Bắc Kinh lợi dụng lỗ hổng của lịch sử và nhận vơ một thuật ngữ hiện đại để ngon ngọt rao bán sáng kiến Vành đai và con đường
Nếu truyền thông nhà nước Trung quốc và các cơ quan tuyên truyền khác đáng tin thì, với sáng kiến Vành đai và con đường (BRI), Tập Cận Bình đang mở lại các tuyến đường thương mại chạy quanh thế giới từ thời cổ đại, được biết đến với cái tên “Con đường tơ lụa”. Thật vậy, những dự án đầu tư cơ sở hạ tầng thương mại trị giá 1 ngàn tỷ USD của BRI được gọi là “Silk road fund”.
Thuật ngữ lịch sử gợi lại hình ảnh những đoàn lữ hành buôn tơ lụa trên sa mạc và các thương nhân khác đi băng qua Trung quốc, xuyên Trung Á rồi đến các thị trường Âu châu. Nó cũng gợi lại những chuyến du hành của Marco Polo, thương nhân mạo hiểm người Venice, vào thế kỷ 13. Ông là một trong những thương nhân đầu tiên đến Trung quốc và báo tin về một nước Trung quốc lạ kỳ cùng những mặt hàng tơ lụa của nó.
Các tài liệu quan hệ công chúng (PR) của BRI cũng thường giả định chỉ ra “Con đường tơ lụa phía nam” (Southern silk road), một tuyến đường thương mại nổi tiếng, có nguồn gốc từ phía nam tỉnh Tứ Xuyên của Trung quốc, đi qua Myanmar ngày nay, đến tận vịnh Bengal và tiểu lục địa Ấn Độ.
Con đường thương mại mang tính lịch sử đáng ngờ đó được tô điểm thêm bằng một con đường giả định trải dài trên biển mang tên Maritime silk road và được cho là đã đi qua Ấn Độ dương suốt một giai đoạn không xác định trong lịch sử.
Rất ít, nếu có, nhà sử học bàn thảo về sự kiện thương mại đáng kể giữa Trung quốc và Âu châu ở thời trung cổ.
Nhưng không có tài liệu lịch sử khả tín nào nói về một “Con đường tơ lụa phía Nam” nối kết Trung quốc với Ấn Độ, vì Trung quốc đã nhiều lần cố gắng xâm nhập Myanmar nhưng đều thất bại thảm hại. Trong lịch sử, Trung quốc cũng không tiến hành các cuộc mạo hiểm hàng hải nhằm thúc đẩy thương mại, sau lần Trịnh Hòa, nhà thám hiểm biển cổ đại duy nhất của nước này, đi thuyền xuyên Ấn Độ dương vào thế kỷ 15.
Thuật ngữ “Con đường tơ lụa” trong thực tế lịch sử là sự lạm dụng thuật ngữ eurocentric(*) vốn có nguồn gốc tương đối gần đây. Lars Ellstrøm, nhà Hán học nổi tiếng người Thụy Điển, đã đi dọc chiều dài Trung quốc từ năm 2009 – 2011, và tóm gọn rất chính xác thuật ngữ này trong cuốn sách du hành “Road to Kashgar” của mình.
“Cái tên Con đường tơ lụa có lẽ đã dính chặt với phương Tây vì nó tạo ấn tượng – sai lầm – việc Trung quốc buôn bán với Âu châu là quan trọng nhất và một phần vì kỳ lạ và thú vị”. Ellstrøm cho rằng: “Đó cũng là lý do tại sao thuật ngữ này được sử dụng ở Trung quốc ngày nay: nó quảng cáo rất hiệu quả cho quốc gia và đóng góp cho ngành du lịch”.
Mặt khác, nó cũng giúp Bắc Kinh ngon ngọt rao bán ý niệm BRI cho số thính giả rộng lớn hơn trên toàn cầu mặc dù ý niệm này là đối tượng gây tranh cãi, và ngày càng bị nhiều chỉ trích vì xói mòn chủ quyền của các quốc gia tiếp nhận bằng cái bẫy nợ.
