Summer Zone Class 12 Exams commence Altaf Bukhari visits Examination centres, inspects arrangements JAMMU, FEBRUARY 27: The Minister for Education Syed Mohammad Altaf Bukhari today conducted on spot inspection of arrangements made at the examination centres for smooth and fair conduct of class 12 summer zone board exams, which started from today. A high level team of officers, including commissioner secretary, School Education, Shaleen Kabra, Chairman Jammu and Kashmir Board of School Education, Prof Zahoor Ahmad Chatt, Director School Education, Jammu Babila Rakwal and other senior functionaries accompanied the Minister during the inspection. The Minister visited various examination centres established at Higher Secondary School, Channi Himmat, High School Kalu Chack, Boys High School Digiana and Girls High School Raipur Satwari, on the city outskirts. On the first day, the exams were conducted for Geology, Philosophy, Psychology, Education and Music subjects. In a significant measure to ensure smooth and fair conduct of exams, this year the authorities have established all examination centres in Government schools. In this regard, an extensive exercise was made by JKBOSE in consultation with the School Education Department to arrange adequate infrastructure at accessible schools so that students may not face any inconvenience. The board exams for class 10 are starting from March 2, 2017. During his visit, the Minister interacted with school heads, invigilator staff and the superintendents to inquire about the arrangements made for the students appearing in the exam. The Minister expressed satisfaction over the arrangements put in place. However, he directed for taking immediate measures for safe drinking water and lighting where ever such need was felt. The Minister also inspected the premises of each school and inspected the available accommodation and other infrastructure. Responding to the demands raised by school heads, the Minister issued on the spot directions for necessary repair of building and making available sufficient number of desks to each institution. He also suggested for installation of Solar light system to ensure round the clock light in the schools. "I will talk to the concerned Minister to explore the possibility of having solar light system in the schools" he said.

JAMMU, FEBRUARY 28: Minister for Education Syed Mohammad Altaf Bukhari today said the Government will prioritize timely completion of Rashtriya Madhyamik Shiksha Abhiyan (RMSA) works by evolving an effective monitoring mechanism through the education department itself.
Chairing a high level meeting convened to review the physical and financial progress under flagship RMSA scheme here today, the Minister asked Education Department to monitor the pace of works taken up under various components of the secondary education scheme.
Secretary School Education, Shaleen Kabra, Project Director, Rashtriya Madhyamik Shiksha Abhiyan, Suagat Biswas, Director School Education, Jammu Babila Rakwal, senior functionaries of RMSA directorate and education department were present at the meeting.
“Don’t look at the executing agencies for completion of works. Take own initiatives to ensure timely completion and go for rationalization of cost of works as per the geographical condition of the areas,” he said.
Citing the example of Girls hostels being constructed in educationally backward blocks, he said the construction cost could be well less of the estimated cost in a particular area and could be more in hilly areas. This should be kept in mind while going for tenders as the savings at one place can be utilized where the cost could be higher due to geographical conditions or for developing other infrastructure. He also called for exploring the possibility to execute the works by the department itself adding a works division can be created for the purpose.
Pertinently 68 Girls’ hostels are being presently constructed under RMSA in various educationally backward blocks near main educational institutions of the place to facilitate education of girl students from rural catchment areas.
Describing the project as highly fruitful for promotion of girl education, the Minister asked the authorities to go for rental accommodation till the hostel buildings are completed- for which there is already a provision in the scheme.
The Minister asked the authorities to complete the process of hiring buildings by end of March as also start enrolment of girls in all identified areas. He set April 1, 2017 as deadline for completing the whole process and shifting of girls in the rented hostels.
The Minister underscored the need for optimum use of infrastructure being developed in schools under RMSA and SSA, especially for computer and IT education.
It was informed that 407 new higher secondary schools would be equipped for computer and IT education, while facility at existing 220 schools would be further upgraded this financial year.
Under this component of RMSA, government would develop a set-up to provide and augment the IT education in schools and also to enhance the quality of IT existing education schemes.
The meeting was told that presently 222 higher secondary schools have been provided IT infrastructure to run smart classrooms and e-Education learning, besides acting as community facility.
The government has also decided to run short term computer courses through these establishments after the schools hours to promote IT and Computer Education among the local youth.
The Minister called for judicious use of funds in the construction of building and facilities therein. He called for taking special care of the needs of special children while making buildings as provided under the Inclusive Education component of RMSA. He asked the officers to go for innovations while developing infrastructure as they have to meet needs of huge geographically diverse area.

Altaf Bukhari vows to make education as a meaningful national investment

Srinagar, Feb 22 (KNS): Exuding full confidence on the ability and academic excellence of the teachers’ community in the State, Minister for Education Syed Mohammad Altaf Bukhari today appealed them to focus on the overall personality development of the students in the State.
Speaking at a one day workshop on “Prime Minister’s Special Scholarship Scheme” organised by the Higher Education Department (J&K Govt.) on 22nd February, 2017 at SKICC, Srinagar, the Minister for Education, said that he will explore all avenues to help out needy students from primary to university level so that financial constraints do not stop brilliant boys and girls from attaining regular education anywhere in the country.
MoS Education Priya Sethi, Chairman AICTE, Prof. Anil D. Sahasrabudhe, Principal Secretary school education, Shaleen Kabra and Commissioner Secretary, Higher Education, Dr. Asgar Hassan Samoon also spoke on the occasion.
Bukhari observed that the teachers and students shall be helping him in devising a vision for J&K Education. “It shall never be one way traffic and as per my personal whims and likings. In this regard I shall be looking forward to receive my teachers and students anywhere and anytime,” he added.
Stressing on the need for simplification of eligibility criteria for availing scholarships under PMSSS including raising the present income slab of Rs 6 Lacs per anum, Bukhari said urged the Chairman AICTE to facilitate ITI engineering diploma holders to get lateral entry to B. Tech course under PMSSS.
The minister said that the responsibility entrusted to him is a tough one, but expressed hope that all the teachers and students shall be giving positive inputs for the progress of the educational system in the state to which he shall be always receptive and available.
Appealing the students for the optimum utilization of benefits under PMSSS, Bukhari appreciated the resolve of the students and teachers for bringing laurels to the state against all odds. Bukhari also pledged to remove hurdles that are faced by the educational institutions in their efficient functioning and vowed to make education a meaningful national investment.
The Minister of State for Education, Priya Sethi called for cooperation and hard-work from all stake-holders to achieve the objective of placing the students of the state in prestigious colleges of the country keeping the subject choice of the student in consideration.
Prof. Anil. D. Sahasrabudhe while thanking the organisers expressed his contentment that despite limitations the education of the state has been progressing well and making a mark even in CMAT and GPAT examinations. He briefly discussed the nature of the PMSS scholarship and also announced supernumerary seats from the current session for various courses which are more in demand. He also deliberated on the changed nature of the fund transfer from AICTE making the scheme hassle free for the students as well as the institutions opted by the students.
While Dr. Asgar Hassan Samoon, Commissioner Secretary, Higher Education gave a welcome address, Dr. Yaseen Ahmad Shah delivered the inaugural address on this occasion.
