Εως τις 31 Μαϊου στο πλαίσιο της διασύνδεσης των ταμειακών με το taxis για την μετάδοση των στοιχείων λιανικών πωλήσεων θα πρέπει υποχρεωτικά να αποσυρθούν και να αντικατασταθούν .......οι τύποι ταμειακών μηχανών που καθορίστηκαν με απόφαση του διοικητή της ΑΑΔΕ κ. Γ. Πιτσιλή και περιλαμβάνονται στον κατάλογο των 179 μοντέλων. Η σχετική απόφαση προβλέπει φορολογικό πρόστιμο ύψους 500 ευρώ σε όποια επιχείρηση, καταστηματάρχη και επιτηδευματία δεν συμμορφωθεί. A proposito delle "eccellenze" di Trenord (e della narrazione leghista) Un gran lavoro di Andrea Spaciari per Business Insider. Eccolo qui: Da una parte perde 40.127.470 euro in 12 mesi a causa delle migliaia di treni soppressi; dall’altro elargisce centinaia bonus ad personam, ma solo ad alcuni dipendenti “indicati” dai vertici dell’azienda. È la surreale realtà di Trenord, la società ferroviaria posseduta al 50% da Regione Lombardia tramite la holding Ferrovie Nord Milano e Ferrovie dello Stato, alla quale il Pirellone il 10 gennaio 2015 ha prolungato senza gara – tramite una “scrittura privata” – il contratto di servizio fino al 31 dicembre 2020 per complessivi 2,55 miliardi di euro. Un affidamento fortemente criticato dall’Anac di Cantone che nella delibera del 20 dicembre 2017 non ha ravvisato alcuna chiara motivazione di “economicità” a giustificazione della scelta di conferire quel ricco contratto senza gara. Oggi i vertici della società sono indagati, insieme a quelli di Rete Ferroviaria Italiana, per il deragliamento del regionale 10452 a Pioltello del 25 gennaio scorso, costato la vita a tre passeggere e il ferimento di altre 46 persone. Sulle cause dell’incidente – e sulle relative responsabilità – sta indagando la magistratura e non si può puntare il dito né su Trenord (proprietaria del treno e responsabile della sua manutenzione), né su Rfi (alla quale spetta l’onere della manutenzione dei binari). Tuttavia, una cosa è certa: dopo l’incedente di Pioltello, l’attenzione mediatica ha reso evidente a tutti ciò che i pendolari urlano da anni: l’inefficienza del servizio offerto dall’azienda pubblica. La difesa d’ufficio sostenuta per anni dai politici regionali – i quali hanno sempre definito quello lombardo un sistema di trasporti d’eccellenza se paragonato quello offerto ai pendolari di Lazio o Campania – oggi non regge più. Dopo Pioltello, la tesi “comparativa” è miseramente crollata. È bastato sentire le storie di quanti percorrevano la tratta Cremona-Milano. L’ultimo lampante esempio di inaffidabilità, risale a mercoledì 8 febbraio 2018, quando il Milano-Bergamo delle 19:05 si è fermato per un guasto dopo cinque minuti dalla partenza da Centrale, e per tre ore ha tenuto “imprigionati” i passeggeri nelle carrozze senza elettricità né riscaldamento. Meno di un mese prima, invece, sempre alla stazione Centrale, un regionale diretto a Tirano fermo al binario 8 aveva preso fuoco per un cortocircuito al sistema di riscaldamento. Ecco a voi Trenord, la società che controlla se stessa Ora però a corroborare il giudizio “empirico” dei pendolari, ci sono i numeri. Sono quelli contenuti in un documento interno dell’azienda che Business Insider Italia ha potuto visionare in esclusiva. Un report segreto che elenca mese per mese il numero delle soppressioni di convogli; gli indici di puntualità dei treni; le condizioni di viaggio dei vagoni; le ricadute economiche sui conti di Trenord per i “posti non offerti” (calcolate dalla stessa azienda). Dati e cifre che certificano performance inefficienti, lontane anni luce dagli standard previsti dal Contratto di servizio. Ma vediamo cosa svela il documento: nel mese di gennaio 2018 (quello dell’incidente di Pioltello) su 1694 treni effettuati in media da Trenord ogni giorno, si sono verificate 59 soppressioni totali; 86 soppressioni parziali e 27 locomotori