From Quantum Creation FX. The company that did the costuming for Tron Legacy.

This was an in-house test for Tomar-Re for Green Lantern. Obviously, Director Martin Campbell went with a CGI Tomar-Re instead. Which, actually the CGI version is fine, and I have no problem with it. But Look at that thing, a practical version that looks great, and quite frankly really should have been used. Ends up just making you scratch your head. Though I guess with Tomar being CGI in the film, it never looked like he was standing against green screen. Unlike Ryan Reynolds.

Also, judging by some recently released concept art, the suit Tomar is wearing is an early design for the GL corps costumes. 

Another interesting piece are separate costume designs than the one Tomar is wearing. Looks like Quantum tried designing a practical version of the costume that Hal and the other Lantern’s wear in the movie, where it’s just the GL energy covering muscle, and less like an actual costume. Not entirely sure if a practical version of that would have worked, though augmented with CGI, it certainly would have looked better. Though I don’t mind how the costume came off the movie… the floaty green mask was a WAY bigger problem. As was the script. But that’s a whole other argument.
