Why a file specifically intended to not be used was still left in the finished version is unknown, though it is possible (as happens often during game development) that due to being hardcoded into some important object or script, removing the file would have rendered the game unable to run. If rewriting the code would have taken too much time, the file would have simply been left in instead.
