such, Wentz has spent most of his time targeting tight ends Zach Ertz and Dallas Goedert instead of his wideouts. Ertz led the team in targets in Week 12 with 14, followed by Goedert with eight.
After signing a four-year, $128 million contract in the summer, Wentz’s 2019 season hasn’t gone as planned. He could do himself a favor by hitting the many open throws he’s been missing as of late. But the Eagles may need an offensive overhaul if they hope to ever see him back in 2017 form.

AEP Schedules Sprays.

[AA] An American Spy in Wuhan
Logline: An American spy stationed at a Wuhan lab, in which the coronavirus originated, needs to take steps to alert the international community of the coming virus.

Mila Sao was born in 1986 to Chinese immigrant parents in Brooklyn, New York. She demonstrated an aptitude for science and engineering early on. By high school, she was on the fast track to be recruited by the Central Intelligence Agency for her STEM skills and ability to speak flawless mandarin.
On her most recent assignment in Wuhan, China, she was stationed at a biochemical laboratory with close links to the Chinese government for research and development. In two months, there was no unusual activity in the lab; today, everything has changed.
As Mila walks to work this morning, she notices that there is a military presence in the streets. When she gets to the lab, she finds that there are military personnel, body temperature monitors, and pat-downs. Nervous, Mila walks past the building, to call her handler, Harrison Parker, a high-level administrator, employed at the Pentagon,
"Check-in number 95637 - K4," Mila says into the phone.
"You got Parker," Harrison says.
"This is Agent 95637, requesting guidance on security check-ins at the Wuhan bio-chemical lab," Mila says.
"We see no red flags, trash this phone and proceed with the check-in, go in clean, one phone," Harrison responded.
"Copy that," Mila says as she removes the back panel from the phone, takes the SIM card and battery out, and dumps them in separate trash containers. She then walked back to the lab and proceeded with the security check-in. The first thing they do is take her body temperature reading, 98.1, that's a good sign. Mila then moved to the security table that has been set-up,
"What is your department?" Security asks.
"I work in the 5th-floor lab, synthetic insulin," Mila says.
"Cell phone please," security asks as Mila pulls out her official Chinese phone, and hands it over to the guard. They proceeded to download the location data to their database and then handed back the phone. Mila continued through an x-ray scanner, and then up to her lab.
Mila has created close ties with a lab technician named Tanya,
"What is going on today?" Mila asks.
"I heard that people think there was a security breach, 10th floor, bio-chemical," Tanya says.
"That sounds serious, should I be worried?" Mila says.
"Whatever it is, as long as we do what the government wants us to do, we should be fine," Tonya responded.
They continued to work most of the morning until the Chinese military entered the lab around 11 am. With the army, are numerous doctors that work for the Chinese government; they told everyone that the lab needed to convert into vaccine development. The instructions for the chemical makeup of the vaccine are labeled 'SARS-CoV.' Mila and Tonya convert the lab, no questions asked.
Mila knew that in 2003 the SARS virus was an international pandemic. She was unaware of any vaccine, but the public doesn't always know what the government knows. Tanya and Mila are supervised by military personnel as they make the vaccine. When completed, the vaccines are put into boxes and immediately shipped out of the lab.
Mila has a CIA check-in after work today, she needs to do all she can without getting caught, she has a gut feeling this is a huge conspiracy but requires the evidence to back it up. Mila asks the military personnel if she can go to the bathroom, he allowed it and she was allowed to proceed alone outside the lab. Instead of going to the bathroom, she climbs the stairs to the 10th floor; it's highly guarded, roped off; there's no way to get onto the floor from the stairway. Mila decides to go down to the 9th floor; instead, The lab there is converted as well. Mila sees an asset on that floor. Nguyen, a member of the lab security personnel. Mila has been paying her off as an informant for years now. Mila gets Nguyen's attention, and they meet in the stairwell.
The ninth floor is also being used as a staging area for the infection zone on the tenth floor. The tenth floor is swarming with military personnel; however, Nguyen knows where there are other full-body ventilator suits. The military keep their identification badges visible on the front left upper chest as identity can be tricky in the full-body suits. A high ranking military officer was not feeling well earlier and opted not to go into the infection zone. When he was in the bathroom, Nguyen, swiped his badge and gave it to Mila,
