I propose a simple concept that has already been proven in different sub-forms. I split water into three simple grades, to flush toilets, to wash hands, and drinking water. Sub-standard water for flushing can be stored stagnant to varying degrees from the rainy season and polluted rivers (E. coli). For washing hands depending on depth of summer and dry season, I would skew from filtered water to drinking water.
I will address the main concern primarily around drinking water, as is Maslow’s hierarchy of needs. I would use a two process solution, and the easy description of it is waste is held in a solar oven and gas is harvested from the waste, which is ignited over copper pipes exposed, and copper pipes wrapped in glass sand, where water is evaporated into a condensing unit. In much the same way an alcohol still operates with copper tubing wrapping around a cylinder filled with sand, the central chamber would be used for the burning of dry waste, adding to the thermal velocity. Technology that already exists-
Double shaft E-waste shredding machine.
Solar Ovens.
Alcohol stills (wrap around water evaporation tubing).
Pot Belly stove (central burning unit).
Convex glass.
Bio gas generators.
Reflective heat accelerator petals that follow the sun.
The primary drawback is burnt waste coating the glass. The Smart Flower Solar panel has a similar design, but in a flat circle one presumes a higher back rotates around a circle to increase light and heat over the convex glass. This is the primary treatment centre the secondary process is water evaporation into drinking water.
I would consider a water priming system in the notion of a solar oven that follows the sun as such below-
But the problem is stable consistency and waste processing. There is less equipment to get to drinking water; however it is battling a toxic ecosystem. If I was to be a total perfectionist, about the complete system, it could be possible to half process waste by introducing a bamboo farm, which takes the surface water to a shallow pool, and is used in the same way rice is grown (with a film of some sort to prevent mosquitoes).
The secondary harvest of waste and water would incorporate old tires that are reformed into torus shapes at about 4 meters by 8 meters. A Norwegian company has found a way to freeze tires and break them down. with a few ratchet straps and old fire hoses (American has a good supply), you could in theory plant a pine forest in the desert, or rare trees, with woods used of musical instruments.
Ideally it is all about reducing processing energy. One last point is in a large processing plant, there was the ability to produce electricity from the gas through generation, including non-generation (a reactive converter that produces water and electricity).

Solar photovoltaic (PV) function less effectively with hot temperatures, this is one of the contrasting elements of this problem. My solution requires a black lip/frame around the PV unit that is a heat transfer system; MIT engineers develop “blackest black” material to date made from carbon nanotubes. Heat causes atmospheric distortion which changes the index of refraction of the air. This makes light change direction. In the case of light passing through a solid transparent medium, such as glass, heat energy causes a change in density (expansion) which also alters the refractive index. In Cymatics typically the surface of a plate, diaphragm, or membrane is vibrated, and regions of maximum and minimum displacement are made visible in a thin coating of particles, paste, or liquid. Different patterns emerge in the excitatory medium depending on the geometry of the plate and the driving frequency-

In a Reverse Aeolian Process which pertains to wind activity in the study of geology and weather; and specifically, to the wind's ability to shape the surface of the Earth, but in a reverse state it uses geographical shapes to shape wind activity or  atmospheric distortion. So what you get from a type of Cymatic Reverse Aeolian Process in a type of Synthetic Doppler Effect, when light has a type of half life on reflectance. So in a sense it creates a kind of micro climate, and there is also opportunity in a micro climate to create a vacuum by utilizing the shaded air below through the PV cells through channeled macro/micro vents, which would keep the surface temperature cool and split light from heat and support wave control.
On a windy day I presume this process would not be as functional, but in terms of an improvement, it is. I am sure this is not my only thought on the issue; I will meditate on some more ideas and upload them accordingly.

The problem is the unproductive nature of the weave pattern; hence economic clothing suits mass production of simple forms. My solution involves a pattern design with complementary elements.
The weave pattern is classic stitching is a 2D shape of squares which does little to define the various cooling elements of the body.

