General Motors Co. GM -1.26% is recalling its all-electric Chevrolet Bolt for a second time because of a potential battery defect that can cause a fire, underscoring the technical challenges car companies face as they race to develop more plug-in vehicles.
GM said Friday that its investigation into recent battery fires involving the cars found that manufacturing defects in a certain battery cell were the root cause. It is asking owners of 2017-2019 model year Bolts to keep their electric-vehicle charges at a certain level and to park the cars outside after charging them.
Under the previous recall, initiated in November, owners of 69,000 Bolts were advised to get a software update that would monitor the condition of the lithium-ion battery and flag any potential problems.
GM has since learned that at least one battery fire occurred in a vehicle that had received the software update, the company spokesman said. The company is aware of eight fires total and two related injuries but no deaths, he said.
“Unfortunately the software update was not fully effective in addressing the safety risk in the vehicle, hence the second recall,” the spokesman said.
The remedy will include some changes to the battery hardware but a final solution hasn’t yet been determined, he said.
Shares of GM fell 31 cents to $55.33 in midday trading Friday.
The problems come as major auto makers deepen their investment in electric vehicles with plans to release dozens of new plug-in models in the coming years, a shift being driven by tighter tailpipe-emissions regulations. GM is placing one of the auto industry’s biggest bets on the technology with plans to spend $35 billion by 2025 on 30 new electric models.

Other car companies also have had trouble in the past year with fires involving lithium-ion batteries used in electric vehicles. Ford Motor Co. , Hyundai Motor Co. and BMW AG each issued recalls for new battery-powered models last year.

Virtually all automakers are ramping up production plans for electric vehicles, both to meet increasingly tougher environmental regulations as well as increasing demand among car buyers. Electric cars have fewer moving parts than gas-powered vehicles, and therefore can be cheaper to build because they require less labor.

But all automakers are scrambling to find the supply of batteries they’ll need for their EV plans. Even with its own battery plant in Nevada that has been up and running for years, electric car leader Tesla (TSLA) said it needs more batteries from suppliers. It also said that a lack of batteries is the reason it has yet to come out with an electric semi-tractor truck, which will need five times as many batteries as a typical EV.
At the beginning of this year the Center for Automotive Research estimated that current North American EV output could be satisfied with 30 gigawatts of batteries annually, but that could rise to 140 gigawatts in only five to six years. Current plans for investment that been announced only gets the industry to about 80 gigawatts of capacity.
Brett Smith, director of technology for the Center for Automotive Research, a Michigan think tank, said until recently he didn’t think there would be an shortage of EV batteries. Now he does think one is likely if not inevitable.

