Okay but I actually have rationale for some of these:

Perfection/Zagreus: seems petty enough to find the Doctor's home universe and build some long-term convoluted plan. Also, it would be fun

Brax: I don't know enough about him but he's the scheming/plotting type and doesn't always have the greatest relationship with his brother?

Frobisher: shapeshifter??? "what if she's a companion/related to a companion" but it's the EU comics and audios penguin

Romana: some post-War regeneration that's a bit lost and bitter and clinging onto a sense of normalcy? idk maybe she's fobwatched

Omega: Rassilon's come back to life so many times, give him a chance

The Valeyard: Still around somehow, regenerated, doesn't like his old job anymore and decided to go back to Earth. Makes a certain kind of thematic sense, too: the Doctor, having finally beaten Death but causing more death in the process, is confronted with the version of himself that is the closest to dying and arguably the most apathetic about life...

Doris Lethbridge-Stewart: Honestly, no idea. Maybe how they referenced the Brig in Legend of Ruby Sunday?

Just a normal human being: This is the most likely one to me. I mean, imagine you live in London, it's your home, and it's great except every once in a while bloody aliens and robots and who knows what else keep causing trouble. And half the time there's some bloke called the Doctor hanging around the mess. And you'd love to just live your life, except it keeps getting interrupted by the latest iteration of "oops, Daleks again" or "oops, giant crevasse in the ground" or "oops, everyone hates each other now," and you're not getting any younger and just want a moment of peace? Yeah, makes sense.

Humanoid timeship: "Never seen a TARDIS before? You sure? Wouldn't blame you, that thing is ancient and the chameleon circuits don't even work. Anyway I'm right here, and gahhhh it's so boring on this planet, I can't wait to be done."

Some other family member: Maybe she's the kid the Doctor hasn't had yet. Maybe she's some exasperated relative who's so annoyed by the Doctor's antics that she left Gallifrey to tell him and somehow avoided the War. Maybe she used a Chameleon Arch on herself and just regained her memories.

The Seventh Doctor, Somehow: idk but would you put it past him?
