Claves del informe WOLA sobre cómo las sanciones han agravado la crisis en Venezuela

La organización de investigación e incidencia que promueve los derechos humanos en América publicó el trabajo el 29OCT2020.

Fue escrito por el economista venezolano de la UCV, Luis Oliveros Utiliza como fuentes evaluaciones privadas, datos no oficiales y cifras disponibles públicamente. 

 Midió el  impacto en la industria petrolera, la importación de alimentos, medicinas, combustibles y otros bienes esenciales. 

La crisis comenzó antes de que se impusieran las primeras sanciones (2017) pero las medidas “contribuyeron directamente al mayor deterioro de la calidad de vida de los venezolanos”. 

Es inexacto afirmar que las sanciones no tienen un impacto generalizado sino personal (cobran un precio cada vez mayor en la población y afectan sobre todo a los más vulnerables). 

Las élites económicas, políticas y militares parecen estar aisladas de los efectos de las sanciones. 

El caos económico es mucho peor que en 2017 y el país no parece estar más cerca de una solución pacífica y democrática muy necesaria a la crisis. 

Las sanciones han provocado pérdidas entre $17 mil millones y $31 mil millones en ingresos (John Bolton afirmó en 2019 que esperaban perdidas anuales por más de $ 11 mil millones). 

La disminución de la producción de petróleo en Venezuela tiene sus raíces en años de mala gestión y corrupción. 

Las importaciones públicas mensuales promedio cayeron 46%en 2019 (a $ 500 millones) y otro 50%en 2020 (a $ 250 millones).  

Grupos de derechos humanos, organizaciones humanitarias y empresas privadas han cerrado cuentas bancarias y han visto denegadas o congeladas transacciones legítimas.

Concluye que los políticos estadounidenses deben repensar las sanciones y limitar su impacto. 

 El 01SEP WOLA se unió a 115 organizaciones e individuos venezolanos para instar a EEUU a abstenerse de ampliar las sanciones para restringir el flujo de diesel en el país. 

“Pensaron que eran medidas a corto plazo que conducirían rápidamente a una transición democrática. Pero han lastimado al pueblo venezolano más que al gobierno. Es hora de reconsiderarlas ”, dijo David Smilde, investigador principal de WOLA.