Until the 2019 model year, the Chevrolet Bolt EV, our 2017 Car of the Year, was good for 238 miles, but a mild midcycle refresh for the 2020 model year extends the range to 259 miles. Although that increase might not seem significant, it is when you take a look at Chevy’s electric car competition. With Hyundai, Kia, and Tesla all offering EVs with a range of 239-plus miles for less than $40,000, Chevy’s modest range increase keeps the Bolt EV competitive.
The charging times remain the same—it takes about 10 hours to completely charge the battery on a Level 2 charger, and when the battery is depleted, users can get up to 90 miles in 30 minutes using a Level 3 charger. Those with no access to a fast charger at home can expect a charge of about 4 miles per hour on a 120V charger.
In addition to the extended range, the Bolt EV’s refresh also includes some mild upgrades. A new grille tweaks the front end’s look, and the car now also gets a high-definition rearview camera, high-definition cameras for the surround-view camera system, and the second generation of the full display mirror, which is frameless and has optional settings as well as a high-definition camera. Other than that, the interior and exterior remain the same, save for the addition of two new exterior color options, Orange Metallic and Oasis Blue. (The 2019 Bolt EV is shown here.)
But how did the engineers increase the battery’s range without changing its size or weight? The updated battery went from 60 kW-hr to 66 kW-hr, an increase of 10 percent. Engineers changed the material and chemistry of the lithium-ion battery, but the number of electrons remains the same. A change in the ratio of manganese, lithium, cobalt, and nickel helped them reach their 10 percent goal, which translates to 21 more miles of range.
To test the new range, we drove from Tacoma, Washington, to Portland, Oregon. Instead of driving 144 miles down Interstate 5, we chose the scenic route, driving west toward U.S. 101 then going south to Astoria, Oregon, where we then headed southeast toward Portland. The 2020 Bolt EV should’ve covered the 246-mile route with no issues, but an early fall cold front brought chilly temperatures to the Pacific Northwest and impacted our range. When we left Tacoma, the temperature was 38 degrees, but by the time we got through the rush-hour traffic, we saw a bump in range thanks to the Bolt EV’s smart regen braking. Most of the time my co-driver and I drove in Low mode, which has a more aggressive regen when you take your foot off the gas. Using the paddle shifter for even more regen also helped during rush hour. By the time we got out into the countryside, though, it was clear we weren’t going to make it to Portland on one charge.
We arrived at our lunch stop in Astoria with 96 miles ahead of us, but the trip computer indicated we only had about 65 miles of juice left. We got to an Electrify America DC fast-charging station in Kelso, Washington, with 25 miles of range; after a 15-minute stop, our range increased to 72 miles, enough to make it to Portland International for my flight home.
In our test, the 2020 Bolt EV had enough juice to cover about 200 miles of our route—short of the 259 miles it promises to deliver (and also short of the 2019 Bolt EV’s 238 miles). But we can’t blame everything on the car. It’s tough when you think you have sufficient battery life to get where you’re going but weather conditions hamper you. Colder temperatures affect battery performance; strong wind gusts also contributed to our range shortfall. However, the quick 15-minute stop was enough for us to continue on our way.
And although the charging infrastructure isn’t at its best yet, it’s getting better. One of the Electrify America chargers wasn’t working when we got to the station, and with only three chargers available, some of the journalists who showed up after we did had to wait in line to recharge. On the other hand, Chevrolet is taking steps to make it easier for drivers to charge their Bolt EVs. The myChevrolet app includes navigation showing stops with fast chargers on your route.
The Chevrolet Bolt EV was and still is a fun car to drive. It delivers instant torque, like all electric cars, and also handles well on twisty roads. Its 200 hp and 266 lb-ft of torque are enough to for a mid-6-second 0–60 sprint. (Our long-term 2017 Bolt EV made it from 0 to 60 in 6.3 seconds.) And although it has some drawbacks, like a noisy interior, it continues to be a sharp EV.
Although the interior has lots of hard plastics, Chevy designers did a good job of selecting a different color palette for the dashboard; the nice white color gives the cabin a premium look. The 10.2-inch infotainment screen is big and has modern graphics and cool colors that give it personality, and the 8.0-inch digital instrument panel is bright and easy to read. We wish there were a bit more room for cargo, but passenger space is still be ample—both in the front and the rear.
There’s no denying that the Bolt EV we crowned MotorTrend’s 2017 Car of the Year is facing more challenges today than it did back then. The Hyundai Kona Electric delivers 258 miles, the Tesla Model 3 Standard Range Plus comes in at 240 miles, and the Kia Niro EV has 239 miles of juice. All of them are capable and competitively priced; the electric vehicle market is not the same as it was three years ago. Only time will tell whether the 2020 Bolt EV will continue to shine as brightly as it did when it first arrived.

The 32-year-old IT worker did the math on his daily commute from Surrey to Richmond, the travel range needed for his wife and two young children, the cost of premium gas for his Civic SI, the fact he’d get an HOV sticker for the George Massey Tunnel, the lower maintenance fees and the almost $16,000 in rebates currently available from the provincial, federal and SCRAP-IT programs. In the end, McKeown bought a fully loaded $60,000 Chevrolet Bolt electric, and cut the price down to $44,000 with incentives. He took possession of his high-tech new ride early May 2019, and is pleased at how it all worked out. “If the rebates weren’t there, it wouldn’t make sense,” he said of his purchase. However, McKeown is now facing hassles and more than $4,000 to get a charger installed in his strata townhome due to electrical upgrades. The B.C. government is counting on motorists like McKeown to sort out the details and make the switch from gas to electric vehicles as part of its aggressive target to require all new car, SUV and light-duty trucks sales be zero-emission by 2040. Chevrolet Bolt EV, Cadillac CT5 et Salon du Hobby

Enfin, j’ai réussi à mettre la main sur la Chevrolet Bolt électrique pour toute une semaine. Cette petite auto était si populaire qu’elle n’était que rarement disponible. Et là encore, elle avait été inscrite à mon agenda il y a plus d’un mois mais on a dû me la retirer car elle devait servir à une conférence quelconque. J’avais déjà conduit la Bolt auparavant mais que quelques minutes et dans des conditions idéales. J’anticipais l’essayer en plein hiver pour voir si elle se débrouillerait bien dans notre dur climat. Je l’aurai donc eue en hiver mais pas nécessairement dans des conditions difficiles sauf, peut-être la dernière journée.

