English language requirement for Canada Express Entry Rules program
In 2019 Canada has already welcomed 1000s of successful applicants along with with their families on its PR program, the Canada Express Entry program based on the Canada Express Entry Rules.
This ‘simple’ points-based program allows Canada to screen the tens of thousands of applications from people around the world who are desirous of migrating to Canada and then select the most suitable applicants who will add the best value to Canada.
One of the key criteria of the express entry Canada requirements is for the applicants to score points to demonstrate they meet the English language requirement.
Under the Federal Skilled worker program if the age of an applicant is in between 18-35 yrs with Bachelors Degree equivalency by any ECA body such as WES or IQAS, etc, having work experience of more than 4 years  then the language requirement would be 20 which is Listening:7.5, Reading:6.5, Writing:6.5, Speaking:6.5.
Then the candidate scores more than 67 points which means they qualify for the Express Entry.
For older applicants, there is a trade-off between Experience and IELTS and even IELTS of their spouse/common-law partner [if applicable] to meet Canada Express Entry Eligibility points of 67.
The minimum requirement of IELTS starts from CLB7 to CLB10, any Primary Applicant who is getting 5 or 5.5 in any of the bands, the score will be invalid and they have to reappear for the same, having said if the spouse is getting CLB4 to CLB10, it is still valid for the spouse and it will fetch them 5 points.

Understanding the Express entry framework
The Canada express entry program is a points-based system that awards points to the applicants based on age, educational qualification, work experience, ability to speak English [even French] and for the ability to adapt in Canada.
Canada Immigration Scoring System states that the key concern for any applicant is on how to improve their scores on the comprehensive ranking system [CRS], typically the CRS scores can be improved by either Perfecting your profile on parameters of Language, Education and adding skills of spouse/common partner.
Applicants can also proactively prepare for an ITA or provincial nomination
For instance, the ability to score points for language is an example of a valuable factor within the CRS and can be worth up to 190 CRS points by considering single applicant and CLB10 as an IELTS band and CLB7 ( B2 level) in the French language.
Language is also a crucial parameter that can often be aimed at improvisation because the levels and benchmarks needed to enter the Express Entry pool are considerably lower than the level that awards the maximum CRS points.
Federal Skilled Worker Express Entry Canada has parameters where a candidate who wants to enter the Express Entry pool must score a minimum Canadian Language Benchmark (CLB) of 7 is required in each language ability — Listening, Reading, Writing, Speaking with Master’s or Dual Bachelor’s Degree with 12 months of experience from one of the companies of the last 10 years.
However, the highest language level for which points are awarded within the CRS is CLB 10.
Language proficiency is also significant because it counts for points in several sections of the CRS:
Within the human capital factors such as Age, Education, Language Ability, Canadian Work experience
Within the skill-transferability “combinations”;
Within the additional factors such as the French language
The following illustration shows how language combined with another factor, in this case, education, can be worth up to 50 points.
Skill transferability combinations for education and language
A Canadian Language Benchmark of 9 or higher is needed in all four language abilities —Listening, Reading, Writing, and speaking — to obtain the maximum of 50 points.
Having even one ability below CLB 9 could make you fall from getting the full 50 points. On the contrary, focusing improvisation on a single ability could earn you many points.

Canada Express Entry draw 2020 Update
The Government of Canada kicked off the new Express Entry year in an impressive style Wednesday, issuing 3,999 invitations to apply for Canadian permanent residence to candidates with scores as low as 471, in the first Canada Express Entry Draw 2020.
This was the highest number of invitations issued in a first draw of the year in Express Entry’s five-year history, marking the start of a 12-month cycle that is expected to see Immigration, Refugees and Citizenship Canada (IRCC) break last year’s Express Entry record of 89,800 Invitations to Apply (ITAs).
In order to meet its higher 2020 targets, it is expected that IRCC will have to issue more ITAs over the course of this year than it did in 2018. Last year saw IRCC gradually increase draw sizes, from 2,750 ITAs to 3,900.
If a similar pattern continues this year, draws of 3,999 ITAs could grow larger — and larger draw sizes could affect the minimum score if they are held on a regular basis and we hope the draws are going to come down.
Today’s minimum score of 471 was 10 points higher than the previous invitation round on December 19 2018.
One cause of this is the time between draws. Longer periods between draws mean more candidates can enter the Express Entry pool or take steps to increase their existing scores.
One example of this would be provincial nominee programs. A candidate in the Express Entry pool who receives a provincial nomination obtains an additional 600 points toward their CRS score. In addition to increasing its Express Entry targets for 2018, Canada also increased its PNP target significantly.
The December 19 minimum score of 439 reflected the fact only one week passed between that draw and the one before it on December 12, which had a cut-off score of 445.
Canada’s Express Entry system had a banner 2018, and the coming year could be even more exceptional.