sono stati sostitutiti perché guasti. E ancora: il 92,46% dei convogli è arrivato a destinazione con oltre sette minuti di ritardo, mentre quelli che hanno viaggiato con oltre 5 minuti di ritardo sono stati l’89,65%. Ben 29 treni hanno accumulato un ritardo maggiore ai 30 minuti, mentre 46 sono arrivati oltre i 15 minuti. Il tutto, calcola Trenord, ha causato la decurtazione di 5.731 posti ogni giorno (da qui i mancati guadagni). Tutto ciò è accaduto ogni singolo giorno di gennaio 2018. Prendendo in esame l’intero mese, si scopre che sui 52.514 treni effettuati, ne sono stati soppressi totalmente 2.164, parzialmente 3.001, mentre i locomotori sostituiti sono stati 366, per una decurtazione totale di 177.655 posti, per un mancato guadagno – calcola l’azienda – di 2.086.947 euro. Tutti soldi (pubblici) andati in fumo per l’inefficienza del servizio. Se guardiamo gli stessi dati riferiti a tutto il 2017, si scopre così che l’azienda pubblica non ha incassato la bellezza di 40.127.470 euro, a causa della soppressione di 2.539.713 posti a sedere. Solo a dicembre 2017, ha perso per strada 4,5 milioni; altri 4,5 li ha polverizzati a giugno, quando i treni (anche quelli nuovi) si fermavano a causa del caldo; ma l’amara ciliegina per i pendolari – e per tutti i contribuenti lombardi – è stato agosto 2017, quando l’azienda ha totalizzato “mancati guadagni” per ben 5.327.529 euro. Il danno economico per le casse pubbliche è doppio, visto che a norma di Contratto di servizio, qualora su una determinata linea il 5% dei convogli non rispetti nell’arco di un mese l’indice di affidabilità previsto per ritardi e soppressioni, scatta il bonus per i pendolari, ai quali viene riconosciuto uno sconto sugli abbonamenti. Così Trenord, non solo non incassa non vendendo i biglietti dei treni soppressi, ma deve anche pagare le penali ai viaggiatori. Una continua emorragia di denaro pubblico. Ma non è finita. Anche quei convogli che sono riusciti a partire e ad arrivare, non se la sono passata affatto bene (e di conseguenza anche i pendolari che trasportavano): su quei 52.514 treni di gennaio 2018, 18.476 hanno viaggiato con un guasto definito “medio” e ben 12.865 con un guasto “grave”.  Il 44% dei convogli ha effettuato servizio con una o più toilette guaste; 36 su 100 avevano una o più porte rotte; il 39% delle carrozze non è stata pulitaprima di entrare in servizio, mentre 31 treni su 100 hanno effettuato servizio con le “ruote sfaccettate”, cioè ovalizzate. Quest’ultimo dato merita una parentesi anche in riferimento all’incidente di Pioltello: essendo Rfi controllata da Fs ed essendo Fs co-proprietaria di Trenord, è più che probabile che Rfi conosca i numeri del report che vi stiamo raccontando. Quindi parrebbe non essere una coincidenza che Ennio Amodio, il legale di Rfi nell’indagine sulla strage, abbia richiamato l’attenzione degli inquirenti proprio su una “possibile ovalizzazione delle ruote con la conseguente loro usura” tra le cause del deragliamento. Tradotto: Rfi sapendo che 31 treni su 100 di Trenord a gennaio hanno viaggiato con le ruote non in perfette condizioni, ha indirettamente invitato i magistrati a verificare se questa non possa essere una delle cause del disastro. Quando si dice l’amore tra partner industriali. In generale, nel 2017 Trenord ha registrato 745.440 guasti, di questi 460.883 sono risultati “aggredibili” – e quindi risolti -, mentre gli altri 284.557 – tra guasti gravi e medi – sono risultati “non risolti”. Morale, i treni non hanno potuto circolare oppure hanno continuato a viaggiare in condizioni pessime. Business Insider Italia ha chiesto a Trenord informazioni sui dati contenuti nel report. La risposta è stata che le cifre ufficiali dell’azienda sono quelle pubblicate sul sito di Regione Lombardia. Il problema è che i dati riportati dal