Pour ceux qui ne le savent pas, la Bolt est une auto entièrement électrique de General Motors contrairement à la spectaculaire Volt qui, incidemment, n’est plus en production. La Bolt est une sorte de sous-compacte à traction avant mue par un moteur électrique de 200 chevaux en prise directe avec les roues avant. Cela veut dire pas de boîte de vitesses. Elle n’en a d’ailleurs pas besoin. Selon son constructeur, cette jolie petite urbaine aurait une autonomie qui frôlerait les 320-330 kilomètres d’autonomie. Elle serait donc capable de certaines longues distances mais il faudrait alors compter sur une recharge pour le retour. Et, dans le cas de celle-ci, il faudrait attendre environ neuf heures avant que la batterie soit « pleine » (si vous disposez d’un chargeur de Type II, 150 kilomètres par 90 minutes environ). Toutefois, en conditions urbaines, la Volt s’avère un choix idéal avec une capacité de charge qui devrait durer toute une journée, voire plus. Évidemment, si vous achetez une Bolt (le mot veut dire « éclair » en anglais), vous choisirez alors la recharge avec le chargeur approprié connecté aux 220 volts. Dans mon cas, je me suis contenté du chargeur de base avec connexion domestique à une prise de courant extérieure de 120 volts. J’ai alors pris l’habitude de recharger la batterie chaque nuit pour me retrouver avec une voiture « pleine » chaque matin. L’indicateur au tableau de bord marquait alors que la batterie de la Bolt me permettrait une autonomie d’environ 280 kilomètres en utilisation normale avec un maximum d’environ 320 kilomètres si je pouvais faire appel à la régénération au maximum (avec les freins ou en descendant plusieurs côtes) et un minimum d’environ 250 kilomètres si j’exigeais plus du moteur.

Si l’on s’arrête au design extérieur de la Bolt, on reconnaît rapidement le design des calandres typiques aux produits Chevrolet. La caisse n’a rien de spectaculaire, c’est celle d’une petite auto urbaine à quatre portes avec un arrière tronqué dont le coffre est atteignable par un hayon. L’aimer ou pas n’est qu’une question de goût mais, en ce qui me concerne, je la trouve assez jolie. Il faut dire que la couleur verte (Shock) de ma petite auto d’essai était plutôt voyante. Plusieurs la comparaient aux peintures un peu folles des produits Chrysler des années soixante (que FCA nous a récemment ramenées).

L’intérieur est un peu moins spectaculaire. En fait, sa finition fait trop plastique. Le tableau de bord est d’une grande simplicité avec des commandes faciles à retrouver. L’instrumentation est relativement simple avec le compteur de vitesses et quelques fonctions de base surtout axées sur le fonctionnement et la charge de la batterie. Pas de jauge d’essence (!), pas d’indicateur d’huile et ainsi de suite. Quant à l’écran central, il est un peu petit mais fonctionnel. Mon auto d’essai n’avait pas de GPS (GM croit que la connexion de votre téléphone intelligent avec l’application de GPS devrait combler cette lacune.

Par contre cet intérieur est spacieux! Vu que mon véhicule d’essai était un modèle Premier, ses sièges avant (d’un dessin un peu simpliste) étaient chauffés. Les places arrière étaient quand même généreuses pour une si petite auto. Le coffre n’est pas des plus grands mais il pourrait suffire à transporter les quatre ou cinq sacs de voyage des passagers. Si les places arrière ne sont pas utilisées, on peut en rabattre les dossiers pour en agrandir l’espace.

Sur la route
Bien entendu, c’est sur la route qu’on découvre la Bolt. Pas de bruit de démarreur lorsqu’on «part» le véhicule. Le levier de vitesse «normal» permet au conducteur de passer en vitesse. C’est fou de ne pas entendre de bruit de moteur à l’accélération. Toutefois, la Bolt nous surprend par des accélérations vives, peut-être les plus vives des autos de ce format avec un 0-100 km/h d’environ sept secondes. Et les reprises sont aussi «folles»! La visibilité y est très bonne et la direction, quoique un peu imprécise, est rapide. Le freinage qui sert à la régénération est aussi puissant. Les pneus d’hiver Michelin ont été aussi silencieux que désiré pour une voiture qui n’émet pas de bruit de mécanique. Outre le manque de ce son, la Bolt se conduit comme une petite voiture ordinaire…vite…mais ordinaire. Le seul désagrément que j’ai vécu avec la Bolt, ce fut de déplier le câble d’alimentation pour la prise électrique. Il est toujours sale à force de traîner à terre. Puis, il est froid à manipuler en hiver! Je n’ai pas de prise de chargeur spécial (de type II) qui pourrait recharger la batterie en neuf heures, si elle est complètement déchargée. Mais je ne faisais qu’une soixantaine à une centaine de kilomètres par jour et je rebranchais chaque soir. Le lendemain matin, j’avais tout le jus dont j’avais besoin. Il faut dire que cette semaine ne fut pas trop froide. Toutefois, alors que j’allais rapporter l’auto chez GM, la tempête de verglas que nous avons vécu (surtout à Laval) commençais à frapper. J’ai alors dû utiliser les essuie-glaces avant et arrière, les dégivreurs avant et arrière, les sièges chauffants en plus de plus de chauffage et alors, j’ai constaté que la réserve de courant baissait plus rapidement. Pas tragiquement mais plus rapidement!  Difficile d’expliquer la «consommation» mais l’instrumentation marquait 24,1 kWh/100 km…

