Chief Minister Punjab Sardar Usman Buzdar said that he is thankful to Almighty Allah for the honour of presenting the 3rd budget of the PTI government in the new Punjab assembly building. The budget has been passed amicably, having no resemblance in any other assembly. The CM also thanked Speaker Ch. Pervaiz Elahi, Deputy Speaker Dost Muhammad Mazari, law minister, ministers and members from treasury and opposition benches as everyone have played their role in budget approval. Punjab Budget 2021-22 is the best statement in which every sector of life is well taken care of. It is a relief-oriented budget and the finance minister and his team deserve accolades. The credit of success goes to PM Imran Khan and I also pay tribute to the strong role played by the Pak army, NCOC, police, health minister and her team, chief secretary and others, he added.
While delivering his keynote address at the concluding meeting of the budget session at the Punjab assembly on Wednesday. The CM said when the PTI came into power in 2018, it inherited a throw forward of 1300 billion rupees and 4000 incomplete projects. Meanwhile, different cheques worth 56 billion were bounced due to lack of cash in the government kitty; the Punjab government took an overdraft of 41 billion, he said. The past governments also left many incomplete projects including the Punjab assembly building, Wazirabad Institute of Cardiology and Orange Line Metro Train, Trimmu Thermal Power Project, Pakpattan Hydro Power Project, Marala Hydro Power Project and PKLI. Meanwhile, I constituted technical and cabinet committees on January 26, 2020, after the outbreak of the corona pandemic in China and immediate preparations were started. People were afraid when corona patients were brought to Punjab from Tuftan, he said. More than 25 crore people were affected globally while 346036 were affected in Punjab and 10740 also lost their lives. Some people compare corona with dengue which is incorrect. We constituted a team and devised policies to save the province from economic crunch, he said. PM Imran Khan encouraged the Punjab government and gave guidelines. This tenure was full of difficulties and impediments and lockdowns were imposed to improve the situation.
The CM said the present budget is the best. It is the largest development budget and a 66 percent increase has enhanced it to 560 billion. Meanwhile, 25 percent special permission was approved from grade 1 to 19 employees to remove disparity in their salaries. All the employees are also given a ten percent Adhoc allowance. He said 185 percent increase in the development budget on health, 286 percent in higher education, 29 percent in school education, 306 percent in agriculture and 307 percent increase is made in the industry department. A 24.7 percent increase is recorded in PRA's receipts and more than 18 percent increase is achieved in the target of excise tax collections. He said that 400 percent increase is made in minorities’ budget and a 35 percent budget is reserved for south Punjab which is equal to 189 billion rupees. Similarly, 56 percent increase in the development budget of the energy department, 76 percent increase in irrigation, 70 percent in the road sector, 194 percent in livestock and 102 percent increase is made in the local government budget. He said that the district development package is introduced and the south Punjab budget is ringfenced. Punjab is the only province whose tax revenue target is surplus. The CM said that the pat governments started the Trimmu thermal power project without financial close. The PTI government succeeded in a 108 billion financing facility without a sovereign guarantee from local banks to complete this project. The CM regretted work on the new Punjab assembly building was delayed for 15 years but the PTI government got it completed through 2.5 billion funding. Similarly, the Wazirabad institute of cardiology which was lying pending for the last 15 years has been completed with an amount of 3.5 billion and 6.5 lakh patients have been treated. He said Lahore was given projects worth 67 billion during the 3rd year of the previous government excluding the orange line metro train but this government chalked out development projects of 86 billion rupees in its 3rd year. Surfaced wastewater treatment plants and underground tanks are being made in Lahore to store rainwater. Meanwhile, Dilkash Lahore, elected buses project, 1000 bed new general hospital, mother and child block in Ganga Ram Hospital and Children University Lahore are the some of the schemes designed for Lahore along with them, the CM said 25000 apartments project under LDA city, Shahkam Chowk overhead bridge, Ghulab Devi hospital underpass and Sheranwala overhead bridge are being constructed in Lahore. A world-class bus terminal at Thokar Niaz Baig, Lawyers Tower, Food And Drug Libratory and Local Government Academy is also being set up in Lahore. The scope of LDA has been limited to Lahore to improve its service delivery. The government has decided in principle to administratively divide Lahore and a decision will be made soon because of the population increase, he added.
The CM presented a comparison of 3 years of development of the PTI government with fudge development figures of the previous tenures. He said a 360 billion district development package is given, the foundation stone of the south Punjab secretariat is laid in Multan and another south Punjab secretariat will be established in Bahawalpur. Rules of business of south Punjab secretariat has been finalized and will be notified soon. he disclosed in-principle approval has been given to reserve 32 percent quota in provincial jobs for south Punjab youth and a proposal is under consideration to include Mianwali and Bhakkar in this quota which would then increase to 35 percent. He regretted that the south Punjab budget was spent on other projects in the past and only 17 percent of the budget was reserved for south Punjab. He said that a 118 percent increase is made in the overall health budget during three years and 369 billion is reserved in the new financial year. 1.5 billion is given for procurement of corona vaccine and 677 vaccination centres are set up. He said the volume of the health budget in 2018-19 was 169 billion. He said that every family will get annual free treatment of 7.20 lakh rupees through the universal health insurance programme which had already started from DG Khan and Sahiwal divisions. Mother and child hospitals are being set up in Rajanpur, Layyah Attock, Bahawalnagar and Sialkot, Multan, Mianwali. This hospital will also be constructed in DG Khan. Nishter-II hospital in Multan, Sheikh Zaid Hospital in Rahim Yar Khan and cardiology institute in dg khan. He said emergencies of Rahim Yar Khan, Sargodha and Bahawalpur hospitals are being upgraded along with the up-gradation of the thalassemia unit and bone marrow transplant centre of PVH hospital. He said the PTI government has completed PKLI and new DHQ hospitals are being built in Chiniot, Hafizabad and Chakwal while cardiology units are being set up in Bhakkar and Bahawalnagar hospitals. The cardiology unit of teaching hospital Sahiwal is being upgraded and the Rawalpindi Institute of Urology is being completed. WAH THQ hospital is given the status of THQ and THQ hospitals Texila is being upgraded. He said general hospitals Faisalabad will be completed next year. It has been decided to set up 40 new trauma centres and 26 existing non-functional trauma centres will be made functional as well. He said the government has recruited 32000 doctors and paramedics while past government recruited 18000 in the first 3 years,