Nearly 60 per cent of all new permanent residents expected this year are slated to arrive through economic immigration programs. Of these, four programs — the three Federal High Skilled programs managed by Canada’s Express Entry system and the Provincial Nominee Program (PNP) — are expected to account for nearly 75 per cent of all economic admissions.

Covid 19- Effect of Covid 19 in Bulgaria
The first Coronavirus pandemic cases in Bulgaria was confirmed on 8th March 2020 and as of 31st March 2020, there has been 359 confirmed corona cases across 22 out of the 28 Bulgarian provinces, with 8 recorded deaths and 17 recoveries. There has been a total of 6454 PCR test been performed by 26th March 2020.

On 13 March, after 16 reported cases in one day, Bulgaria declared a state of emergency for one month until 13 April. Schools, shopping centres, cinemas, restaurants, and other places of business were closed. All sports events were suspended. Only essential stores like supermarkets, food markets, pharmacies, banks and gas stations remain open. All arrivals from Italy, Spain, Iran, South Korea and China were placed under mandatory 14-day quarantine.

Compared to other states infected in Western Europe, COVID-19 is relatively less spread in Bulgaria with 359 confirmed cases and 8 deaths as of 31st March 2020. The government has implemented series of measures, which are mainly focused on containing the spread of coronavirus, including social distancing and travel restrictions. Economic policies to ease the negative impact of the COVID-19 by increasing liquidity supply, employment support, and rescheduling of various tax and utility payment deadlines.

About 12% of Bulgarian businesses have been compelled to seize operations as a result of Covid-19 outbreak in the country which forced the government to declare a state of emergency in the state.

Needless to say, the Bulgarian government is taking radical measures to safeguard the economy of the country and reduce the impact on its population and businesses. Prime Minister, Boyko Borissov, introduced a package of financial measures worth 2.3 billion Euros towards helping businesses stay afloat.

The capital of Bulgarian National Bank has been increased.
To cover 60% of salaries for employees of worst affected businesses.
Offer interest-free loans to workers who have been force to take unpaid leave.
Additional remunerations in the ministries of health, interior and defence
Payment of annual corporate tax has been deferred to 30th June 2020.
Monetary and Macro-Financial
Capitalization of the 2019 profit in the banking system (about 1.4% of 2019 GDP)
Increase in liquidity of the banking system by BGN 7 billion (6% of 2019 GDP) by reducing foreign exposures of commercial banks.
Cancellation of the increase of the countercyclical capital buffer planned for 2020 and 2021 with effect amounting to BGN 0.7 billion, or about 0.6 percent of 2019 GDP.
Capital increase of the state-owned Bulgarian Development Bank (BDB) by BGN 700 million (0.6% of 2019 GDP), of which BGN 500 million to be used for the issuance of portfolio guarantees to commercial banks for the extension of corporate loans and the remaining BGN 200 million to provide interest-free loans to employees on unpaid leave (up to BGN 1500).

Government measures is supporting its economy during Covid 19 crisis

ONTARIO
The Ontario government announced on 23rd March 2020 that all non-essential businesses in Ontario would be required to close by 24th March 2020 in a bid to slow the spread of COVID-19. The government reassured Ontarians that they would access to grocery stores and pharmacies, and that power and telecommunications will not be affected.
The Ontario Government is enabling $1.9 billion in relief for employers to reduce the financial strain on business brought on by COVID-19. The measure, which will run through the Workplace Safety and Insurance Board (WSIB), will see premium payments deferred for six months for all businesses in the province. The Workplace Safety and Insurance Board covers over five million people in more than 300,000 workplaces across Ontario.
All employers covered by the WSIB’s workplace insurance are automatically eligible for the provisions of the relief package and can defer premium reporting and payments until August 31, 2020. Businesses are not required to inform the WSIB that they will be taking advantage of this financial relief package.
Additionally, the WSIB will not charge any interest on all outstanding premium payments. They will not charge penalties during this six-month deferral period. There will be no negative consequences for businesses who defer premium reporting and payments. The WSIB will continue to fully cover workers at eligible workplaces.
The relief program is part of a $17 billion package included in Ontario’s Action Plan: Responding to COVID-19. The government’s action plan will make available $10 billion in support for people and businesses through tax and other deferrals to improve their cash flow, protecting jobs and household budgets.
Additionally, through the WSIB, the government reduced costs to employers by a new rate framework and the elimination of the unfunded liability charge, putting more than $2 billion back into the economy.

