The Department of Social Services has asked the Senate Finance Committee to approve $17.2 million in budget amendments over the next two years, with more than half of that to pay for the costs to implement work requirements, as well as employment and housing services, that were a condition of the legislature approving Medicaid expansion.

The proposed $10.4 million budget adjustment anticipates the cost of implementing conditions placed on participation in and services offered with the expanded Medicaid program. The Centers for Medicare & Medicaid Services is reviewing Virginia’s proposal to implement conditions, which will not go into effect until they are approved by the federal agency.

At the same time, DSS expects to return $10.6 million in appropriated funds allocated to Medicaid expansion projects, which the agency now expects to recover from fees collected from medical providers.

The agency has also requested $4.2 million for supplies for emergency shelters, nearly $3 million for increases in foster care and adoption cost-of-living stipends, and more than $1.4 million to upgrade software on mobile devices for caseworkers.

DSS took flak last month when a report released by the legislature’s oversight body found the agency does a poor job of recruiting foster parents, places too many children in costly and unnecessary institutional care, and allows caseworkers to become overwhelmed.