He said a 442.1 billion budget is reserved for education and more than 17000 teachers have benefited from e-reforms. He said the government has established 6 universities and approval is given to establish 9 more universities. Similarly, universities will be set up in Sheikhupura, DG Khan, Bahawalnagar, Toba Tek Singh, Muzaffargarh and Kasur. The Rehmatul Lil Alameen scholarship was started, and the past government established only 7 universities. 160 colleges have been upgraded and =75 new colleges of previous tenures have been completed. The PTI has upgraded 1533 schools and 8360 schools will be upgraded in 2021-22. Overall more than 27000 schools will be upgraded. The past government upgraded 1330 schools in 5 years. The PTI government fixed wheat support price 1800 and a 28.57 percent increase was witnessed in wheat production. The past government froze wheat support price at 1300 for five years which hampered wheat production. The PTI government fixed Rs. 200 sugar care support price and farmer-friendly reforms were made. Sugar cane farmers earned 102 billion additional income and the government gave 4 billion subsidies through Kisan card schemes. The total volume of the PM agri package is 51.9 billion rupees. 4.8 billion rupees are fixed for model markets and 337 sahulat bazaars are set up along with the establishment of sahulat bazar authority.
The CM said work on the great Thal Canal, Chobara Canal Branch will be started from this year with a cost of 20 billion. Work on 32 billion Jalalpur canal is started and restoration and up-gradation of Islam Barrage, Trimmun and Panjnad Barrage have been completed. He said Dedocha and Ghabeer dams are under construction in Pothohar while work on Papeen Dam will start from next year. A feasibility report is being prepared for the construction of 4 more dams in Koh-e-Suleman, he said. Work is in progress in the supply and drainage of the water project in Sialkot and Sahiwal under PICIIP in collaboration with ADB with a cost of 27 billion rupees and integrated master planning is in process in 7 more cities under phase 2 of this project. development projects will be started in Rawalpindi, Multan, Sargodha, Bahawalpur, Muzaffargarh Rahim yar khan and DG Khan and municipal services are being improved in 16 districts under the Punjab cities programme. He said that 89 billion rupees will be spent on the supply and drainage of water, toilets, wastewater treatment plant in 16 tehsils under Punjab rural sustainable water supply and project. He said that 215 billion has been spent on the construction of the orange line metro train project while it carries 66 crores monthly expenditures. The monthly income is 6.9crore and annually 8 billion subsidies are given. The number of passengers was shown. 2.55 lakh in feasibility report while 50000 to 60000 passengers aboard this train. He said payment of instalment of 13 billion loans will start from 2023. He said that 100 billion is reserved for overall road infrastructure and mega projects worth 73 billion are included in PSDP to dualize 13 roads. He said that 1769 road projects will be started in the new financial year and 100 billion rupees is fixed for this. 13 road construction projects will be started in PPP more. He said houses will be given in 146 tehsils under the peri-urban adorable scheme and 10000 houses will be constructed this year in 37 tehsils in phase 1. He said 94 shelter homes and almonries have been set up and the government has provided ten billion rupees for 2.5 lakh affected families in Ehsas Programme under Insaf Imdad Programme. He said 500 more sports grounds will be constructed and tehsils sports complexes will be constructed in 15 tehsils. High-performance centres will be set up for cricket and hockey. 13000 policemen have nee recruited, 54 more police stations have been constructed and 550 new vehicles are provided with two billion rupees. 37 police khidmat centres are set up in remote areas and provision of land is completed for 100 new police stations.
The CM said rescue 1122 has been made a department, 258 new ambulances are purchased, service structure is devised and 1350 motorbike ambulances are also being given. Emergency services will be started in 86 tehsils this year. He said rescue air ambulance service will also be started in Punjab this year and funds are allocated in the budget. All brick kilns have been transferred to zig-zag technology. 200 electric buses run in Lahore and air quality monitoring systems and environment monitoring centres have been established. He said NOCs are issued for ten cement plants and approval of more cement plants is being completed speedily. 12 cement plants were working for 70 years but not a single cement plant was constructed in the previous tenure.
The CM said 12 special new economic zones are constructed and 4 industrial estates are being given the status of special economic zones. He said the Punjab Rozgar programme has been started in collaboration with BOP and soft loans are being provided for small and medium enterprises. The CM said three technical universities have been established and legislation is in the final phase for Mir Chakar Khan Rind University of Technology, DG Khan. PUT Rasool, Mandi Bahauddin and PUT Rawalpindi. Tianjin University is also making it functional. He said a 33.3 percent increase is made in the minimum wage of labourers and it is increased to 20000 per month. For three years. He said the new labour housing allotment policy 2021 enforced and labourers are being given houses with ownership rights. The mines department deposited ten billion non-tax revenue while its average tax revenue never increased from 4.3 billion in the past. 10750 primary schools have been transferred to solar technology and the rate of 100-megawatt solar projects in Layyah/Chobara is 3.2 cents per unit. He said that Pakpattan Hydro Power Project and Mirala Hydro Power Project have been completed on a war footing basis and a programme is started to supply off-grid electricity to backward areas with a cost of one billion. 60 arazi card centres have been made functional at the level of ‘kanoon goi’ along with 20 mobile vans Erazi record centres. 20 more mobile van arazi centres will be established next year. 807 rural revenue centres have been set up and 8000 more rural revenue centres will be set up in every revenue circle. He said 5000 revenue officers are being recruited and jail reforms are being introduced to provide missing facilities. He said 180 lakh acre land is retrieved 458 billion and direct recovery of 2.35 billion is made in 3 years along with indirect recovery of 26 billion. The ACE has made a recovery of 43 crores in ten years. a 245 percent increase is recorded in revenue of Punjab house Islamabad. 46 meetings of the cabinet have been held and 45 percent decreases are made in expenditures of the CM office. Only 19 cabinet meetings were held during the three years of the previous government. The CM said he conducted double visits as compared with the previous year in three years and conducted 135 tours. I have visited all the provinces and cultural days of Balochistan and Sindh are celebrated in Punjab to promote inter-provincial harmony. The Punjab government is completing a hospital in Turbat, technical college in Kharan and rescue services in Mosa Khel in addition to different development projects in various areas of Balochistan. Ambulances and medical equipment are given to Balochistan, KPK and GB and IDAP is allowed to provide services at the request of the KPK government and federal government. The Walled City of Lahore Authority is working to restore hospital places in Balochistan and Punjab. Rescue 1122 has provided training to 1456 rescuers of Balochistan AJK and GB. The CM also announced 3 months honorarium equivalent to three months salary for Punjab assembly, law, finance and P&D board employees. The government is following the vision of providing equal opportunity to every citizen for development and Punjab will continue to move forward, concluded the CM.