Toutefois, il reste un obstacle important…le prix! Le prix de base d’une Bolt EV Premier est de 49 600 $. Sa peinture Shock est une option de 490 $ alors que les détails en décalques noir affichent un prix de 260 $. Cette Bolt était équipée de l’option Driver Confidence d’aide à la conduite de 795 $. Évidemment, notre bon vieux gouvernement canadien «sérieux» oblige la surtaxe d’accise de 100 $ pour le climatiseur (cette loi vieillotte s’appliquait aux grosses autos des années soixante-dix avec moteur à essence (!) V8 dont le compresseur du climatiseur pompait un peu plus de puissance du moteur…donc de l’essence…ALLO! La Bolt ne consomme pas d’essence…Elle est ÉLECTRIQUE mesdames et messieurs les fonctionnaires…Oh Zut! Peine perdue…Donc, ajoutons-y le transport, la préparation de 1795 $ et quelques autres petites dépenses et on en arrive à un total de 53 040 $ ! OK, il est possible de profiter d’une remise d’environ 8000 $ du gouvernement provincial et la subvention de 2000 $ de Ville de Laval si vous y demeurez et si vous y payez des taxes…Quand même, le prix demeure assez élevé pour une auto de cette dimension. Rappelez-vous, ce n’est pas une luxueuse Tesla!
Enfin, sachez que si l’auto vient avec une garantie de trois ans, son système électrique incluant la batterie a une garantie de 8 ans (160 000 km) alors que la Bolt vient aussi avec une assistance routière de 5 ans (100 000 km). Semble-t-il qu’en calculant bien son budget basé sur les dépenses normales que l’on vivrait avec une auto à moteur à essence (à coup de 75 à 90$ d’essence par semaine plus l’entretien avec les changements d’huile et autres), on devrait y gagner au change. Ouais! Si je m’y mets, peut-être que je reconnaîtrai cette affirmation…Qu’importe, au départ, j’ai été impressionné par la Bolt! Sachez-le, je la recommande. Elle fait partie du petit groupe de voitures électriques qui peuvent faire autour de 250 kilomètres et plus par charge et cela, c’est déjà remarquable. La Bolt connaît une certaine concurrence et elle en connaîtra d’autres sous peu…Quelque chose me dit qu’avant longtemps, il y aura plus de voitures électriques sur nos routes que prévu…Avec ces prévisions du prix de l’essence qui devrait graviter autour des 1,50 $ le litre l’été prochain…
(Ironie du sort, comme j’allais finir ce blogue et le publier…j’ai vécu une panne d’électricité de plus d’une trentaine d’heures dans mon patelin…c’est drôle, parler d’autos électriques pendant une panne…comme quoi il faut remettre la charge chaque fois que l’on rentre chez soi pour bout de temps! Vaut mieux prévenir que guérir…)
J’ai aussi fait un petit voyage éclair à Detroit pour assister à une explication détaillée de la nouvelle Cadillac CT5 qui sera dévoilée publiquement au Salon de New York la semaine prochaine. Mais il faudra attendre pour s’en reparler. Je suis sous embargo pour les détails…

With more than 200 miles of range, ample of space for cargo and people, a friendly price tag, and a brilliant driving experience, the 2018 Bolt EV is a mainstream electric car that makes every drive possible no matter what road you take for your Bolt EV. 
It can undoubtedly fulfill the needs of most commuters.
Before we jump on to 2018 Bolt EV specifications, it is necessary to know few upgrades which Chevrolet had made for its 2019 version of Chevrolet Bolt EV.
They are;
Improved user experience.
The charge-termination feature now has more selectable levels at which you can choose to stop charging.
Its Low driving mode has been updated to keep the Bolt from moving when the seatbelt is unbuckled and it has stopped moving.
The touchscreen now has separate buttons for air conditioning and heat.
Inflating the tires is easier with a tire-fill alert that indicates when it has reached the correct pressure.

