Since the "is Zuko disabled" debate is going on on twitter, I decided to add my thoughts.

1: He can't open his eye all the way which likely obscures vision even if there was no damage to the eye.

2: PTSD is a disability.

3: Bryan Konietzko stated that Zuko has some chronic pain where the scar was, which I think points to the possibility of vision and/or hearing loss. Source.

4: Zuko sleeps on his unscarred side unless he's with someone he trusts, which hints at vision and/or hearing loss.

5: His fights subtly hints at compensation for vision loss.

In Zuko Alone (2x7), Zuko takes three major hits. One is head on.

The second hit, Zuko was turning his left side towards Gow when the rock caught his left shoulder/chest:

The third hit, Zuko is standing with his left side towards Gow when Gow strikes. I also think that Gow suspected Zuko had some vision and/or hearing loss, as Zuko more carefully guards his left side and Gow fires more rocks at Zuko's left side:

In the Agni Kai against Zhao. The moment that Zhao launches a hard offense, Zuko turns his right side towards Zhao and manages to defend himself at first. Unlike the fight in Zuko Alone (2x7), his defense is stronger and more controlled.

In conclusion, I think it's more likely than not he's disabled, whether or not you consider a facial deformity itself to be a disability.