PTI GOVT INTRODUCED IMPORTANT REFORMS IN RESCUE 1122 - USMAN BUZDAR
LAHORE, June 30:
           Under the leadership of Chief Minister Punjab Sardar Usman Buzdar, new ambulances have been provided to Rescue 1122 with an amount of Rs.1.5 billion besides introducing important institutional reforms to provide world-class services to the people.
           In a statement issued on Wednesday, the CM said Rescue 1122 has been revamped and emergency service was being started in 86 tehsils this year. Similarly, a motorbike ambulance service is planned in 27 districts while an air rescue service will also be started for remote, difficult areas, he added.
           Regrettably, important matters remained pending due to avoiding the meeting of Punjab Emergency Council for ten years in the previous tenure and new ambulances were not provided after 2015 and all, the CM maintained.
           The CM said the PTI government has devised a service structure for rescuers through the Punjab Emergency Service (Amendment) Act, 2021 as the rescuers were deprived of the benefits of service structure for the last 15 years. The government has given the status of a department to emergency services for timely decision making; he said and added that the rescue cadet corps is being started on the pattern of the national cadet corps to make the youth a socially responsible citizen. The community emergency response teams will also be constituted at the level of union councils to timely arrange emergency services, concluded the CM.

BJP complains to EC about TMC candidate 'distributing cash' among voters
The BJP on Friday drew the attention of the Election Commission to a video in which a Trinamool Congress candidate is seen allegedly distributing cash among the electorate.
The BJP also made complaints about TMC workers "unleashing terror" in poll-bound districts in collusion with a section of the state police.
In a letter to the poll panel, the saffron party attached links of the video, released on Friday, which showed an ex-minister and a TMC candidate from Purulia purportedly distributing cash among the voters.
"It is a blatant violation of the model code of conduct that says all parties and candidates shall avoid scrupulously all activities which are corrupt practices and offences under the election law," the letter signed by senior state BJP leaders said.

Former Prime Minister Manmohan Singh, in a video appeal to the people of Assam ahead of the first round of voting for state elections tomorrow, urged them to "vote wisely" and vote for a government that upholds the constitution and democracy.
Manmohan Singh, 88, was a Rajya Sabha member from Assam from 1991 to 2019, after which he was elected to the Upper House of Parliament from Rajasthan. "For many years Assam has been my second home," said the senior Congress leader.
"The people of Assam enabled me to serve our country as Finance Minister of India for five years and as Prime Minister for 10 years. Today I am speaking as one of you. Once again the time has come for you to cast your ballot... You must vote wisely," Dr Singh urged.

Polling begins in Assam
Voting began at 7 am on Saturday for 47 seats in the first phase of the assembly elections in Assam to decide the fate of Chief Minister Sarbananda Sonowal, and a host of ministers and Opposition leaders, officials said.
Altogether 264 candidates, including 23 women, are in the fray in the first phase, they said.
A total of 300 companies of security forces have been deployed in the first phase, in which people are voting at 11,537 polling stations across 12 districts of Upper Assam and the Northern Bank of Brahmaputra.
Patrolling has been intensified and strict vigil is being kept in all the vulnerable areas, officials said.

Polling began at 7 am on Saturday for the 30 seats in the first phase of the assembly elections in West Bengal amid tight security, officials said.
More than 73 lakh voters are eligible to exercise their franchise to decide the fate of 191 candidates in these seats, most of which are located in the once-Naxal-affected Jungle Mahal region.
The elections are being held following COVID-19 guidelines in all nine seats in Purulia, four in Bankura, four in Jhargram and six in Paschim Medinipur, besides the seven seats in high-stakes Purba Medinipur -- the home turf of BJP leader Suvendu Adhikari.

EC vehicle set ablaze in Bengal's Purulia district
A vehicle hired for poll duty was set ablaze at Bandwan in Purulia district on Friday night, hours before the first phase of assembly elections get underway, official sources told PTI.
The vehicle was reportedly on its way back after dropping election officials at a polling station, when it was set on fire at Tulsidi village in the once-Maoist-affected 'Jangalmahal' belt of the state, they said.
According to eyewitnesses, the vehicle was stopped by a few persons who emerged out of the forests all of a sudden and allegedly threw a petrol-soaked material on it, before fleeing.
No one was injured in the incident, the sources said.

Voting has now begun in both West Bengal and Assam.
Politically volatile states of West Bengal and Assam will go to polls in the first phase of assembly elections on Saturday amid a resurgent COVID-19 crisis to decide the fate of a number of top politicians including Assam Chief Minister Sarbananda Sonowal.
The Assembly elections to the two states apart from Tamil Nadu, Kerala and the Union Territory of Puducherry are the first, after the state polls in Bihar, to be held during the pandemic. Polling will be held in 30 of the 294 constituencies of West Bengal and 47 of the 126 in Assam which together have 1.54 crore eligible voters who can exercise their franchise on Saturday.