Drivability
It is complex to imagine how it could drive efficiently. The electric motor is smooth, and the single-speed direct-drive transmission never changes.
Steering
Turn the wheel, and the Bolt reacts smoothly, with a just precise level of response that's neither too dead nor too darty. There is also good feedback and good feel as you dial in more steering; moreover, on the freeway, it has good straight-ahead steadiness that doesn't ask a lot of driver attention.
Acceleration 
Being equipped with plenty of oomph when you press the Bolt's accelerator, It merges onto freeways effortlessly, and there's a good amount of reserve power for passing on two-lane paths. 
Braking
The Bolt is distinct among EVs because it depends on conventional friction brakes in mode D, which is why they are so consistent and feasible to function. It stops from 60 mph in an outstanding 116 feet, put the lever in L mode for strong regenerative braking and improved range.
Comfort
On balance, the Bolt comes as comfortable- like any EV, its cabin is exceedingly quiet.
Interior

Driver Aids
Our Premier came familiar with rear cross-traffic, blind-spot monitoring, and rear parking sonar, all of which are voluntary on LT. Extra systems that are optional on the Premier /not available on LT include forward collision warning, automatic emergency braking, and lane-keeping assistance.

General Motors and DTE Energy are Making Michigan a Clean Energy Powerhouse
General Motors and DTE Energy are working together to accelerate Michigan’s transition to renewable energy with a deal to source 500,000 megawatt hours of solar energy as part of DTE’s MIGreenPower program. This follows an initial investment of 300,000 MWh of wind energy purchased by GM in February 2019, bringing the total amount to more than 800,000 MWh, or the amount of electricity consumed by more than 100,000 homes in an average year.*
The MIGreenPower program is available to all DTE Electric customers who want to attribute a greater percentage of their energy use to DTE’s wind and solar energy operations.
GM’s investment in MIGreenPower should deliver enough clean energy to supply GM’s Southeast Michigan facilities by 2023, including the Renaissance Center global headquarters in Detroit, the GM Global Technical Center in Warren, the Milford Proving Ground in Milford and two local assembly plants; Orion and Detroit-Hamtramck, as well as several smaller GM sites across Southeast Michigan.
By 2023, GM’s Orion and Detroit-Hamtramck Assembly Plants are expected to be powered by renewable energy. Orion Assembly builds the Chevrolet Bolt EV.** Detroit-Hamtramck will build the GMC Hummer EV, Cruise Origin and other future EVs.** GM has also committed to expanding the availability of workplace charging stations at its facilities in Southeast Michigan, which will also be powered by wind and solar.
“Projects like this can have a substantial impact on reducing emissions and we’re proud to lead the way in clean energy procurement in our home state,” said GM’s Chief Sustainability Officer Dane Parker. “Not only should this agreement reduce emissions in the near term, it’s a glimpse into a world with electric vehicles, built by renewable energy, and in the case of our workplace chargers, charged by a green grid too. And as we scale our EV portfolio and access to a green grid around the world, the future looks brighter than ever.”
This investment will fund two new DTE solar parks that are currently in development and will be among the largest in the state. GM’s initial MIGreenPower commitment was used to fund three wind parks scheduled to achieve commercial operation at the end of 2020. Based on similar projects, DTE expects this investment to support approximately 1,500 clean energy jobs in Michigan during project construction.
“DTE is grateful to GM for their commitment to building a clean energy future for Michigan,” said Trevor F. Lauer, president and COO, DTE Electric. “We developed MIGreenPower to provide all of our customers, business and residential alike, with access to more clean energy. We have enrolled thousands of residential customers in the program as well as some of our state’s most well-known companies. We encourage all of our customers to sign up and help us accelerate renewable energy development in Michigan and help mitigate the impacts of climate change.”
DTE has also accelerated its carbon reduction goals to reduce carbon emissions 80 percent by 2040 and to achieve net-zero carbon emissions in its electric company by 2050. Growing participation in its MIGreenPower voluntary renewable energy program will play a key role in achieving these targets. Customers who match their electricity use to DTE’s utility-scale wind and solar projects increase the amount of renewable energy DTE can build beyond what is required by law, accelerating the demand for clean energy and providing more access to these projects.
“This investment is in line with GM’s accelerated renewable energy commitment to source 100 percent of GM’s U.S. facilities with renewable energy by 2030 and global facilities by 2040,” said Parker.
