Hawkins' each-uisge will gladly eat just about anyone, however he is an intelligent, cunning being so he doesn't just kill indiscriminately. Hawkins himself helped him learn that he needs to be somewhat selective with his prey, and as the Magician keeps him generally well-fed, he has a more catlike attitude to hunting in that he does it mostly for fun. So unless you pose yourself as an immediate threat or he's feeling hungry, he won't eat you right away should you cross its path. In fact, if you intrigue him, he might just decide to study and play with you for fun.
There are three people he is guaranteed not to eat: Hawkins, Faust, and Ikkaku. Hawkins because he has earned his loyalty as his master (and the man doesn't taste good when he becomes straw). Faust and Ikkaku are directly under Hawkins' protection, and he understands that the cat mink is someone his master cares about. That, and he finds animal flesh inferior to human, and doesn't imagine a mink would taste much different to an animal.
As for Ikkaku...his master's lady intrigues him, as it has never known Hawkins to give a damn about a woman. In fact, female flesh is often his favorite treat and he delights in playing with them the most. Yet here a woman is frequently visiting the Grudge Dolph, and Hawkins has forbidden the each-uisge from eating her. So he's particularly interested in her, especially due to the light she seems to exude. So he goes out of his way to get close to her and observe her.
This interest has not escaped Hawkins' notice, and he will not allow Ikkaku to linger in the each-uisge's stable unsupervised for very long, understanding that the beast, while loyal, is cunning and a potential threat to his High Priestess in more ways than one. Meanwhile, Ikkaku knows there's something off about that horse beyond just being a carnivore, but it does seem to like her, so she can't fully put her finger on why the hairs on the back of her neck tend to rise around it.