The polling, mostly in the Jungalmahal area of West Bengal, where the BJP had managed to win most of the seats in the 2019 Lok Sabha elections, will likely witness a straight contest between the saffron party and the ruling TMC.
A staggering 684 companies of central paramilitary forces, each having about 100 men and officers, have been deployed to guard 10,288 polling booths housed in 7,061 premises, officials said. Thousands of state police personnel will also be positioned at vulnerable places to thwart attempts at vitiating the elections.
West Bengal has been caught in the throes of violent political clashes between the TMC and BJP supporters which have claimed several lives on both sides. The first phase of poll in Assam will decide the fate of Chief Minister Sarbananda Sonowal, Speaker Hitendranath Goswami, state Congress chief Ripun Borah and a host of ministers.
Most of these seats will likely witness triangular contest between the ruling BJP-AGP alliance, the Congress-led opposition grand alliance and the newly formed Assam Jatiya Parishad (AJP).
West Bengal will have an eight-phase poll, while in Assam the exercise will be completed in three phases on 27 March, 1 and 6 April. Altogether 264 candidates, including 23 women, are in the fray.
Central forces will assist the state police in maintaining law and order during the polling, a senior police officer said without divulging their numbers. The official said there will be enough security personnel to cover all polling stations.
The ruling BJP is contesting 39 seats and its partner AGP 10. The two allies are engaged in friendly contest in Lakhimpur and Naharkatiya constituencies. The grand alliance is contesting all the seats, with the Congress party putting up candidates in 43, and the AIUDF, CPI(ML-L), RJD and Anchalik Gana Morcha (contesting as Independent) in one each.
The newly formed AJP is in the fray in 41 seats, while there are 78 Independents, including 19 candidates of he newly formed Raijor Dal who are also contesting as Independents. Chief Minister Sarbananda Sonowal is trying his luck from Majuli (ST) seat where he is locked in a direct contest with three-time former Congress MLA and former minister Rajib Lochan Pegu.
Speaker of the outgoing assembly Hitendranath Goswami is also locked in a direct contest with former Congress MLA Rana Goswami in Jorhat. Titabor, another high-profile seat that was held by former chief minister Tarun Gogoi of the Congress for four successive terms will likely see a direct contest between Bhaskar Jyoti Barua of the Congress and former MLA Hemanta Kalita. Gogoi, the tallest Congress leader in the state, died last year.
BJP Ministers Ranjit Dutta (Behali), Naba Kumar Doley (Dhakuakha), Jogen Mohan (Mahmora), Terash Gowala (Duliajan) and Sanjoy Kishan (Tinsukia) are all locked in triangular contest with Congress or its alliance partners and the AJP.
AGP Ministers Atul Bora and Keshab Mahanta are in the electoral arena in Bokakhat and Kaliabor. Congress Legislature Party leader Debabrata Saikia and state Congress president Ripun Borah are in the fray from Nazira and Gohpur respectively.
Activist and Raijor Dal leader Akhil Gogoi, in jail for his alleged role in the violent anti-CAA protests, is contesting as an Independent from Sivasagar. AJP president Lurinjyoti Gogoi is contesting from Duliajan and Naharkatiya, and is pitted against Congress and BJP nominees in both the constituencies. The first phase of polling in West Bengal will see voting in all the nine seats in Purulia, four in Bankura, four in Jhargram and six in Paschim Medinipur, besides the seven seats in high-stakes Purba Medinipur - the home turf of BJP leader Suvendu Adhikari.
The TMC and BJP have fielded candidates in 29 seats each, while the Left-Congress-ISF alliance has put up its nominee in all 30 seats. "Friendly fights" will take place in some constituencies.
In Jhargram, 11 paramilitary personnel will be deployed per booth, the highest for any election held in the state so far, officials said. In the other districts, an average of six paramilitary personnel will be deployed at every polling booth, officials said.
The Trinamool Congress is contesting 29 of the 30 seats, while supporting an Independent in the Joypur assembly segment in Purulia as the nomination of its official candidate Ujjwal Kumar was rejected by the EC due to a discrepancy. The BJP is also contesting 29 seats and backing ally AJSU Party of Jharkhand in Baghmundi.
Among the notable seats going to the polls in the first phase are Salboni, where the CPI(M) has fielded former minister Susanta Ghosh against BJP's Rajib Kundu and TMC's Srikanta Mahata. Ghosh, the MLA of Garbeta from 1987 to 2016, was in jail in the skeleton recovery case and is at present out on bail. Seven skeletons had been exhumed from behind his house in West Midnapore in 2011 arousing suspicion that Ghosh, a minister in the Jyoti Basu and Bhuddhadeb Bhattacharjee governments, was involved in the killing of seven Trinamool Congress activists in 2002.
The TMC has fielded actor June Malia, a known face on the Bengali silver screen, from Medinipur against BJP's Samit Kumar Dash. The Left-led alliance candidate is Tarun Kumar Ghosh of the CPI. In another significant contest, Santhali actor Birbaha Hansda is fighting on a TMC ticket from Jhargram against BJP's Sukhamay Satpathy and CPI(M)'s youth leader Madhuja Sen Roy.
The seven seats in Purba Medinipur -- Patashpur, Kanthi Uttar, Bhagabanpur, Khejuri, Kanthi Dakshin, Ramnagar and Egra -- will also be closely watched beause of a prestige fight between the influential Adhikari family, which has gone over to the BJP, and the TMC.