Armpits and Shoulders- Hemp for its natural UV blocking characteristics and strength.
Torso- Cotton for its lightweight breathability.
Plastic Threading- Its ability to use the body’s static electricity to move moisture along a thread with the assistance of gravity.
Channel Gradients- Favoring sitting and walking, the weave pattern is much in the same way you find hull ripples beneath a boat.
T-shirts Waistband- Viscose-based fiber (plant cellulose) filler that holds shirts breathability shape, and is linked to the plastic threading to evaporate moisture. On a scale to a concentrated evaporation point.
Concentrated Evaporation Point- In much the same way a silica gel works the most aerated and lowest centre of gravity which presumable is the Sacrum suits walking and sitting. It operates in much the same way a reversed humidor would work,
Air vents- For total system processing reduction, can be represented by less complex weave patterns in hot spots such as the armpits, including holes, and a 2 cm meter fanning system from skin to promote fanning effect through movement, which would require form fitting to represent waves, of which birds float on currents of air generated by the waves. This should spilt moist air below and hot air above.
Internal and external plastic threading- In theory its is shorter to transport moisture through the shirt than to the waist band, I would design a three step process-
Cool air attractive positive forces
Hot air expelling positive forces
Humidity draw positive forces
This could be achieved with plastic fiber size and density, which all leads to a holistic efficient benefit. Plastic does not breathe; it would be used sparingly, less than 3%
Summary-
While the shirt would have to hold operational consistency through wash cycles, all materials are used in clothing regardless. For waist and legs, it is just a copy and paste system based on the human body (aerodynamics, seasonal variations, and thermal dynamics). In function to form, in much the same way micro climates operate; cultures, geographical climates, uses, and lifecycle all contribute to slight variances. The drawback is the plastic fibers (strings) not being biodegradable, but if it was essential in say a school uniform, then it would be considered justifiable, but there are biodegradable options, although it is unknown if it should harvest static electricity.
In terms of the ripples internal to external layers, it could include wave function (armpits) to evaporation ports (air vents) to external evaporation channels (leading below the arm pits (fanned by arm swinging), as well as internal ripples for positive charged, gravity forced, evaporation chambers to the waist band scale.
All of this can be copy and pasted to the entire outfit. Essentially the shirt functions in a three dimensional plane as opposed to a two dimensional profit model.

