States that have a federal Real ID programme also had licences that weren't real ids that you could get if you didn't have the documentation they needed to do the federal one during the transition phase.

When I renewed my Texas drivers licence in 2019 this was an option. When I had to get an AZ one last year cuz mine expired while I was at school, there was an option to get a non-real id if you couldn't provide the documentation (luckily i had everything both times so i didn't need to).