The Punjab government has set many worth-following examples in the year 2020 to benefit the people.
Financial aid worth Rs125 crore was provided to one lakh and 70 thousand needy persons under CM Insaf Imdad Programme. The CM Usman Buzdar directed to provide the government job to MA degree holder Mehvish after a social media post went viral about her sweeping work in Vehari. Meanwhile, Secretary-General of the United Nations was given a dinner at Hazoori Bagh in Lahore.
The year 2020 was fateful for southern Punjab as high officials were posted in south Punjab secretariat along-with approval of the design of the secretariat building. 25 thousand doctors and paramedics were recruited in the health department along with recruitments of 10 thousand police constables.
The CM regularly visited different cities and towns to keep up with the good work and issued on the spot instructions for bringing improvement in different government offices including hospitals, police stations jails, and shelter homes. He also went to Baluchistan Sindh and KPK to promote inter-provincial harmony.
The CM laid the foundation stone of mother & child hospital at Ganga Ram Hospital and local government academy and ensured completion of Lal Shehbaz Qalandar Underpass. Setting aside past practices, Sardar Usman Buzdar presided over the board meetings of rescuee1122 and other important institutions to take critical decisions for providing better services to the citizens. Meanwhile, the chief minister regularly held meetings with parliamentarians and consulted them for spearheading development agenda. He also chaired the apex committee meetings to monitor the corona as well as law & order situation.
The foundation stone of avant-garde Ravi Riverfront Urban Development project was laid on August 7 and ten new shelter homes and almonries were also established in the historic city of Lahore to provide shelter to the homeless and penurious segments of the society.
The much-awaited orange line metro train was inaugurated in the month of October. Bab-e-Lahore was also inaugurated at Thokar Niaz Beg and Insaf medicine card scheme was launched to provide free medicines to needy patients suffering from chronic diseases. Along with it, different development projects amounting to Rs140 billion were started in collaboration with ADB in Sialkot and Sahiwal districts to improve the quality of life.

Special Assistant to CM on Information Dr Firdous Ashiq Awan has said the number of corona affectees has surpassed one lac and 38 thousand in Punjab.
She said 16617 corona tests were conducted the previous day and 659 were found positive while 29 people died of the corona during the last 24 hours. The total number of active corona cases has reached to 10968 whereas the death toll has reached to more than four thousand, she added. More than 24 lac and 57 thousand corona tests have been conducted in the province. The government is using all-out resources to deal with coronavirus and ventilators and other equipment is available in the hospitals for the patients, she added.

Realme India CEO Madhav Sheth: Next Poster Boy of Indian Smartphone Industry?

Technology startups in the US have a favourite place to start the innings: garages. In India, garages are a luxury as they come with expensive bungalows so a tiny meeting room with a couple of chairs is considered a godsend among the fraternity.
This is exactly what Madhav Sheth — a distributor for Samsung mobile phones in the past , and now the CEO of Realme that is billed as the fastest growing tech-lifestyle brand in India – was given in May 2018 to create some ripples in an already crowded market.
Here is the report card for Realme’s first financial year: Revenue hit Rs 15,000 crore and smartphone shipments reached over 20.5 million units in 2019 (year-on-year growth of a whopping 500 per cent from 2018).
The phenomenal growth – despite cutting-throat competition from the market leader Xiaomi in the same price-segment – has only made Madhav more humble, who now has a swanky third-floor office in the hub of Gurugram – two floors below the big brother Oppo.
“People criticized me when I launched my first product with a renewed focus on the chipset and internals while not including the fingerprint sensor. They said this is not the product for a market like India. They probably did not know that I was well aligned in the distribution space and understood the online customers much better. I knew what they want online across price points,” Sheth told IANS in a freewheeling chat at an extremely colourful Realme office.
Numbers speak for him: The company sold more than 6 million Realme 5 series devices in India last year and took manufacturing to 3.5 million units per month, with 50 per cent local sourcing.
According to Counterpoint Research, Realme grabbed the fourth spot in India in the third quarter (July-September period) last year with 16 per cent market share – behind Xiaomi, Samsung and Vivo.
In the festive sales period, the company sold 5.2 million smartphones — over 160 per cent growth from the festival sales days from last year.
“We are now the No. 1 ‘Quality Smartphone Brand’ in India adjudged by CMR (CyberMediaResearch) with the lowest return rate and the highest customer satisfaction on reliability,” informed Madhav.
“Becoming the No.1 brand on Flipkart too is a testimony to the fact that we have made our mark in a small time-frame, becoming one of the most preferred mobile phone brands for its performance, design and quality,” asserted a beaming Madhav who has too much on his plate for 2020.
“I want to create an entire ecosystem of products around smartphones that Indians can embrace seamlessly. I am constantly thinking about how can I bring more connected devices into my users’ lives to deliver exceptional experiences for them,” Madhav told IANS.
As Realme grows by leaps and bounds, Xiaomi must internally be preparing a strategy to defend its territories.
Next on the anvil are Realme Android TVs (Chief Marketing Officer Xu Qi Chase has reportedly revealed the next ammo for 2020) that can very well shake the foundation of its arch-rival.
“Realme has all the ingredients to emerge as a bigger brand in 2020. They have the momentum and are riding on the industry trends, with faster time to market and bringing in the right products at the right time,” Tarun Pathak, Associate Director at Counterpoint Research, told IANS.
Realme has been listed as the No 2 online brand from the September 2018-October 2019 period by Counterpoint. The Realme C2, Realme 3i and Realme 5 series were the best-selling devices for the brand in Q3.
“Additionally, Realme has got a good mind-share from consumers’ point of view and a stronghold on the overall supply-chain ecosystem,” Pathak added.
A somewhat shy Madhav realizes this and has devised a clear strategy for 2020.
“In 2020, Realme will be focusing on introducing IoT-based products with focus areas being audios and wearables. We will start to build a new Realme tech and lifestyle ecosystem with our own unique software experience, starting from Realme ‘PaySa’ and Realme UI as well,” Sheth elaborated.
Realme ‘PaySa’ aims to serve individuals and small and medium enterprises (SMEs) in both metros and tier II and III cities. It offers digital personal loan up to Rs 1 lakh and digital SME loans up to Rs 5 lakh.
The company aims to acquire 25 million customers in the next two years. While the beta launch of the platform has started, a full rollout is expected in the next six-12 months.
According to Pathak, Realme is aggressively targeting Xiaomi.
“It will be challenging not only for Xiaomi but for others as well, as all will be out of their comfort zones, targeting new users in 2020,” he noted.
The CEO, however, is not interested in talking about the competition.
“I am doing my job, trying to meet ever-evolving Indian customers’ demands, not just with smartphones but all the products around it,” he said.