I have several ideas on Solid Biomass Ignition starters; incidentally they use a theme of desired minimal re-processing. Consequently, I always thought a soft recycling of paper for press molds with substandard water, can produce biodegradable pot plants. I have always wanted a single pot plant mold that I can soak letter box promotion pamphlets in a bucket of water and put them in a mold, and leave it in the sun, much in the same way you would use two different sized cooking pots. Ignition starters need good airflow, and I am reminded of ice cubes in that a small ice cube with a different color is incased in a larger ice cube of another color, with perhaps an herb spring through both. In this context a triangle inside an octagon comes to mind, which is ultimately meaningless if they have the same density and consistency. But if they were soaked in the pre-process of higher and lower density accelerants the, external shell sets the metrics for the internal structure.
While the brief indicates a clean burn, and I think of minimal re-processing of recyclable goods or processing into consumable accelerants, I am reminded of used cooking oil, which is refined into fuel. Used cooking oil would not burn as clean as one would wish, but in a half step process you have thermal mass and stability. Additionally, waste wood in forests that add fire risk, could be harvested to insert a cross section through the shapes; imagine if you will, a tower of toothpicks and suspended triangles, bonding a core thermal combustion scenario over a time scale. At a certain temperature, the combustible vortex is itself the cleaning agent. For the outer husk I would use a plastic derived fuel accelerant, which has high process interaction, however in terms of total product, I can envision back to back, complementary processing systems.
Many industries have byproducts, some of them are accelerants, and it is possible to coat the shapes in a third shell, whereby the accelerant matrix has a-
Slow and warm burn
High and intense burn
Stable and deep burn
Combustible dust could be enchased in the final mould, which is a common by-product of the manufacturing industry, and particularly if the internal shell acts as an aerosol over time, requires an inert system. The balance between the three shells is desirable the flash point of each ignition. The recipe would be different depending on commercial use verse production use, in terms of handing, cycling, and storage, but these systems seem to be complementarily suitable to a functional plant, in that it is cost reductive in a sense.
Vaseline is a by-product of the oil industry along with sulfur and can be used in Fire Jelly, along with calcium carbonate and vinegar which is very readily available (meat works, and the like). In a back to back proceeding system, fermentation of vinegar could be efficiently produced by cooking oil/plastic fuel production. Dried coffee beans are also another dust particle in that the outer shell has its own aeration pockets, with the dried fire jelly crust.
It all comes down to location, desired sourcing miles (as is food miles), application destination, and minimal processing verses back to back functionality on market application. The key themes are-
Recycled biomass must already have an established recycle market.
An acceleration product must already have a productive application.
Which means- cost reduction is inter-relative
As scale is relative to application.
Process is relative to need.
As the seeker has little information on market context, developed, undeveloped, or otherwise, the skew is relative to simply altering the mixture. With that in mind, most mentioned by-products are universal, can be obtained in an efficient bulk, and processed on site at harvesting sites close to cities and industries. While bio-mass is cleaner than coal, and there has been significant development in air scrubbers at coal plants, in a purely industrial setting, I am reminded of the back yard mechanics that used hydrogen production into the air intake vents for better fuel efficiency using glass jars, and also of the French algae lamps that produce oxygen. In terms of combustion if hydrogen was to react in aerosol form with an accelerant such as sulfur you may have a chemical bond that can ignite high density products.
For the final shape I would use a circle, because if it is enchased in the bio-mass and as the jell/husk melts, it sinks the bio-fuel that is suffocating it. What this results in, is a kind of hot coals effect, in that the base of a triangle feeds its own surface plateau, individually or as a group. Evaporating water molecules in vinegar also provides good movement, and with a hydrogen/oxygen air intake system, flash points should be relatively stable. 
A difficult problem to find a solution to-
Noble gasses have been found to have magnetic properties at super low temperatures. The chlorine atom in HCl develops a partial negative charge and hydrogen atoms develop a partial positive charge due to the higher electronegativity of chlorine. This allows chlorine to draw a shared pair of electrons towards it. Such compounds are called polar covalent compounds. Possible solutions to splitting that could operate in symbiotic relationships could include-
Heat exchange vacuum
Pressure exchange vacuum
Super conducting vacuum
In watching gold mining shows I always wondered how easy it would be to duel mine in a Trommel wash plant, for gold and black sand. Black sand mining is something of a concern with environmentalists trying to protect beach sand. To mine for black sand using a Trommel you would magnetize the external cylinder and scrape it off at a de-magnetized point similar to a window cleaner swiping bubbles into a sack. The question remains, how could you complete the same process for HCI. Consequently, temperature affects electrical resistance, consider the two types of charged particles inside an atom: negatively charged electrons, whose motion generates current; and positively charged protons, which are 1,800 times heavier. You could not create a feedback loop to a super cold electric charged magnetic metal because the supply is intermittent, but in a heat exchange vacuum with gravity assist you would force denser objects into a vortex runoff, but it would ultimately affect the primary performance.
You could bond it with a charged particle by bouncing it off a secondary chamber or geometric system if its pressure is consistent, in that flow states obsolete at reduce frequencies, until the negative pressure feedback creates a vacuum in itself. An ionic bond results after a complete transfer of the bonding electrons from one atom to the other. The resulting positively and negatively charged ions are then electrostatically attracted. Ionic bonds rarely have any particular directionality because they result from electrostatic attraction of each ion to all surrounding ions with opposite charge. In metallic bonding, bonding electrons are delocalized over a lattice of atoms. In metals, each atom provides one or more electrons that reside between many atomic centers. The free movement of the delocalized electrons results then in important properties of metals such as electrical and thermal conductivity.
So then if the Trommel represented the combustion chamber and the black sand represented heat transfer then the coating would have to be statically charged positive. Ferromagnetism and Magnetic Hysteresis, repulsion to polar covalent compounds seems like a plausible solution.
The most logical state is solid/liquid lead system surrounding the reaction tank.

