hashing out the details bcs ffxiv timelines are whack, and I got off-track, but.  some Viktoria stuff re: her parents, EOS, and involvement in expansions. 

rundown for Viktoria is that her parents worked under Midas nan Garlond on Project Meteor and then subsequently on the one continued by Nael van Darnus.  she herself was ca. 15 at the time of Nael’s work and only adjacently involved with it  ( because I wager she would have been too young for direct involvement ),  but her parents were clearly pushing her to strive for the same brilliance.  she was brought up with Project Meteor being something to aspire to, especially because she did not know about the Bozjan Incident.

the resulting calamity is what provided a much needed wake up call and is when her whole business with creating EOS slowly started. by the time of Heavensward, she’s got an extensive network of people working for an ideal more so than a person; only a handful know that she is EOS.  it is not so much a faction or even order to define, but more so people with good hearts who follow the signs provided.  both figuratively and literally.  the symbol of EOS, a rising sun, indicates safety.  it leads you towards a new dawn, to hope. 

they mostly operate in a secretive manner, smuggling people out of Garlemald and all sorts of Garlean occupied territory, trading information not unlike the Domans do for the Scions.  some of their people were once part of the Populares, much like Maxima.  but as their numbers grow, talents of course become more varied.  you just have to find the right person for the job.

there is no individual to follow or creed to join.  just people picking up on goodwill and paying it forward.  a chain of hope and kindness, building their own little communities.  they share an ideal but remain independent, although many speculate about where it started and who keeps it running, because when something goes wrong - such as the symbol being used maliciously - there is always a reaction.  someone is always there to fight for them.

Viktoria is known among many of those communities and has people she works with, largely to assist with finances and solve problems such as the above, but also the handful who know her identity and keep her informed about as much as they can.  she never planned for any of this, it got completely out of hand, but she is committed and will not let go of EOS any time soon.  

What she lacks in battle prowess she makes up for with ingenuity and kindness, even if her attitude is often piercing.  Though Garlond Ironworks has helped greatly, Viktoria is the one to ultimately design weapons that utilize White Auracite to vanquish ( sundered ) Ascians.  

I still have to decide on when she is first met, but she is definitely present during the events of Heavensward and a part of the Omega questline.  If the Ironworks are involved, so is Viktoria.  However, she also serves as a versatile representative once she comes in contact with the Scions - depending on the Warrior of Light in question.  

By my default, she has one foot in Ironworks and the other with the Scions, forging close enough bonds with them to be sent to the First, where she usually stays in the Crystarium or similarly safe locations. While the Scions fights, she takes care of logistics, such as provisions. The revelation of Garlemald’s Founding Father being an Ascian is a whole other can of worms, but wow she hates being in the same room as him. 

Without spoilers, in Endwalker she is committed in her role as an Ironworks representative, much like a messenger bird.  She stays in Old Sharlayan, helping with whatever she can.

I am open to verses where she learns to fight, much like Ryne.  It takes a lot of character development and naturally depends on who teaches her, but Viktoria’s character has a natural affinity for a Gunbreaker / Sage hybrid.