“Con đường tơ lụa” không phải là thuật ngữ gốc của Trung quốc. Thật vậy, nó được sử dụng chính thức lần đầu tiên ở Trung quốc vào năm 1989, khi Foreign languages press ở Bắc Kinh xuất bản một cuốn sách có nhan đề “Con đường tơ lụa: quá khứ và hiện tại” của tác giả Trung quốc, Che Muqi.
Che không cho biết thuật ngữ “Con đường tơ lụa”, Seidenstrasse, hay đúng hơn, Seidentstrassen ở số nhiều trong tiếng Đức, là do Ferdinand von Richthofen, nhà địa lý học người Đức đặt ra từ thế kỷ 19. Von Richthofen sử dụng thuật ngữ này trong các báo cáo học thuật của mình từ Trung Á, được xuất bản lần đầu tiên tại Berlin năm 1877.
Tuy nhiên, thuâ��t ngữ này không thường được dùng trước khi Sven Hedin, nhà thám hiểm người Thụy Điển và cũng là một trong những học trò của von Richthofen tại đại học Berlin Lumboldt, bắt đầu sử dụng nó trong các bài nghiên cứu của mình vào những năm 1930.
Hedin rập khuôn theo bước chân của von Richthofen với những chuyến đi ở Trung Á, và vào năm 1936, đã xuất bản một cuốn sách tiếng Đức có nhan đề “Die Seidenstrasse và Sidenvågen tiếng Thụy Điển”. Warwich Ball, nhà khảo cổ học người Úc, trong các bài viết của mình đã đánh giá thuật ngữ “Con đường tơ lụa” như huyền thoại của giới khoa bảng hiện đại, vì đối với nền kinh tế của cả đế chế La Mã và các nước Âu châu thời Trung cổ, buôn bán gia vị với Ấn Độ và các nước Ả-rập quan trọng hơn buôn bán tơ lụa với Trung quốc rất nhiều.
Hơn nữa, nếu từng có thứ gì giống như một “Con đường tơ lụa phía Nam” nối kết miền nam Trung quốc với Ấn Độ dương thông qua Myanmar, thì nó cũng chỉ để Trung quốc dùng vào việc nhập khẩu ngọc bích, vì khi ấy cũng như bây giờ, người Trung quốc xem đó là đá quý, đến từ các mỏ ngày nay ở bang Kachin.
Rất ít thương nhân Trung quốc dám mạo hiểm vượt ra ngoài phía Bắc các mỏ ngọc bích và xuống vùng đồng bằng trung tâm Myanmar, nơi giao dịch thương mại không đem lại nhiều lợi ích vào thời kỳ đó.
Sự thật lịch sử có thể kiểm chứng không phải lúc nào cũng được Bắc Kinh dùng trong việc tuyên truyền cho BRI, vì các cán bộ tuyên truyền của nhà nước hiện đang bận sáng chế ra nhiều “Con đường tơ lụa mới”, dựa vào những con đường trong quá khứ. Ngoài những “Con đường tơ lụa phía Nam” và đường hàng hải, họ còn đang lên kế hoạch tạo ra một “Con đường băng tơ lụa” (Ice silk road) nối kết Trung quốc với các cảng phía Bắc của Nga ở Bắc Băng dương, đến tận Âu châu.
Dự án Bắc cực dự kiến các công ty Trung quốc và Nga sẽ tìm cách hợp tác khai thác dầu khí trong khu vực hàng hải mở cửa. Trung quốc vẫn chưa tuyên bố cơ sở lịch sử nào dành cho con đường băng tơ lụa của họ vì một yêu sách như vậy sẽ ít hợp lý so với những con đường tơ lụa trong tưởng tượng khác.