However, certain groups tried to defame him despite his integrity, dragging these alleged accusations in spite of clear evidence.
   It has also emerged that the duo got exposed themselves, who had carried out a negative fake campaign and propaganda against Master Shifuji.
One of the two complainants who formulated this whole fraudulent patronage was a girl, and It is proven that she has been involved in suspicious activities.
According to Indian Express, they accessed a letter of Military Intelligence dated May 7, 2018. As per letter-
The Directorate General of Military Intelligence (DGMI) has sent a note to all seven Command Headquarters (H.Q.s) of the Army, H.Q. Special Forces Command, and H.Q.s Andaman and Nicobar Command, alleging that the "actual motive and intent" of a student from Gujarat, (her name ) "raise suspicion". The MI directorate has asked all service personnel, including their families, down to the lowest unit to be sensitised on this issue and be advised to exercise utmost caution.
In the year 2016-17 TEN Completions were lodged against Grand Master Shifuji by the same dua mentioned above.
Complaints were lodged in the ministry of defence. As per the official standard procedure, All Complanists were Investigated by the concern investigating offices, authorities in details at the central level and according to a 13 pages closure reports reply against an
RTI No F.36(4)/2019-D(O&M/PG ), Ministry of Defence D(O&M/PG), It has concluded that all 10 Complaints have been DISPOSED of in year 2017-18 after a detailed departmental inquiry and few of them lasted for about 14-18 months in official procedure before their official Dispose of.
Despite these controversies surrounding Grandmaster Shifuji Shaurya Bharadwaj has kept on doing his duty towards his nation.

His integrity and good intentions were brought to light as he was given a clean chit by the concerned authorities in 2016 itself, as the insignia/Logo Master Shifuji sported on his beret was his trademarked logo (registered trademark under copyright act 1999) and NOT one of the Indian Army. However, certain groups tried to defame him despite his integrity, dragging these alleged accusations in spite of clear evidence.
It has also emerged that the duo got exposed themselves, who had carried out a negative fake campaign and propaganda against Master Shifuji.
One of the two complainants who formulated this whole fraudulent patronage was a girl, and It is proven that she has been involved in suspicious activities.
According to Indian Express, they accessed a letter of Military Intelligence dated May 7, 2018. As per letter-
The Directorate General of Military Intelligence (DGMI) has sent a note to all seven Command Headquarters (H.Q.s) of the Army, H.Q. Special Forces Command, and H.Q.s Andaman and Nicobar Command, alleging that the "actual motive and intent" of a student from Gujarat, (her name ) "raise suspicion". The MI directorate has asked all service personnel, including their families, down to the lowest unit to be sensitised on this issue and be advised to exercise utmost caution.

How you deal with these can make all the difference. If you let these spin out of control, it can affect your financial goals, health and family. Here are six causes of financial stress and ways to bust these.
Loss in equity investments
Though Indian investors have matured since the 2008 recession, there is still temptation to redeem investments at the first sign of a market fall. “Investors should learn to respond, not react, to market movements,” says Dinesh Rohira, Co-founder, 5nance.com. So if you are a long-term investor in equity funds, don’t be concerned about short-term market aberrations. It is also important to check if the market, group and fund fundamentals are sound. “When you start investing, know your time horizon. Market corrections happen every 6-7 years, and if you are a long-term investor, continue with your SIPs,” says Financial Planner Pankaaj Maalde. Similarly for stock investors, if the company fundamentals are sound and the overall market is stable, there is no reason to worry about losses. “But if the rationale doesn’t hold any longer, you may book your losses and exit the investment,” says Rohira.
Run out of cash by month-end
If you run out of money by month-end due to low salary, there is little you can do except look for a new job or supplement your income. “For most, it has to do with improper budgeting and unstructured way of managing money,” says Rohira. The child grew up believing this dream, qualified and got admission to the coveted university. “At the last minute, we realised that we would not be able to cover the living expenses and tuition fee in a foreign country, a sum upwards of ₹1 crore,” says Vandana. This illustrates the pitfalls of not planning for goals properly. “The first step is to be realistic about goals and prioritise them correctly,” says Maalde. The second, and the most critical, step is to calculate the correct future value of goals (see graphic) and invest for these well in advance. If you do run short of the corpus close to a goal, you can downsize the goal value and stick to debt investments for safety of capital.
Taking on too much debt
“Debt can be both a friend and a foe depending on how you manage it,” says Rohira. If you have taken loans to build an asset, such as a house, or are using your credit card responsibly to build credit score, then it is good debt. However, taking big loans or relying on an expensive personal loan to meet an exigency will strain your budget and cash flow. If you have too many loans, start by repaying the costliest one first (see graphic). “If you have an investment that gives a return of 6-7% and have a loan at 13%, redeem investment to repay the loan,” says Maalde. Also, ensure all your loans don’t exceed 40-50% of your income.
Spouses fighting over money
Financial incompatibility is not just a cause of stress among couples, but can also escalate into break-ups. “Discord often depends on whether both spouses are earning or only one. In either case, both should sit down, identify the sources of income, prepare a budget, and plan the goals,” says Rohira. “If both the partners are earning, a good way to avoid conflict is to have a joint bank account, to pool in money in the proportion that both earn, for common household expenses,” says Sunder. For their own spends, they can have separate accounts to keep the surplus. The danger of one partner earning and managing finances is that if one partner dies, the other is left clueless. Also, the spouse who manages money ends up dictating terms to the other. It is crucial that both are in the loop about all investments and expenses.
Unprepared for crises
A financial crisis can strike at any time sudden loss of job, death of the sole breadwinner in the family, a debilitating illness, or an accident. A good place to start is to build an emergency corpus. “If you are single, save 3-4 months’ expenses in a liquid asset. If you have a family, lock away 6-12 months’ expenses,” says Rohira. The next step is to buy health and life insurance. Whether you lose your job or are inflicted by an illness, it is important to buy an independent health plan. “You should also have a ₹25-30 lakh worth of critical illness cover as employers don’t provide it,” says Rohira. Adequate life insurance is also a must to protect your family against unexpected death.

