He’s an eccentric we call Ronpa. Just like his nickname, he’s a weird guy who enjoy arguments, especially when he wins them.
Ronpa?

Genocider: I’d tap that. And by "tap" I mean "Kill”.

It might be my imagination, but I think it is a bit of a cultural thing. In Japan, they take recycling very seriously. There is the Container and Packing Recycling Law.  A bit from Wikipedia:
also called law for the promotion of sorted collection and recycling of containers and packaging, has been enforced since april 1997 by the ministry of the environment to reduce the waste of glass containers, pet bottles and paper cartons. since april 2000 plastic containers and packages other than pet bottles have been included.  according to the law, the recycling is conducted by the japanese container and package recycling association (jcpra) (財団法人日本容器包装リサイクル協会 zaidan-hōjin nihon-yōki-hōsō-risaikuru-kyōkai), a government-designated organization established september 25, 1996.
The consumers are required to follow the sorting guidelines established by the municipalities. Failing to comply usually ends up with the refusal of service, meaning that the trash won’t be collected and there will be issued a fine. When the consumer lives in an apartment complex or some other building with multiple tenants, if one single person fails to sort their waste then everybody’s else waste isn’t collected and the entire place is fined. This is probably why Naegi was wondering: he likely learned to sort his waste since young age— but as they are trapped inside the school and take care of their waste, municipalities laws probably don’t apply.