Nhưng hiện vẫn chưa rõ là chủ nghĩa xét lại “Con đường tơ lụa” của Bắc Kinh sẽ mở đường cho BRI có nhìn về một trật tự thương mại toàn cầu mới, với Trung quốc là trung tâm và hiện đại. Thật vậy, sự đối kháng đang gia tăng trên nhiều tuyến đường của “Con đường tơ lụa mới”.

Hành lang kinh tế giữa Trung quốc và Pakistan dọc theo các tuyến đường tơ lụa cổ xưa, nối liền vùng Tây Bắc tỉnh Tân Cương Trung quốc với cảng Gwadar của Pakistan trên biển Ả-rập, không phù hợp với tầm nhìn lịch sử đối với sự di chuyển tự do của con người và hàng hóa.
Thủ tướng Pakistan, Imran Khan, thường xuyên né tránh các câu hỏi về cách đối xử của Trung quốc đối với người Hồi giáo Duy Ngô Nhĩ ở Tân Cương, nơi có hơn một triệu người đang bị giam giữ trong các trại giam sát biên giới nước ông. Khi báo Financial times đặt câu hỏi về lập trường của ông về vấn đề này, Khan trả lời: “Tôi không biết nhiều về chuyện đó”.
Để Con đường tơ lụa mới được chắc chắn, tầm nhìn thời hiện đại của Trung quốc là viết lại lịch sử. Bắc Kinh vươn ra ngoài biên giới theo những cách chưa từng có trước kia: Xây dựng đường xá, hỏa xa và bến cảng nhằm thúc đẩy kinh tế. Có lẽ von Richthofen không bao giờ tưởng tượng nổi Seidenstrassen của mình sẽ được sử dụng và bị lạm dụng đến mức độ nào trong các mục đích chính trị.
Giống như bản chính con đường tơ lụa, BRI của Tập đang cạnh tranh kiểm soát các tuyến đường thương mại có giá trị, đẩy Trung quốc chống Hoa Kỳ, Liên minh châu Âu, Ấn Độ, Nhật Bản và những quốc gia tìm cách chống lại quyền bá chủ của Bắc Kinh.
Nhưng không giống như thời cổ đại, khi lạc đà mang tơ lụa và những sản phẩm khác từ Trung quốc băng qua các sa mạc ở Trung Á, tính chiến lược địa lý trong cuộc thi ngày nay cũng nhiều như thương mại.

In most Asian countries, people rarely wear their traditional outfit every day. Be it Kimono, or Ao dai, etc., they only remain as a symbol of tradition and only used on special occasions. However, it is different in Myanmar. Longyi - as how Myanmar traditional costume is called, is still surprisingly ubiquitous. Longyi Myanmar must have had such a strong bond with Myanmar culture that it is not replaced by western clothing.
In this article, we will deepen into insights of Myanmar traditional clothes and how it remains popular in this modern society.
A history of Longyi Myanmar
It was not until the British colonial area that Longyi was introduced to Myanmar. Its predecessor is called Paso (for men) and Htamein (for women).

Men’s Paso was a long piece of 30 feet (9.1m), and women’s Htamein was 4.5 feet (1.4m). During this pre-colonial times, the type and amount of clothes greatly represented social status. The more fabric one had, the more affluent they were like to be.
However, ever since its introduction, Longyi had been quickly adopted due to its convenience. Until now, it has become an unmistakable part of Burma culture.
Since people did not wish to wear excessively abundant clothes anymore; and silk, once an expensive material, became cheaper, Longyi is no longer a social indicator. Presently, people, rich and poor alike, can afford decent Longyi(s).
Longyi variations and its reflection over native culture
Each ethnic tribe in Myanmar seems to have its own Longyi style. Therefore, knowing the difference, you can easily tell where people come from based on the traditional clothes they wear. It’s such a great way to understand more about Burma’s rich traditional culture.
