Oswald was surprised and at the same time astonished. He couldn't argue against that. It's true that neither did he had a place to run and things were shifting. He didn't wanted to stay, he had other things to do, let's be honest.
He took a step in, to come closer. "I-I-I ..." he stutter. "I do know what they can do, but... If I want to be more useful to you, I need to get back and gather more information. I'm... not going to ask you to protect me, obviously,..." he laughs nervously "I can protect myself pretty easily but..." he breath out by his nose and stays quiet.
"No, nothing. Just, go on. I'll call you when I manage to get more information and what or when they will strike. If you are right, then I guess that yes, they might think about the Wayn's murder. If not... I'll tell you what it is, friend." He smiles.

The knocking at his appartment door started off polite. Jim ignored it even i had been Harvey he didn’t think he was ready to deal with his partner without caffine. They weren’t really getting on well with the man finding him cynical. He figured who ever it was would get the message and just leave but no such luck.
The knocking got louder and sped up. “Okay, okay! I’m coming!” He growled out irritably as he got up as ruffled his fingers through his bed head. Jim made his way to the door and glared at the smaller man. “Oswald…” He looked behind him before pulling him into the apartment and closed the door he kept a hand on his shoulder to trap him there. “You shouldn’t be here but… You risked both our lives coming here the matter better be urgent.” He finally moved away from him to the kitchen to start a pot of coffee before leaning against the counter and gave him an expectant look.

Headcanon
On his alone time, Oswald will think a lot, obviously, but always to the point where things will drift onto something else. His mind process will ALWAYS be:
something simple > delusional thought about that simple thing > delusional thing on top of simple thing > everything mix up > he's the best and everyone should die.
it's a very half-panic half "i'm the best and I should be on top" kind of Overthinking.
If at the end of his plan/thought, he's not able to talk his way out of it? Then it's not the right thing.

"Ah- i-" He opened and closed his mouth, blinking a lot, baffled by his words. "Jim Gordon! For god's sake !" He says as he raises his hands up. As he was about to scold the man for his extreme stupidity, he did realised that it was his heroic personality. It was something he realised right away and wasn't something Mr. Gordon was "good" at hiding. He doubt he wasn't even something he tried to hide. His facial expression changed to: annoyance to "I am so done with you".
"I do not even know where I should start on the fact that it is the stupidest idea you *ever* had in your life. And i'm hoping it is the first because, on the name of any religions out there, you sound stupid." He sighed as he lowered his arms and relaxed his shoulders, staring into the cop's eyes. "Jim, I am saying this as a friend: if someone makes a move to kill you, you shouldn't be here. They will send their best killers to make sure that you dissapear off this planet forever. You won't be able to run out or save yourself out of this one. Your little ... prowess among Gotham and if I heard them, that means everyone did, which is the result of what might happen to you." He says with a very serious tone. "There is very little info and even less chance that they will let me over hear the rest of their plans, Jim." He frowns.

My Oswald is actually colorblind but he hides it. Just like his leg pain. He acts it all off because he's too pride, but he's a big cry baby, so when he can, he just ask his mother to cuddle him until he don't feel the pain.

"Well... A man has to work his way up." He said with a grin. "But, if you need any help for anything, you should come to me Jennifer... I would understand if Gotham was still a very frightening place for you, still. I cannot offer a lot, but for the little that I can offer, i'll be glad to give!" He smiles at the other. "Would you like us to have a seat? I learned, not so long ago, that woman often have back pains due to bad positioning and or due to their shoes. My boss taught me this as he told me that his mother was suffering from a lot of back pain now that she grew very old." He sighs as he shakes his head.
"I will be honest, now that I know this information, I worry a lot for my mother. She is very tired lately and it worries me to leave her alone sometimes." He giggle nervously. "But enough of me!" He hold his hand out for her to take. "Let me take you to a comfortable seat and maybe hope that they don't just give alcohol around and maybe that they have food to offer!"
No man had ever kept her focussed for so long whilst crouching before, in fact…none had been able to capture her attention enough to have a conversation with her in such a position. This included all the men at her workplace. With her now aching legs however, Jennifer just had to stand up straight again, still listening to what Oswald had to say. She tried to hold in laughter when he excused his own swearing, something she often did herself.
“You’re aspiring to be more than you are now, whatever for? I admire you for it, though–to prove oneself. My apologies to ask in such a way, but it surprises me that you’re not already in a higher position of power.” Jennifer honestly stated what she thought, he had every right to know after all Her shoulders relaxed from Oswald’s words, that she was now considered a friend. “I feel closer to you as well.” So was he, although she could never express it as easily as Oswald could. “Settling here in Gotham is…different, from other places I’ve lived in. Good thing I can defend myself well.” She said this in good humour, gazing down at the man with a grin.

“Oh lord, it was this Lunatic” he thought for a second. He turned around, giving the man a smile. “Oh! My old friend! Yes, it’s indeed me: The Pingouin. What brings you here? Are you in need of my help?” He asks nicely, with a gentle but forced smile. Let’s be honest, Oswald wasn’t fond of a lot of people and everyone had the same treatment anyway, but it was best to not play with their nerves, plus the Joker didn’t seem… in a bad mood. Yet.

He didn't even looked at him at first but quickly put his gaze on the other man, hoping to have an answer this time.

He can’t say he’s truly surprised by Oswald’s cocky response. It was as if as time went on arrogance had simply ran in his blood. Though Arthur was quite surprised by the sudden turn of the conversation. It perhaps wasn’t best that the other had turned the question onto him. Not in this particular moment.
Penn shifted his weight almost awkwardly, adjusting his glasses, “Perhap it is best I don’t answer that question, Mr. Cobblepot.” He addressed simply, averting his gaze as means to find something to change the subject of their conversation. The words had been a mere slip up, his own frustration at Oswald getting the best of him he supposed.
