Thankfully, America awakened in time to thwart this challenge through the introduction of its Car Smog Test. It is a biennial (and annual for a select few states only) check or a test required to be done, of vehicles manufactured in 1976 or later, to ensure that they follow the mandatory standards of the allowed levels of engine emissions.
Who Does the Smog Test
Smog Checks in the U.S are regulated by the U.S Environment Protection Agency (EPA) , which aims at safeguarding the public health by controlling the air pollution, and in turn, saving the environment to a certain degree as well. The test is conducted by the California Department of Consumers Affairs’ Bureau of Automotive Repair (BAR) as California is the front-runner in conducting the Smog tests and has its own standards of emission testing approved by the Federal laws. Currently, several US states are conducting the car smog test and follow either the California Standards of smog testing or the Federal Standards. Several states like Kentucky and Minnesota to name a few, have discontinued the test in recent years. When is the Smog test required to be done
When a vehicle is sold in California, the seller must provide the buyer with a smog certificate to complete the sale and if the vehicle has been brought into California from some other U.S state, the buyer still has to get a smog test of the vehicle done in California even though he has a smog certificate issued by some other state. Some vehicles though are exempted from the smog test and that list includes:
1. Electric or diesel powered vehicles manufactured before 1998 or weighing over 14000 lbs
2. Trailers, motorcycles or gasoline powered vehicles manufactured in 1975 or earlier
3. Hybrid vehicles which were an exception till April 2015 but now fall under the purview of the smog test.
Origin of the Car Smog Test
The test first came into practice when the Clean Air Act in the U.S was amended in 1977, keeping in mind the degenerating environmental conditions in several U.S states. California started the test in 1984 with New York preceding it by two years in 1982 and Illinois the following suit two years later in 1986.
How is the Smog Test done
The test involves driving the stationary vehicle on a machine to check the emission levels. At times the vehicle is placed on a machine at such an angle that the fuel pump intake is exposed, thus creating a disturbance in the fuel to air ratio causing the vehicle to fail the test. Hence it is advisable that before taking the car for a smog test, the tires should be inflated and the fuel levels in the vehicle are at an optimum level. Underinflated tires create a pressure on the engine and a vehicle low on coolant tends to overheat quickly. Both of which make the vehicle fail the smog test.
The effectiveness of the smog test is yet to be completely evaluated and the requirements of the California Smog test continue to evolve till date, becoming more stringent. Meanwhile, California continues to lead the US states in working towards a better environment by conducting the Car Smog Test.