BRITISH COLUMBIA
British Columbians are asked to stay home as much as possible to prevent possible spread and infection of COVID-19. On 23rd March 2020, British Columbians Premier John Horgan announced a $5 billion economic “action plan” that is being put in place to help support people and businesses in British Columbia as the COVID-19 pandemic continues.
The package includes $2.8 billion in financial relief for residents and $2.2 billion for businesses. Of the $2.8 billion, the province is dedicating $1.1 billion to boost the income of people affected by COVID-19.
The new emergency benefit for workers will provide a tax-free $1,000 payment to British Columbians whose ability to work has been affected by the outbreak. It will be a one-time payment for those who receive federal Employment Insurance (EI), or the new federal Emergency Care Benefit or Emergency Support Benefit as a result of COVID-19 impacts. This includes workers who have been laid-off, who are sick or quarantined, parents with sick children, parents who stay at home from work while child care centres and schools are closed, and those caring for sick family members, such as an elderly parent. The workers can also be EI-eligible and non-EI eligible, such as the self-employed.
The Province is also allocating $1.7 billion for the critical services British Columbians need. That includes investments in housing and shelter supports, income and disability assistance programs and crucial health services, such as funding for the BC Centre for Disease Control hotline, quarantine costs, lab tests and work underway at the First Nations Health Authority and the United Way’s Better at Home program for seniors.
The new emergency plan will also benefit people with student loans by freezing student loan payments for six months, starting March 30th. Federal student loan payments are being frozen as well.
The provincial government also says British Columbians need more time to pay their bills so ICBC is extending hydro bill referrals to up to 90 days.
People dealing with job loss, illness or loss of wages due to COVID-19 may also qualify for BC Hydro’s Customer Crisis Fund grant program for up to $600.

SASKATCHEWAN
The Government of Saskatchewan has launched a Business Response Team to support businesses in the province dealing with the economic challenges resulting from COVID-19. The Business Response Team, led by the Ministry of Trade and Export Development, will work with businesses to identify program supports available to them both provincially and federally.
Business Response Team to be established – An email address and toll-free telephone number have been created to provide businesses a single point of contact to help answer questions. A single window information webpage has also been developed for businesses to access information and receive timely updates on provincial support initiatives. The webpage includes information on both provincial and federal support measures, including the province’s recently announced financial support program.
The plan focuses on reducing costs for businesses and individuals. The program should total around $10 million, and will primarily benefit self-employed Saskatchewan residents. People must meet the following criteria:
They have contracted COVID-19 or are showing symptoms.
They have been in contact with an individual infected with COVID-19;
They have recently returned from international travel and have been required to self-isolate; and
If they are not eligible for compensation including sick leave, vacation leave from their employer
If they do not have private insurance covering such disruptions
If they are not covered by other programs such as federal employment insurance that has been updated.
Three Month PST Remittance Deferral and Audit Suspension – Saskatchewan businesses that are unable to remit their PST by the due date may submit a request for relief from penalty and interest charges on the returns affected.
Crown Utility Interest Deferral Programs – The government announced a crown utility interest deferral program waving interest on late bill payments for up to six months which is available to all crown utility customers.
Student Loan Repayment Moratorium – A six-month student loan repayment moratorium has been put in place, mirroring a similar federal provision. This moratorium provides individuals with student loans immediate relief, and comes at a $4 million cost to the provincial government.
Changes to Employment Standard Regulations – In addition to changes made to changes to The Saskatchewan Employment Act that introduced a new unpaid public health emergency leave and removed the 13-week employment requirement to access sick leave and the requirement for a doctor’s note to access sick leave.

Covid 19 – Effect of Covid 19 in Canada’s Provinces
According to the surveillance taken by World Health Organisation (WHO) as of 29th March 2020, Canada has about 4,757 confirmed cases (739 new cases) and 55 confirmed deaths.

