"Feminine looking" or androgynous male characters were really popular since back then but they're really powerful in the 90s-2000s. I cant tell if it's even moreso now or it's just the usual prominence. But they were preferred over buff masculine characters.

They gave some of them masculine traits as an attempt to make them heterosexual "for the ladies to fantasize themselves being together with" by design. Not saying this was the purpose of creating kazemaru's character but his base/design is definitely a stereotype if not inspired by it.

i think Kazemaru is one of the characters with more masculine traits in the whole series