Solar Panel Recycling
I recently did an Air Scrubber idea for Rubbish Incinerators; my clean green thinking runs along those lines with this. From a by-product of that process it produces dry wall, heat that turns power into electricity. It could also purify water for consumption. That water purification was similar to an idea I also had for providing clean water on the Inocentive Site. Firstly, manufacturing is extremely expensive, so I examine doing the least first. Theoretically, you could repurpose those solar panels into commercial free range chicken coups as walls and roofs. The dead energy could power a phone, cooling and heating. I am not sure if you send energy to the panels that they produce heat, but it seems like a dead panel to dead panel co-enabled possibility. With the emergence of electric powered boats, a dead solar panel in a similar configuration could absorb residual energy run-off, to prevent electric shocks, in a commercial boating sense, as they would not be very esthetic. 
My recycling idea is a combination of different inefficient industrial processes, which has a lot of waste energy.  It is basically a Rubbish Incinerator with water pipes beneath it. Above sits a Mixed Materials Recycling Furnace, which melts materials at different heights within the furnace and splits those individual materials and separates them. Above the materials recycling furnace is an Electric Arc Furnace, that uses the combined residual heat to process metal. Heat Rises and steam rises, depending on production processing costs, it may be more efficient to switch the Electric Arc Furnace to the middle of the process if its melt point is more expensive than a Mixed Materials Recycling Furnace.
Additional commercial product advantages-
Dry wall.
Heat and Steam.
Hygienic Water.
Mixed materials recycling.
Metal production efficiency.
Circular power rotation.
Rubbish management.
Cleaner complementary industry processes.
Pressure in the form of steam
It is envisioned that a water system as an artery gravitates from fluid to steam, to regulate ambient temperature controls, but does not impede production maximization. One example may use the golden ration as a spiral system of water steam pipes above the furnace from the precursor of water preparation on the rubbish incinerator floor.
Air Scrubber
My solution is creating a light weight slurry vortex at the base, in that the weight of the water does not produce a pressure feedback into the combustion chamber. I would have three (maybe four) water weights (slurry weights) in corresponding individual fumes. At the base of the first fume, I would have a cylindrical tourus where the gas inlet is beneath an internal water fall (slurry). From that, the gas rests in a pressurized system, and a tourus runoff system can treat the slurry in process of scrubbing. If budgeting and space was a problem you could build it around the base of the fume that’s already there.
I think this is a better precondition, of processing the gas because pressure waves can be adjusted to slurry speed and 100% of the gas has to pass this initial step.
If the initial slurry is aerated for secondary products such as dry wall, you can use gas momentum and ambient air pump saturation to force the gases through a second slurry weight. I would use a build beside system and a standard flume system could be modified by changing the gas inlet from the middle to the bottom.
I think it is better to build on a good design than try to reinvent the wheel. However if weight to volume reduces pressure, then resistance to cascade momentum is relative to height and levels, or different sizes (Volumes). For example, there is less chance for a feedback response if a second fume was raised on a platform and the outlet tube from the secondary fume to the third was longer and split the gas into smaller air particles and bubbles (a slurry bubble bath). Obviously, any already standing fume could act as a bypass in case of problems.
The combined weight and pressure of the preceding slurry plugs could be counter balanced with a high volume ambient pressure vacuum (pressure escapes to volume). One would presume the chamber to be relative to the incinerator in terms of pressure and direction. While I could not presume a top down or bottom up gas inlet, or a duel process, the theme is ambient aeration of particles for processing through a flow state vortex.
If activated carbon is used to treat mercury then pumice at around $44.00 a ton, bathed in it, could form a primary air filter. It could be possible to turn the pumice into a secondary product or even design a synthetic density profile of something similar. As mercury is a salt, one synthetic version of a pumice stone could be similar to Roman concrete that hardeners in salt water over hundreds of years through a process that turns it more alkaline
Mater of trust manufacture hair mats for toxic oil spills, and were mentioned on Business Insider under Human Hair Mats Clean Oil Spills. Why Don't Big Companies Use Them? World Wide Waste. If they were processed with activated carbon and a lime solution would form the final air filtering stage.
In terms of maintenance I would pack waste car tires with the pumice hair mix from the top down, so the most used air tire filters can be pulled from the bottom and then processed leaving the cleaner air filter less used at the top as the other tires drop down. You would simply need chicken wire to build the aire tire filters.

