This reminds me of something Adam Smith voiced in Wealth Of Nations Book I Chapter XI in regard to restrictions placed on distilled spirits in Britain.
Smith writes:
"It has for some time past been the policy of Great Britain to discourage the consumption of spirituous liquors, on account of their supposed tendency to ruin the health and to corrupt the morals of the common people. …
A law was enacted to restrain the retailing of spirituous liquors in small quantities. … The disorder, however, went on increasing till, in 1751, it was thought necessary to reduce the number of licenses."
"The law was evaded, however, in many different ways, and the consumption of those liquors was by no means so effectually diminished as the legislature seems to have expected."
Later in Book V, Smith argues that taxing alcohol is a better approach than prohibition because:
- It generates revenue for the state.
- It moderately discourages excessive consumption without outright banning it.
- It avoids the "unintended consequences" of prohibition (crime, corruption, and underground markets).
His broader philosophy suggests he would oppose any similar bans on moral or paternalistic grounds, favoring market-based solutions instead.
