Suomen poliittinen kulttuuri suosii erityislaatuisuudella pöyhkeilyn sijaan vaatimattomuutta. Kansallisen nöyryyden alleviivaaminen saa paljon todennäköisemmin vastakaikua kansalaisissa kuin mahtailu Suomen ainutlaatuisuudella suhteessa muihin valtioihin.

Mutta pinnan alla on toisin: myös me suomalaiset uskomme syvästi erityislaatuisuuteemme. Erityisen hyvin se näkyy säännöllisesti esiintyvissä tulkinnoissa, joiden mukaan Euroopassa ilmenevät kielteiset ilmiöt eivät koske Suomea.

Yksi Suomen erityislaatuisuuden tunnetuimmista ilmentymistä on tulkinta Suomen käymästä erillissodasta toisen maailmansodan aikana. Vaikka enemmistö suomalaisista historian professoreista tulkitsee, että Suomi ei käynyt jatkosodassa erillissotaa vaan oli natsi-Saksan liittolainen, uskomus erillissodasta elää vahvana kansallisessa muistissa. Natsien liittolaisia olivat ne muut, emme me.

Toinen erityislaatuisuuttamme alleviivaava tulkinta liittyy Suomen Venäjä-suhteeseen. Vielä muutama vuosi sitten meillä uskottiin vahvasti, että Suomella on erityisasema suhteessa Venäjään.

Ulkopoliittisen instituutin tutkija Sinikukka Saari analysoi osuvasti jo kymmenen vuotta sitten tulkintaharhan johtuvan siitä, että Venäjä-suhdetta tarkasteltiin usein ilman vertailukohtaa tai laajempaa kontekstia. Kun vertailukohtaa ei ole, oman toiminnan voi uskoa olevan täysin poikkeuksellista.

Uusin ilmentymä uskomuksesta erityislaatuisuuteen näkyy tulkinnassa Suomen sitoutumisesta sääntöpohjaiseen kansainväliseen järjestelmään. Se on pitkään ollut Suomen ulkopolitiikan kulmakivi.

Suomalaiset poliitikot paheksuvat kovaan ääneen Unkarin kaltaisia EU-maita, jotka rikkovat kansainvälisiä sopimuksia ja irtaantuvat yhteisistä säännöistä. Mutta kun Suomi tekee samoin säätämällä kansainvälisiä sopimuksia räikeästi rikkovan käännytyslain tai eroamalla miinakiellosta, tulkinta on paljon hämärämpi.

Suomen toiminta ei olekaan sääntöpohjaisen kansainvälisen järjestelmän heikentämistä, vaan erikoisen tilanteen välttämätön erillisratkaisu. Poliitikot voivat edelleen vakuuttaa Suomen puolustavan määrätietoisesti sääntöpohjaista kansainvälistä järjestelmää, vaikka samaan aikaan Suomen esimerkkiä käytetään muualla oikeuttamaan kansainvälisten sopimusten rikkomista.

Voikin sanoa, että Suomessa ei ole ollut pelkästään erillissotaa, ”erillishakaristiä”, erilliskoronaa ja erillissuhdetta Venäjään vaan myös kansainvälisen järjestelmän erillissäännöt. Erillisajattelun ongelma vain on, että siinä kansallinen huomio suuntautuu rajat ylittävien ratkaisujen etsimisen sijaan sen perustelemiseen, miksi muualla ilmenevät ongelmat eivät koske meitä.