LAHORE, September 02:
Chief Minister Punjab Sardar Usman Buzdar has thanked Almighty Allah for the completion of 2nd year of PTI government in Punjab adding that third parliamentary year is also being started. The PTI government has started taking solid steps to fulfil the promises made with the people. Some projects are completed while work is in progress on others speedily. The political and geographical importance of Punjab province is established and the level of public expectations is very high because they have materialized the dream of a genuine public government after a lapse of many years through the people and the PTI government is working hard to materialise their dreams.
He was addressing the ceremony held at 90-SQA with regard to Punjab government’s two years performance. The CM stated that he was surprised to know at the outset that meetings of the Board of Governors of some departments were not held even after the passing of years. Despite difficult challenges, we presented a progressive and pro-business budget and it was not possible to present a better budget than it in these circumstances, he said. Taxes were enhanced in budget every year but we abolished taxes in a new financial year or reduced their ratio. We identified our financial way forward. Trade and industry and health sectors are affected due to corona and 106 billion rupees were allocated for it in the new financial year. This includes 56 billion tax relief and direct expenditures worth 50 billion. Despite difficult circumstances, an additional 5 billion rupees were provided for development projects, he added. Share of local governments was enhanced to 10 per cent and frozen local government funds were also restored. The school education budget has been increased to 382 billion rupees. The government is committed to set up a university in every district and seven universities are being set up. The government is giving full attention to human resource development and it is also committed to creating job opportunities by promoting the construction industry. Financial transparency and merit in administrative matters is our target and Ehsaas Kafalat Program is a unique initiative to alleviate poverty. He said that establishment of southern Punjab secretariat was part of PTI manifesto and the promise has been fulfilled. Additional Chief Secretary and Additional IG have been appointed besides posting secretaries for departments and 33 per cent development funds have been allocated for southern Punjab. He said that Ravi Riverfront Urban Development Project is the largest mega project in the country and its utility cannot be denied. This project will economically boost Pakistan. He said that work has been started on 13 special economic zones and the federal government has issued notification for six SEZs. Notification of 7 zones will be issued soon and the historic package has been given for the construction industry’s development. Meanwhile, changes have been introduced in LDA by-laws and construction of high-rise buildings has been allowed. He said that work is in progress on Naya Pakistan Housing Program and clean water project is being started with two billion rupees under Aab Pak Authority. Ease of doing business has been arranged for investors. One window cell and E-khidmat centres have been established. 20 billion rupees are earmarked for soft loans under PSIC. The government is providing training to one lac students every year under TEVTA and around 2200 kilometre roads are constructed in villages under Naya Pakistan Manzalain Asaan Program. This scheme will be continued this year and development projects will be formulated in consultation with public representatives after the restoration of local governments’ funds. He said that the new local government act has been approved and promulgated. Now local government heads will be elected directly. The CM stated that small farmers are being given loans through e-credit scheme and work is continued to introduce new seeds for more productivity. 1.25 billion rupees were allocated to overcome locust attack which was a big threat and it is eliminated over an area of more than 8 lac hectares. The government has launched construction of Jalalpur and Greater Thal Canal systems to irrigate around 8 lac acre land. The study is being conducted for the construction of 4 small dams in Koh-e-Suleman area and upgradation of Khanki Barrage, Jinnah Barrage, Punjnad and other barrages is completed. Meanwhile, work on upgradation of Upper Jhelum Canal and DG Khan Canal is in progress which would revolunarise the irrigation system. He said that 43 lac tons wheat has been purchased and 99 per cent payments were made to sugarcane farmers. The cabinet has approved amendments in sugarcane act and mills will be fined up to 5 million for non-payment to farmers. Sehat Insaf Card Scheme has been introduced in all the districts which will benefit 70 lac families and 3.5 crore needy people. He said that 30 thousand merit-based recruitments have been made in the health sector and 6 new hospitals comprising of 3500 beds are being constructed in different districts. The government has enhanced 12000 beds in hospitals and the construction and expansion of different hospitals are in progress in different districts. Meanwhile, first bone marrow transplant centre is being set up in Bahawalpur and the 600-bed hospital is being set up in Lahore. Wazirabad Institute of Cardiology has been completed and Haseeb Shaheed Hospital has been completed in Faisalabad. Special allowance has been approved for engineers along with doctors and new service structure is being designed for nurses. The corona test facility has been increased to 17 thousand daily and a historic decision has been made to make Urdu as a medium of instruction in primary level and teaching of English as a subject. The e-transfer policy for teachers has yielded positive results and Insaf Afternoon Schools have been set up in 22 districts. He said that 1272 schools have been upgraded without spending a penny. Seven universities are being set up and 4500 CTIs’ recruitments have been completed. New teachers will be recruited on the pattern of CTIs and 130 meetings of the cabinet and cabinet standing committees have been held and decisions were made on 1929 agenda items.
He said that Punjab Assembly during its two year tenure has approved 58 bills of public welfare and issued 25 new ordinances. Punjab Assembly passed 38 basic laws. He said that Punjab Assembly has made more legislation as compared to other provincial assemblies. 10 thousand new recruitments in Punjab police have been approved. 550 new vehicles have been purchased for the police department. 45 new police stations are being constructed whereas land for 101 police stations has been identified. Cabinet has approved executive allowance for the police department. Scope of model police stations are being extended. Similarly, under Rescue 1122, scope of motorcycle ambulance service will be extended to all districts of the province. Services of rescue 1122 are been taken at tehsil level. He said that it is PTI government which realise and has given a service structure for the employees of rescue 1122 after 15 years. 92 shelter homes have been constructed in all major cities of the province including Lahore. Panahgah Authority will be established, he added. 10 more shelter homes will be established in Lahore in the rental buildings. 137 day care centres have been established for facilitating the working women throughout the province. Usman Buzdar said that revolutionary measures have been taken for bringing reforms in jail sector. Usman Buzdar said that he personally visited 8 jails of different cities and inspected the condition of the prisoners. Punjab government has paid fines of 28 crore rupees and got released 1000 prisoners. He said that reforms are being introduced in 167 years old jail manual. Prisoners will get relief after implementing parole and probation act. Work is being carried out on different 1300 under completion developmental project. Usman Buzdar further stated that he made visits to Balochistan for promoting inter-provincial harmony and announced developmental projects worth billion of rupees in Turbat, Taftaan and Makraan. He said a hospital will also be set up in Turbat. He said that work is being carried out on the projects of alternative energy sources to get rid of expensive electricity and energy crisis. Work on off-grid solution in Cholistan and Thal is under process. Project of clean and green Pakistan is being carried out successfully. He said that 20-kg flour bag is being sold at the rate of Rs 860 in Punjab. Scope of double decker buses will be extended for promoting tourism in the province. Punjab Public Private Partnership Authority has been established and 28 development projects of worth Rs 144 billion have been approved. A time bar of three to four months will be fixed for starting PPP projects. Foundation stone of construction of Rawalpindi Ring Road, Nullah Lai Express Way, SL-III Ring Road, Sheikhupura-Gujranwala Road will soon be laid. Land Record System is being made easier. 20 Mobile vans have been purchased. Number of Land Record Centres is also being increased. He said that first underground water tank has been constructed to store rainy water in Lahore. Underground water sewage system will be extended gradually in divisions and later at district level. Lahore Orange Line Metro Train Project will be started by October. He said that PTI government did not stop work on this project.  Subsidy has to be given on this project. He said that 13 national parks have been established in Punjab. Solid Waste Management Authority has been established in Dera Ghazi Khan as well. Soon this authority will be made active in other divisions as well. He said that best cleanliness arrangements were made on Eid-ul-Azha. Reforms are being introduced for making cooperative Bank more effective for which a chairman has been appointed. He said that a comprehensive plan has been evolved by Auqaf Department for the renovation of shrines of religious personalities throughout the province. He said that state land worth billions of rupees got vacated from the qabza mafia. He said that government wants universal coverage of Sehat Insaf Card in Punjab like KPK. On the instructions of Prime Minister Imran Khan, Punjab government wants to provide Sehat Insaf Card to every citizen of Punjab under phase wise program. The Chief Minister Sardar Usman Buzdar also answered the questions of senior columnists, journalists and anchorpersons. In response to a question, Usman Buzdar said that prices of essential commodities are far less than other provinces and most of the edibles are available on the government fixed price. Usman Buzdar said that he personally inspected the prices of essential items on regular basis and issued instructions. Price control authority is being established to cope with price-hiking in Punjab on permanent basis. In response to another question, he replied that boarding and lodging facilities to thousands of people have been provided on daily basis and almonries are being set up besides shelter homes. New courses of technical vocational training have been introduced for generating job opportunities in the province. Poor people is a centre point of our policies. PTI government is struggling for their welfare and betterment. He said that creating ease in the lives of common man is obligation and responsibility of PTI government. Answering another question, Usman Buzdar said that he personally come into field for solving the problems of Lahore. He said I knew every problem of Lahore. He said that 57 point agenda will be implemented for solving civic problems. He said that 2200 wardens are being recruited in Lahore. There is a need to set traffic system on right pattern. He said that traffic management system harmonized with latest demands would be introduced in Lahore. A comprehensive campaign will be run for eradicating the encroachments from the city. Action will be taken against those who sell birds after catching them. Ravi River Urban Development Project will prove to be a game changer. Trees would be planted in Lahore on larger scale. Work on urban forest station in the city has been started. Replying to another question, Usman Buzdar said that he present before NAB when he receive notice and he is ready to present before NAB once again if someone shows him copy of second notice. Provincial Minister for Finance Hashim Jawan Bakht gave a detailed review of two years performance of Punjab government. Provincial Minister for Information Fayyaz-ul-Hassan Chohan expressed views on the major success of Punjab government. Provincial ministers, advisors, special assistants, chief secretary, IG Police, secretaries and other rank officers were also present on this occasion.