Sea Sample
In the solution requirements with a minimum weight of 5kgs (in air), I considered the task economics in the singular process of one sample say per 2km radius. I do not know the actual task dynamics, or efficiency to scale, but it seems to be cupboard convenient statistics, from an above water perspective. With that in mind, multiple test samples could be more efficient from a macro perspective, but would increase such solution requirements such as weight.
One thing I have always been interested in with underwater craft in cold pressure environments is a type of pressure equalizer in the form of a fluid traveling in the internal housing of the craft. In such a system if the fluid is denser it has natural stabilizing factors and can be heated, from a fiber optic/umbilical cord, which should increase the maintenance life. In the Pedal movie the hide the electronics with a goo, but in terms of waterproofing and density equilibrium and modular replacement, it seem symmetrical.
Singular sample system-
There are three main problems, driving a sample pipe into the seabed (Direct Force), holding the sample system after capture (Traction), and retrieving the sample Torque Strength).
The solutions for this is-
An explosive charge (Idea from a person that designed, ‘Jaws of Life,’ from shotgun shells).
Counterbalance shock weight using vacuumed sand.
A reversed engineered bold action rifle that twists after the full extension of the sample action +5%. ��
An airbag attached to sample cylinder, inflated from air can about the size of a paint spray can.
Italian firm Lazzarini designed a blimp, which could be modified as a template design for an underwater craft. I like the design as a single sample system or multiple sample system, if you replace the Helium with sample cylinders and counterbalance weights. Although this amount of samples, would suit autonomous passive design, attached to a surface craft such as an autonomous Jet Ski configuration and satellite link, or a self righting drone boat (circular self righting umbilical track and trail system). I thought of this design when watching a documentary on the Lion Fish infestation in the Gulf of Mexico. It is basically an autonomous Jet Ski drone configuration to an underwater craft that is a kind of swimming paper shredder/wood chipper craft drone (Probably won’t swallow seals though).
Biomimicy is the preferred design concept for the solution requirements, using a track and rail system in the forward area, using a U shape similar to a crab with say four sample extraction devices. The counterbalance shock weight would sit above the U track and would mimic the Chinese Hour Glass Spider or the Soldier Turtle Ant which uses its body to block burrows; this would be the body cavity that uses sand as a counter balance. This would unbalance the craft so legs or a rear cavity would suffice, however a high durable plastic that mimics seals on beaches, closes the sample depth. I would consider two options for craft failure in terms of being stuck on the sea floor- Inflating sample return balloons, without release, and the tactile strength on the umbilical cord as a retrieval system.
One sample at a 2km radius multiplied with four samples, gives a surveying distance of 8km, at a- drag, point, and shoot, operation of about 1-2 hours.
Most of the components are self explanatory except the bolt twist system; a singular sample system would just be a straight arm extension of similar design.

South Pacific Start Up, Computer Language.
Brief
Inspired by Smart Phone releases, and design and artificial intelligence or its adaptive learning systems, this prose, seeks to design a new computer language based on a Novel. The novel in question is War Gods of Love, and the design element, seeks to license the software or make it open source for cloud based systems, smart phones, tablets, desktops, and laptops, or any other digital/computer system.

Solution in the prose
This problem reminds me of portable road tube counters, and the days before satellite television where everyone had satellite dishes, which is indicative of a fixed position. The solution is described somewhat in terms of specific LEO systems. I am not sure what licensing, bandwidth, and subscription elements are required, but I know landmarks and roads are fixed. If a fixed position was its own satellite, in a connected system, would that not decrease bandwidth to a signal, (which is only outgoing, but here is the point), why should it have a single use?
You did mention cell phone coverage and I presume its logical cousin the internet. Brief-
Upward mobility in for Tech startups in the South Pacific region has been underfunded and under resourced. Competition is high in the immediacy of a digital; import/export digital market. Contrasts of quality, is significantly varied as a result of big tech companies.
Under the South Pacific Tech Start Up, Directory, to list your persons and business, you submit your details to the directory. Each directory member is immediately allocated a share of 49% of the company. The first person receives 49% and the second person splits the 49% shares into two, and so forth, and so forth.
With your directory comes the domain name internationalsharemarkets.net which was chosen for being the main driver of business. It has an affinity with the primary motivation drive of business. Under the domain name, is a shared space to show your skills, resources, and abilities, which you can link to in the directory. The site should be designed, and geared towards profit, which increases the values of your shares, that can ultimately result in full time commitment and diversification.
People bring different skills and different values with the table, with the idea that this cannot be uniformly represented in share value, but under the ethos of team spirit, something the South Pacific can readily identify with, not all values rest in the digital world. Reflective relationships between the virtual and real worlds, the diverse needs and problems of clients, and the perceptive experiences of familiar dimensions all are their own problems.
The challenge is; tech development in the finance sector, and once the directory reaches 100 people, it will be self managed under a division of internationalsharemarkets.net by mediators through a system of voting. The project is an inclusive environment, which is reflective of a low upward mobility of the Tech sector which is intended to ultimately support and promote the South Pacific Tech Industry. If the members decide to target a domestic market, then the directory can be merged with internationalsharemarkets.net. If the members decide to target a global market, then the directory will be run as a separate entity.