Pirellone, sono quelli riferiti dalla stessa Trenord, visto che nel sistema dei controlli non è prevista un’entità terza che verifichi le performance del fornitore pubblico. Di fatto Trenord deve controllarsi da sola, comunicare poi a Regione Lombardia (sua proprietaria) se ha rispettato o meno gli obblighi previsti dal contratto di servizio, e infine il Pirellone, in base alle informazioni ricevute da Trenord, multa la società per eventuali inadempienze. Il tripudio del conflitto di interesse. Dal report esce l’istantanea di una società inefficiente, con enormi problemi di gestione per i quali non riesce ad assicurare gli standard previsti di quel Contratto di servizio che aveva ottenuto senza gara. Una débacle frutto dell’insufficiente manutenzione su una flotta con età media assai alta, nonostante i 100 milioni di euro che ogni anno Trenord versa a Trenitalia e alla sua controllante Ferrovie Nord Milano per il noleggio di materiale rotabile. Una situazione che non migliorerà, nonostante la giunta di Roberto Maroni abbia proclamato che il Pirellone investirà 1,6 miliardi per acquistare 160 treni nei prossimi anni. La realtà è che a oggi Regione lombardia per l’acquisto di nuovi convogli ha messo a bilancio solo 26,5 milioni di euro per il triennio 2018-2020, gli altri soldi sono un annuncio. Ci si aspetterebbe quindi che il management guidato dall’ad Cinzia Farisè sia quantomeno preoccupato della china della società e, soprattutto, che abbia in mente di tutto, tranne distribuire premi a destra e a manca. Invece non è così. A dicembre 2017, un mese prima di Pioltello, «la società ha elargito tra i 100 e i 150 bonus “ad personam”, compresi tra gli 800 e i 2.500 euro, al di fuori di ogni accordo sindacale», denuncia Adriano Coscia, segretario regionale del sindacato Orsa. «E non è il primo anno che avviene questa elargizione ad esclusiva discrezionalità dell’azienda. Nello stesso ufficio c’è stato chi ha preso una cifra e chi un’altra, a parità di inquadramento e mansioni. Come sindacato non siamo mai stati coinvolti, tanto che ancora oggi ignoriamo quali siano stati i criteri di scelta dei beneficiari», conclude Coscia. Non si tratta di una sorpresa, visto che già a inizio 2017 la consigliera regionale M5s Iolanda Nanni aveva sollevato la faccenda in Consiglio regionale con l’interrogazione 2870 del 2 gennaio 2017 dal titolo “Erogazione di premialità individuali effettuate da Trenord”. Anche allora si chiedeva conto dei soldi elargiti solo ad alcuni dei 4.100 dipendenti dell’azienda, secondo le libere volontà dei vertici di piazzale Cadorna, al di fuori di ogni accordo sindacale. Nanni aveva chiesto informazioni anche su 107 promozioni decise unilateralmente da Trenord. Nello stesso documento, la consigliera proponeva anche che i fondi utilizzati per i bonus andassero «non per la premialità ad personam o una tantum, ma per la manutenzione dei treni e per gli acquisti di materiali urgenti», e a titolo esemplificativo, ricordava come «i treni viaggiassero con i finestrini “pellicolati” poiché mancavano i vetri per riparali». L’assessore regionale ai Trasporti, Alessandro Sorte, aveva risposto piccato qualche mese dopo: «L’attribuzione di assegni personali mensili ad personam è uno strumento, pur rientrante nel pieno del diritto dell’azienda, che mira a riconoscere e premiare prestazioni eccellenti e comportamenti virtuosi dei propri dipendenti». Aggiungeva inoltre che «le risorse economiche destinate a premi, promozioni e valorizzazione di dipendenti rientrano nel budget annuale destinato al costo del lavoro e che tali risorse non sono in alcun modo in contrasto con quelle destinate ad altri processi aziendali, quali ad esempio il processo manutentivo». Dodici mesi e un incidente ferroviario dopo, i bonus sono rimasti, così come i finestrini pellicolati.