Key Highlights of the 20 Lakh Crore Package

To improve the nation’s economy and to make the nation self- reliant, Rs. 20 lakh crore economic package was announced by the Prime Minister, Narendra Modi in his fifth address to the nation.It will act as a significant link for the ‘AatmaNirbhar Bharat Abhiyan’. In addition, the complete package is about 10% of India’s GDP. This economic package includes the previously announced measures in the wake of coronavirus.
The package’s focus is going on Land, Labour, Liquidity and Laws. In addition, the package has been introduced for the nation’s cottage industry, labour force, farmers, honest tax payers, Micro, Small and Medium Enterprises. The announcements in relation to the INR 20 lakh crore economic package will be made in tranches.[1]
The set of measures mentioned here in after, were announced by the Finance minister, Nirmala Sitharaman along with Mos Anurag Thakur and finance ministry officials. Key Highlights of the first three tranches are given below.
 FIRST TRANCHE[2]
On May 13, Finance Minister, Nirmala Sitharaman unveiled the details of the first set of relief measures. The first tranche contains 15 different measures for MSMEs, EPF, NBFCs and MFIs, DISCOMs, contractors, real estate sector, and tax measures. The 15 different measures are as follows:
Rs 1.70 lakh crore relief package under Pradhan Mantri Garib Kalyan
Insurance cover worth Rs 50 lakh per health worker
Eighty crore people have the option to benefit from free supply of wheat or rice, pulses for the period of next three months.
20 crore women Jan Dhan account holders to get an amount of Rs. 500 per month for the period of next three months.
Gas cylinders free of charge will be given to 8 crore poor families for the period of next three months.
Increase in MNREGA wage that will benefit 13.62 crore families.
Ex-Gratia of an amount of Rs. 1000 to 3 crore poor senior citizens, poor Divyang and poor widows.
Measures taken by Reserves Bank of India
Reduction in Cash Reserve Ratio (CRR) lead to enhancement of liquidity of Rs. 1.37 lakh crore.
Targeted Long Term Repo Operations (TTLROs) of Rs. 1 lakh crore and TLTRO of Rs. 50,000 crore for certain purposes.
Rise in banks limit for borrowing overnight, under the marginal standing facility, permitting the banking system to get an additional Rs 1,37,000 crore of liquidity at the decreased MSF rate.
MSMEs
Revision of the Definition of MSMEs
For Businesses including MSMEs, there has been an announcement of Rs 3 lakh crore collateral free automatic loan.
Loans- Four year tenor and a moratorium of a period of 12 months on principle payments as well as a cap on interest costs.
100% credit guarantee cover to be provided .
Issue of Emergency credit lines by banks and NBFCs to MSMEs up to 20 percent of their complete outstanding credit as on Feb 2, 2020.
Liquidity support of up to Rs 20,000 crore by way of subordinate debt for stressed MSMEs.
Funds of up to an amount of Rs 50,000 crore for the purpose of equity support to MSMEs with the potential of growth.
There will be no global tenders for upto 200 crore. The global tenders will not be allowed in government procurement tenders up to Rs 200 crore.
Government’s EPFO relief
Liquidity relief to be provided to EPF companies.
Government support stretched to a period of three months i.e. till August 2020.
Liquidity relief of 2,500 crores will be provided.
More Take-Home Salaries and Increase Cash In Hand for Employers[3]
The Government will take up PF for firms with 100 staff, making less than Rs 15,000.
Reduction in statutory PF contribution from 12% to 10%.
For State PSUs, the government will carry on to pay 12% , whereas the govt. staff will pay 10%.
Special Liquidity Scheme for NBFCs
Rs 30,000 crore special liquidity scheme has been launched by the Government for NBFCs/ HFCs/ MFIs.
Partial Credit Guarantee Scheme 2.0 for NBFCs
Rs 45,000 crore liquidity infusion by way of partial credit guarantee scheme 2.0 for NBFCs.
Liquidity injection into DISCOMs
90,000 crore liquidity to be injected into DISCOMs.
Relief to Contractors
Extension of up to 6 months to be providedfor construction purposes and goods and service contracts by all the central agencies
Real Estate Sector
Real Estate Developers are permitted to invoke ‘force majeure clause’
Suo-moto extension of registration and completion by six months for all the registered projects expiring on or after 25th March, 2020 without individual applications.
Tax Relief
Reduction of TDS/TCS rate by 25 % till March 31, 2020 resulting in the benefit of Rs 50,000 crore for taxpayers.
Extension of the due date of all income-tax returns for the Financial Year 2019-20 (FY 2019-20) from 31st July, 2020 and 31st October, 2020 to 30th November, 2020. For Tax audit, from 30th September, 2020 to 31st October, 2020.
Pending refunds to partnership, charitable trusts, non-corporate businesses and professions including proprietorship, LLP and co-operatives will be provided instantly.
SECOND TRANCHE[4][5]
The second tranche was focused at migrant workers, street vendors, small farmers and affordable housing.
There was a mention of the measures for migrant workers and farmers that were introduced by the Government after coronavirus outbreak. In the Post- Covid time, the relief for farmers and migrants workers, chiefly included loans at concessional rates, extensions, work being made available by way of MGNREGS augmentation of the SDRF funds in order to help states to establish shelters for migrants and supply food to them.
Nine steps were announced under the second tranche for migrant workers, street vendors, MUDRA shisha Loan, street vendors, housing, employment generation for tribals and for small farmers.
The nine steps announced in the second tranche are as follows:
1.      Free food for Migrants
Migrants who do not have NFSA or state cards to be given certain amount of free channa, wheat / rice for next two months. It will require Rs 3,500 crore and it will probably help around 8 crore migrants.
2.      One Nation, One Ration Card
Public Distribution Scheme (PDS) ration cards are to be made portable. A ration card holder will be able to purchase subsidized foodgrains rom any Fair price Shop across the country. There will be 100 % coverage under ‘One Nation One Ration Card’ by March 31, 2021.
 3.      Affordable Rental Accomodation
This scheme is under the ‘PM Awas Yojana’, which involves providing incentives to private manufacturing units as well as industrial units to develop affordable housing, In addition, turning govt. funded houses into affordable renting accomodations for migrant workers. State Government agencies will also be provided with incentives in order to develop affordable housing.
 4.      MUDRA Shishu Loan
An interest subvention of 2% for the next 12 months for those who have availed loans up to Rs 50,000 subsequent to the moratorium period extended by RBI ends. Nearly three crore people will get the benefit worth Rs 1500 crore.
 5.      Street Vendor
A special scheme has been launched for street vendors. They will be able to avail a loan of Rs 10,000 from the Rs 5,000 crore loan facility.
 6.      Affordable Housing
Extension till March 2021 of Credit-Linked Scheme for middle income households in the income group Rs 6- 18 lakh. It will result in investments of Rs 70,000 crore in housing and will stimulate sectors like steel, cement and generate jobs.
 7.      Tribals
Under CAMPA funds, 6 crore worth proposals have originated from states. Employment will be provided to tribal people in wildlife protection/ management, forest management and other forest related activities.
 8.     Small/ Marginal Farmers  
The Government will provide 30,000 crore additional capital emergency funds by way of NABARD. There will be immediate release of these funds for post-rabi harvest and activities in connection with making kharif ready.
 9.      In order to boost farming activities, Rs 2 lakh crore of concessional credit will be provided, under the PM Kisan Credit Card. It will be extended to 2.5 crore farmers. Animal husbandry and fisheries will also be a part of this.
 THIRD TRANCHE[6][7]
The third tranche is regarding farmers, food processing and allied activities. Eleven measures related to strengthening infrastructure, governance and administrative reforms were announced.
In the last two months, in order to provide relief to agriculture and dairy sector, the Government took steps as follows:
Purchases worth Rs 74,300 crore based on MSP took place in the course of lockdown.
Rs 18,700 crore were transferred to farmers under PM Kisan.
Rs 6,000 crore claims got processed under FasalBima Yojana.
The government had also taken few steps to provide relief to the Animal Husbandry sector. One of the steps involved the transfer of Rs 5,000 crore additional liquidity to dairy farmers.
Eleven Measures
Upgrading Infrastructure
1.      One lakh crore fund has been assigned to strengthen the farm gate infrastructure.
2.      10,000 crore for the purpose of formalisation of micro-food enterprises and cluster based farming approach to be followed.
3.      PM MatsyaSampada Yojana will be launched by the government for development of marine and inland fisheries and Rs 20,000 crore have been assigned under this scheme. The money will be spent to fill the spaces in value chains. It is expected to result in additional fish production of 70 lakh tonnes in the next five years and give employment to nearly 55 lakh people.
4.      Rs 13,343 crore for the purpose of vaccination of livestock in India.
5.      Rs 15,000 crore have been allocated for ramping up the dairy infrastructure. In addition, investments to be made in cattle feed.
6.      Allocation of Rs 4,000 crore to promote herbal cultivation. For growing medicinal and herbal plants, ten lakh hectares of land will be used and it will furnish income of about Rs 5,000 crore for farmers.
7.      Allocation of Rs 500 crore for beekeeping which will be of help to around 2 lakh beekepers.
8.      Rs 500 crore for Operation Greens. It will be extended beyond potatoes, tomatoes, onions ��and will be pertinent to all vegetables.
Governance reforms
9.      Propose amendment to Essential Commodities Act, 1955, so as to enable better price realization for farmers and stock limits to be imposed only under rare situations such as surge in prices, famine etc.
 Agricultural Marketing Reforms
10.  Formulation of a central law to furnish sufficient options to sell attractively-priced produce, barrier free inter-state trade and to issue framework for e-trading of agriculture produce.
 Agriculture produce Price and Quality Assurance
11.  Facilitative legal framework to be developed to enable farmers for dealing in a fair way with aggregators, processors, large retailers, exporters etc. Quality standardization, risk mitigation for farmers and assured returns shall make integral part of the framework.