Out of all 10 provinces in Canada, Quebec has the highest number of confirmed cases tolling up to 2,840 confirmed cases, 22 confirmed deaths followed by Ontario with the second highest number of 1,355 confirmed cases, 19 confirmed deaths and British Columbia with the third highest number of 884 confirmed cases and 17 confirmed deaths.
As on 18th March 2020, Canada has banned foreign nationals from all countries, except USA from entering Canada and has closed its borders to all non-essential travel. Canada has also announced financial help, through the COVID-19 Economic Response Plan, for Canadians and businesses facing hardship as a result of the COVID-19 outbreak.
Appended is the total number of COVID-19 cases in Canada 6,243 diagnoses and 63 deaths (as of March 29, 7:51 p.m. ET);

Understanding Canada Express Entry Program
Express Entry is a pathway for skilled workers to get permanent residency in Canada. The application process is fast and takes 6 months or less to be processed. The applicants are score under the Comprehensive Rating System (CRS) which takes into account their educational qualification, work experience and other criteria.

Score points for work experience: At least one year full time paid work experience or 2 years part time work experience in the National Occupation Classification (NOC) { O A B} O=Managerial Level Occupation A=Technical Level Occupation such as Engineers, Dentist, MBBS, Architects B=Professional Level occupation such as Chefs, Plumbers, Electricians
Language ability: Obtain minimum score of Canadian Language Benchmark (CLB) 7 in all four abilities [reading, writing, speaking, and listening] in English as a First Language and CLB 5 in all the four abilities [reading, writing, speaking, and listening] in French as a Second language.
Score points for education degree: Post-Secondary Degree or Diploma in Canada or Education Credential Assessment (ECA) from an approved agency affirming that the Bachelors degree or Diploma obtained from outside Canada is equivalent to Canadian degree.
Selection factors: In addition to the factors mentioned above applications are assessed on Adaptability. Adaptability includes Siblings in Canada, Valid Job offer in Canada, Spouse, English language score, etc.
The above factors are part of a 100-point grid used to assess federal skilled workers. Applicants are awarded points for how well the applicant scores in each of the six factors. If the applicant scores more than or equal to the set marks, they can qualify for the Express Entry pool. The current pass mark is 67 points.
Proof of funds: it is mandatory for the applicants to show that they have enough money to support themselves and their family members without recourse to public funds.
Exception is given to the applicants who can legally work in Canada or have a valid job offer.
Federal Skilled Trades Program
This program is for people who want to become permanent residents based on their skilled trade.
Skilled Trades currently eligible for the Federal Skilled Trades Program are organized under these major and minor groups of the NOC:
Major Group 72, industrial, electrical and construction trades,
Major Group 73, maintenance and equipment operation trades,
Major Group 82, supervisors and technical jobs in natural resources, agriculture and related production,
Major Group 92, processing, manufacturing and utilities supervisors and central control operators,
Minor Group 632, chefs and cooks, and
Minor Group 633, butchers and bakers.
Apart from this, the applicant will need to provide evidence of having met:
Score points for work experience: At least one year of full time paid work experience in the National Occupation Classification (NOC)
Language ability: Obtain minimum score of Canadian Language Benchmark (CLB) 5 for speaking and listening and (CLB) 4 for reading and writing in English or French
Score points for education degree: Secondary or Post secondary education in Canada or Education Credential Assessment (ECA) from an approved agency affirming that the degree obtained from outside Canada is equivalent to Canadian degree.
Selection factors: In addition to the above factors, applications are assessed on Age, Adaptability. They will need to go to the specific Canadian province or territory to be assessed.
The process is changes as per the location the applicant wants to live in and their chosen field of work.
Canadian Experience Class (CEC)
In order to qualify for the CEC through Express Entry, applicants must have:
At least 12 months of skilled work experience in Canada, in the last three years (before the application).
The work must be:
full-time OR
an equal amount in part-time
gained your work experience in Canada with the proper authorization
meet the required language levels needed for job in each language ability
planned to live outside the province of Quebec
Note: Self-employment and the work experience gained by the applicant as a full-time student (such as on a co-op work term) doesn’t count under this program.
Step 2 – Invitation to apply
The eligible applicants will be invited to apply if they are:
nominated by a province or territory or
are among the top ranked in the Express Entry pool based on skills and experience.
Once the applicant receives an invitation to apply, they have 90 days to submit an online application for permanent residence in one of these programs:
Federal Skilled Worker Program
Federal Skilled Trades Program
Canadian Experience Class
Express Entry streams of the Provincial Nominee Program
The Express Entry profiles are valid for one year. For those applicants, who do not receive an invite can apply for permanent residence after 12 months, by re-submitting their profile and re-entering the pool (as long as they still meet the criteria).