"Put this on the outside of your ventilator bodysuit, you should be able to stay up there for at least ten minutes, once he reports it missing though, you better get out of there," Nguyen says as Mila puts on the full-body ventilator suit. Nguyen attaches the badge to the suit,
"If anyone questions this, it's not going to hold up, be ready to run," she says.
Mila makes her way up to the tenth floor, lab technicians have died here, there's blood on the ground, broken glass, and swarms of military personnel in full-body ventilator suits. Mila walks by the investigation table, where evidence has been laid out, there are vials marked, 'SARS-CoV-2.' As Mila is about to pick up the test tube, a military general, in charge of the entire floor, asks everyone to circle up.
Mila follows orders and hangs in the back; she can tell by his identification badge that he's the guy in charge, top brass.
"All right everybody, the mutated SARS virus has escaped containment, the local hospital just admitted 50 people, with the mutated virus. The biochemical weapon manufactured here, escaped containment three days ago when a lab technician was infected. This biochemical weapon was years away from being used in warfare, as we do not have a vaccine yet. While the original purpose of this virus was intimidation of enemies, the project is now considered terminated, the objective from this point moving forward is to contain the virus, force people indoors, and quarantine the entire city of Wuhan," the general says. Many in the room are shocked, the city of Wuhan contains about 11 million people, that would be quite the undertaking for the Chinese military.
With this new information, Mila feels as though she needs to get out and warn the international community. She starts to back away from the meeting, hoping to sneak out the stairwell and back down to the 5th floor. She accidentally bumps a rack of test tubes, creating a rattling noise that has everyone look in her direction. One of the military personnel notices that her badge is of a male official,
"Who are you?" the military personnel asks as another military officer starts to approach.
"Can you come here for a minute?" asks another military officer. Mila takes off to the stairs; numerous troops are pursuing her, siren alarms, she knows she can't go back down to the fifth floor now. They're probably going to lock the building down; she can't use the first floor either. Mila gets off on the second floor, tossing her ventilator bodysuit in the stairwell to give her a little anonymity, but not for a long time.
There are no windows that open on the second floor, so she can't get out of the building that way; however, Mila knows that a trash chute that runs out of the first floor into a dumpster. Mila finds the chute; she hears military personnel approaching closer and closer, she jumps and lands safely in the dumpster below.
Mila's cover is blown; she can't come back. Her key concern is to get out of Wuhan before the quarantine comes into effect. Mila sprinted to her house, where she kept a car in the garage, leaving all her personal belongings, and sped out of Wuhan. As she left the city, the military trucks were parking in place; she just made it out. Mila rode the ten plus hours to Shanghai, where she took the last flight from China to Seattle, Washington. It all happened so quickly; she was sure the Chinese government would have caught up to her; she considered that they might be waiting for her in Seattle.
On the flight, Mila made friends with a woman named Poppy, who was going to visit her grandmother in Seattle. Poppy agreed to give her a ride when they got to the Seattle airport. When they landed, Mila was paranoid of everyone; she thought unidentified Chinese Nationals were everywhere. Poppy drove her to Seattle Bus Terminal; there, they parted ways, Poppy went to Kirkland Nursing Home to visit her grandma, Mila on a Greyhound Bus to New York City, via Chicago, Detroit, and Philadelphia.
The three-day bus ride was a secret, Mila thought that the Chinese government would surely intercept any communication at this point because she had to destroy her secure phone. Mila came to New York and delivered the evidence to her superiors, and was praised for her outstanding work.
Two days later, Mila was admitted to the hospital, diagnosed with Coronavirus, and she would survive, but it was no accident that she had fled Wuhan so easily. Her return to the United States would leave a wake of contagion, just as the Chinese military had initially planned.