Materials
Cotton is the basic material for this Burmese clothing. But elegant materials like silk are popular for special occasions.
Weaves and patterns
There are numerous styles which are associated with particular ethnicities.
Kachin is known for its diamond-shaped patterns, whereas zig-zag pattern is Bama’s signature.
Inle tribe love to have artistically floral patterns which are also popular among ladies.
In the town of Yaw, Ayeyarwady River, central Myanmar, people pride themselves on their Longyi patterns. They include checked patterns with dots and squares. The latter is famous for men.
The most sophisticated Longyi pattern is acheik of Amarapura region. People there weave longyi with attractive and elaborate wave pattern in different color combinations. These fabrics are often used at weddings when the bride and groom would wear them in matching colors.

These unique designs are passed down from generation to generation of minor ethnic communities. More importantly, they are handwoven. Thus, it can be said that the designs are not just a moment of artistic creation, it’s connected to Myanmar’s past.
Longyi Myanmar’s widespread popularity
It does not stay in the country, but it gains popularity among Asia regions. Locals in India, Bangladesh, Sri Lanka, Thailand, Malaysia, and Indonesia also wear Longyi. In these places, the cylindrical dress is called by different names such as lungi, longi, kaili or sarong. Nevertheless, there are not many places that it’s as widely used as Myanmar.
Longyi makes its way into Myanmar people
How men and women wear Longyi in Myanmar
It is not a unisex costume. Each gender has its own signature fabric pattern. Also, how to wear Longyi differs between men and women.
Men
Burmese men wear Longyi with plain, checked or striped patterns. The dress can be worn upside down and inside out alike. Normally, people will tie a knot to hold Longyi in place. The knot is often more or less the size of a tennis ball. However, sometimes Longyi is worn without a knot too. In other times, Myanmar male fold their Longyi up to wear it like a short.

Women
Women’s Longyi (Htamein) often has more vivid and diverse patterns. The floral pattern is also popular too. Unlike Paso (male’s longyi), dress for women has a black band around the waist. Thus, it can only be worn one way. To fixate Longyi, Burmese women often pull all of the fabric to one side of their waist. Then they fold it at the hip and tuck it into the other side.
When to use Longyi
You will be surprised to see how versatile Longyi Myanmar can be. No wonder why Myanmar people can wear this dress every day with little convenience.
For men, this Burma traditional dress can be used for agile activities, even sports games. In this case, you can pull the front part of the dress backward between the dress, then tuck it up in your back waist. This is how Burmese men used to wear when they did farming or other labor activities. In ancient times, soldiers also wore this way.

As they are cylindrical, it can be washed and ironed easily. Moreover, it is pressable, foldable, and easy to hang. Therefore, Longyi does not take a lot of space in your wardrobe.
Changing Longyi is also easy and convenient. One can effortlessly put on a new Longyi without having to remove the old one in advance. Thus, you need no closed space to change. This is how Burmese women usually change their clothes.
Moreover, Longyi makes it simple to wade in the water. Without much worries of getting wet, people can walk in water just by pulling their Longyi a little bit.
In rural regions, men and women wear Longyis when bathing in public for the sake of modesty. On this occasion, you can wear it in the way that you wear your bath towel: wrap it around your torso and tuck it under your armpit.
How Longyi means to Myanmar people
To many elderly Myanmar people, Longyi makes them feel “comfortable, simple, gentle and attractive”. This is the reason why people love to wear every day.
It is the uniform for all students from elementary schools to universities. While some kids prefer to wear modern western clothing, a lot of them still happily wear Longyi to school every day. They have stated that “It is because Longyi is part of Myanmar’s unique culture”.

It can vary in price, depending on patterns, waves, and materials. However, a common dress normally costs US$15-30.
One more tip for you is since Longyi can fall off if it’s tucked by your feet or any sharp objects, safety pins can save your life.
