The answer to that was ‘no’ he didn’t. He lost control of his quirk, and Black Whip manifested itself, when Monoma insulted Kacchan and was putting blame on him for All Might’s retirement.

“Kacchan...” Hearing Kacchan’s words pained him. Izuku knew better than anyone full well that his childhood friend was trying to change. And even saw that in everything that the other had done.

And even though he knew that he probably should’ve been more upset with him for the ‘swan dive’, Izuku just couldn’t find it in himself to hate Kacchan about it. He more hated the idea of it ruining Kacchan’s chances of being a hero if he went through jumping.
