because! canonically! cipher pol agents are trained from young children to adulthood (if they live that long) and you cannot tell me that after a certain point, growing up together means these idiots aren't ride or die.

so lucci rolls up in enies lobby and is like "what up i'm committing treason and selling all the secrets to the revolutionary army" and the rest are just like "yeah cool i'm down i mean i expect an explanation but sure. are we punching spandam on the way out or"

like. if this were a normal world, the equivalent friendship level would be "i killed someone" "cool where are we hiding the body"

jabra and lucci might want to kill each other some/most/every day but it's also very much "'if you look at them wrong i will kill you"

(on an unrelated note: things that get mentioned to the revolutionaries but may not make it into the fic: the indoctrination of children into cipher pol. there's an offscreen mission at some point that most of cp9 gets benched for. not because they're expected to betray them but because most of the ra do NOT want to see how they'd vent their feelings about the bullshit to the assholes in charge at guanhao. one person is allowed along to help get there and then that person gets shoved in a room and babysat until the mission is over.)