Longyi meets the modern world
Although indeed, Longyi can still be seen everywhere in Myanmar, in recent years, young people have been using it less. Modern fashion with various shapes and sizes give them more choice than a cylindrical dress. It’s the same problem of tradition and modernity. Whether Myanmar traditional dress can keep its position or will it be replaced by modern clothes like in other Asian countries? Only time can answer.

After a contentious week culminated by a chaotic day on Capitol Hill, as we go to press the U.S. House of Representatives is [casting a series of votes/set to vote] on the American Health Care Act of 2017, a bill that would decimate the nation’s prevailing health care law. FSRN’s Nell Abram has more.
Little new info emerges from House hearing with intel chiefs on Russian interference in elections
While various committees have grappled with the health insurance issue, the House Intelligence Committee has been digging deeper into Russian interference in the 2016 elections and a visible rift has opened between the Republican committee chair Devin Nunes and its Democratic leader. The ranking member, Adam Schiff, says Nunes is withholding information from committee members while sharing it with White House officials who may be subject to investigation. Schiff is reiterating calls for an independent, nonpartisan commission to investigate the nature of alleged ties between Russian officials and Trump campaign figures. Meanwhile, Nunes has cancelled what was to be an open hearing with witnesses scheduled for next week, in order to hold a closed session with different people.
The maneuvers came after the Directors of both the FBI and the NSA appeared before the House Select Intelligence Committee Monday for the first public testimony by intelligence agency officials on the Russia issue. FSRN’s Reaux Packard has more.
Confirmation hearings for Trump’s Supreme Court nominee
Another Congressional show-down may be ahead regarding confirmation of President Trump’s nominee to fill out the bench at the U.S. Supreme Court. Senate Minority leader Charles Schumer threatened to filibuster a vote on Judge Neil Gorsuch, saying he’ll need 60 votes to get the job. FSRN’s Nell Abram has more.
Constituents urge lawmakers to push back against proposed EPA budget cuts
The State Dept announced Friday that it has issued a Presidential permit allowing construction of the Keystone XL pipeline to begin. The project was put on ice in Obama’s second term and then revived by executive order in the first week of Trump’s presidency. The pipeline is designed to carry oil from Canadian tar sands to Gulf Coast refineries in Texas and has been the focus of years of campaigning by climate activists. The southern leg of the pipeline – from Oklahoma to the Gulf Coast was constructed separately. Environmentalists say the project depends on the dirtiest form of fossil fuel when the focus should be on investing in renewables.
Meanwhile, the Trump Administration is pushing for a 2.5 billion dollar downsizing at the Environmental Protection Agency, putting the EPA at the top of The White House’s funding cuts list in the 2018 budget proposal blueprint. As FSRN’s Hannah Leigh Myers reports from Denver those proposed cuts put thousands of EPA projects and careers in limbo and are causing the public to push even harder on lawmakers to defend federal environmental protection.
In ‘unprecedented no-show’ U.S. officials skip Inter-American Commission on Human Rights hearings
U.S. government policies and practices on immigration, indigenous rights and the treatment of asylum seekers were the subject of hearings Tuesday at the Inter-American Commission on Human Rights, a body of the Organization of American States. But, for the first time in organization’s history, the U.S. government didn’t even send an official representative to the hearings. Shannon Young has more.
Myanmar law school for minorities prepares attorneys for a role in democracy
Five years of peace talks aimed to end the decades-long civil war in Myanmar have still not achieved a lasting peace between the central government and marginalized ethnic minorities. Rebels remain skeptical of the government, despite the country’s recent transition to democracy.
The fighting, which began in the 1960s, has left hundreds of thousands of people dead, millions internally displaced, and millions more now refugees all over the world. Yet many people who remain in rebel-controlled areas within the country still hope for peace and some are preparing for its arrival. Kannikar Petchkaew reports from Maija Yang, an area of Myanmar controlled by the Kachin Independence Army.
