Five months after disappearing, a small dog gets to come home

After her little dog was stolen from her yard in Chicago five months ago, Taisha Hill did lots of praying and searching, trying to locate her pet.

Her prayers were answered last week when her Yorkie/Shitzu mix, Billy Goat, was handed over to her by Chris Higens, president of the Animal Welfare League in Chicago Ridge in front of Hill’s smiling son and daughter.

Oak Lawn police had found the dog wandering and brought him to the shelter, where his microchip showed Hill’s name and number.

But Billy Goat, who is a year and a half old, had a punctured eye and needed surgery at the shelter to remove it. He has been healing since then.

The shelter paid for much of the surgery, with Hill chipping in the remaining money. Her dog now has sutures in his eye and was scheduled to return to AWL for a checkup, but Hill said he showed every sign of being his old self.

“He’s real happy — he hasn’t stopped running through the house,” Hill said soon after bringing Billy Goat home, adding she is now trying to keep him calm so he can heal. “He came in the house and started sniffing his bed. … He remembered.”

The trouble started when someone took the dog from her yard, Hill said. A nonprofit that tracks missing pets told her if her dog turned up at a shelter, his microchip would be scanned and she would be contacted. She also put up flyers with her dog’s picture.

Next she waited and prayed.

“I put it in God’s hands,” said Hill.

Then the call came from Animal Welfare League.

“I went right up there to see him and he was sad and crying and seemed like he was in a lot of pain,” Hill said, “but he still remembered his mommy.”

Higens said she was overjoyed to reunite Billy Goat with Hill.

“It’s just so touching because when these animals are out of their element, they’re scared, they’re frightened, sometimes their medical needs are not cared for,” said Higens, who has several dogs herself. “It’s very fulfilling when you see an animal reunited back with their owner.

“We see so much bad, when something good comes to light, it really touches us.”

When a stray is brought to the shelter it is scanned by an employee at the reception desk and then double checked by a kennel attendant, Higens said.

“It’s imperative that pet owners microchip their animals because it helps reunite them back with their owners,” she said. “When you move, always contact the microchip company, so they keep your information up-to-date.”

She said there have been several other stolen or lost dogs brought to AWL that have been reunited with their families in recent weeks after their microchips were checked.

The shelter services about 35 municipalities, acting as a holding facility for pets that are turned in, either while their owners are located or as they await new ones.

“We always have pets in need of homes,” said Higens. “We need dog food donations, too.”

Workplace safety is more than an ethical and legal obligation to employees and other stakeholders. It affects the continuity of operations and bottom-line performance, and ISO 45001:2018 offers a systematic management approach with which to not just meet but even exceed basic regulatory requirements.

Why Should You Attend While organizations must already comply with OSHA regulations and usually have safety departments with express responsibility for compliance, many do not have OH&S management systems that support these efforts. ISO 45001:2018 offers a framework for an OH&S management system that is compatible with an integrated management system for quality (ISO 9001) and other goals, and helps organizations not just meet but even exceed basic regulatory requirements for workplace safety. This presentation will provide a comprehensive overview of ISO 45001:2018 and add tools such as workplace safety committees, near-miss reports, and job safety analysis for a systematic approach to comprehensive workplace safety.

Attendees will learn the function and application of the seven basic quality tools.  » Industrialists recognized 100 years ago that workplace safety, or lack thereof, affects organizational performance. The Ford Motor Company acted on this, and long before OSHA existed to make it mandatory, by systematically eliminating workplace hazards to make itself one of the safest workplaces on earth. 1. The safest workplaces today get an experience modification rating (EMR) of 0.75, versus 1.50 for the least safe workplaces, so the best workplaces pay half as much in worker's compensation insurance premiums than the worst ones. 2. OSHA rewards workplaces that qualify for its Voluntary Protection Program (VPP), and helps them achieve it, while "The average VPP worksite has a Days Away Restricted or Transferred (DART) case rate of 52% below the average for its industry." https://www.osha.gov/vpp/all-about-vpp This is a strong incentive to not just meet the minimum regulatory requirements but to exceed them.  » The structure of ISO 45001 (like other ISO standards) supports continual improvement.  » Clause 4, Context of the Organization, stresses the needs and expectations of workers as relevant interested parties. This standard, unlike most others, puts particular emphasis on the needs and expectations of workers.  » Clause 5, Leadership and Worker Participation, underscores ISO 45001's focus on workers.  1. Clause 5.4, "Consultation and participation of workers" does not appear in ISO 9001 but it is a vital element in occupational health and safety because workers are often in the best position to recognize potential hazards.
