All You Need To Know About Debit and Credit Note under GST
Credit note and debit notes are key concepts under the new GST Law, and are central to the processing of GST invoices. Read on to know more about them:
What is credit note and debit note?
Debit note and credit notes are documents issued by the receiver/supplier of goods and services in case of some errors in the already issued invoices.
A debit note is issued by the buyer to the seller to inform them that a debit has been made in the seller’s account. Usually, when the goods are to be returned or found not up to the expectations, buyers can still issue a debit note. It can be raised under 2 circumstances:
·         When the amount of taxable value of goods needs to be amended after an invoice has been issued;
·         When there is a change in the tax after an invoice has been issued.
On the other hand, credit note under GST is issued by the seller to the buyer when a credit has been made in the buyer’s account. Credit note is essentially a document noting the issuer owes money to someone. It can be raised under 3 circumstances:
·         When the recipient returns the goods;
·         When the goods are of inferior quality, and therefore returned back to the supplier;
·         When there is excess tax being charged by the supplier than the actual.
What is the format of debit notes and credit notes?
The debit and credit note in GST needs to have the following requirements:
ü  Name, address, and GSTIN of the supplier;
ü  Nature of the document;
ü  A consecutive serial number that contains only alphabets and/or numerals, unique for a financial year;
ü  Date the document was issued;
ü  Name, address and GSTIN/ Unique ID Number, if registered, of the recipient,
ü  Delivery address, along with State and pin code, if such recipient is unregistered,
ü  serial number and date of the corresponding tax invoice or bill of supply,
ü  the taxable value of goods or services, rate of tax, and the amount of the tax credited/debited to the recipient,
ü  Signature or digital signature of the supplier or an authorized representative.

In a recent development, which marked the 28th meeting of the Council held on 21st July 2018, the new GST return filing formats were approved. The drafts of the new forms were put in public domain and open for feedback and recommendations.
The new simplified GST return model will be implemented by January 2019. There are two new forms being introduced, Sahaj & Sugam, which are to replace the current GSTR-3B and GSTR-1. Additionally, with the new model in place, all the remaining current GST returns, namely GSTR 2, and GSTR 3, will no longer be existent. In their place, business owners will need to file any of the following forms/declarations:-
v  Monthly returns: for large taxpayers (excluding Composition Dealers, ISD, NRR, TDS and TCS)  
v  Quarterly returns: for small taxpayers
o   Sahaj: for only B2C outward supplies
o   Sugam: for both B2C and B2B outward supplies
o   Quarterly returns: for B2B, B2C and other outward supplies
v  Outward Supplies Annexure
v  Inward Supplies Annexure
v  Payment Declarations

·         The new GST returns model is an introduction of different types of returns, classified on the basis of turnover and nature of supplies.
·         Taxpayers with a turnover of Rs. 5 Cr can now file returns on a quarterly basis in the new Sahaj & Sugam forms.
·         Taxpayers with a turnover of more than 5 crores have to mandatorily file returns on a monthly basis. However, their return too has been simplified with the new model.
·         The proposed drafts have two main tables for:

·         The new model is a single return with the provision for Annexures of invoices. This will help auto-populate the main table for output liability in the return.
·         The invoices can be uploaded on the GST portal 24/7. Additionally, there is a real time viewing facility of invoices which are uploaded by the suppliers.
