As the Commissioner of Police in Nagpur, I have always believed that public service extends beyond enforcement. It’s about shaping a safer, healthier, and more responsible society. On October 19, 2024, when we launched Nagpur Police Operation Thunder, we knew we were igniting more than just a crackdown – we were starting a movement. This blog takes you behind the scenes of Operation Thunder Nagpur, especially its youth-focused mission, Mission AXE.
Our objective? To expose and eliminate the growing menace of narcotics in Nagpur, to ensure youth drug safety in Nagpur, and to restore trust between communities and law enforcement.
The Rise of the Threat: Narcotics in Nagpur
Over the past few years, we’ve observed a dangerous trend: an alarming increase in the use of e-cigarettes, hookah flavors, nicotine salts, and other narcotic paraphernalia among the youth of Nagpur. These products, cleverly disguised and illegally distributed, were invading neighborhoods under the guise of lifestyle accessories.
It wasn’t just about the law anymore; it was about the impact of drugs on youth, education, and families.
The Launch of Operation Thunder
Operation Thunder wasn’t a spontaneous reaction. It was a well-planned, intelligence-driven, and community-conscious mission. A confidential report from “Web Supply” about illegal storage and distribution of hookah and tobacco products prompted immediate covert investigation.

Mission AXE: A Specialized Strike for Youth Drug Safety, Nagpur
As part of Operation Thunder, we introduced a sub-mission called Mission AXE. This was not just about enforcement. It was a youth safety from narcotics initiative. We aimed to:
Shut down smoke shops near schools and colleges
Seize illegal substances
Identify distribution channels
Raise awareness about the health risks
We treated this as an emergency. Hookah pots, e-cigarettes, ganja papers, and illegal nicotine products were being sold openly, and worse, home-delivered to teenagers.
Strategic Planning and Execution: A Community Policing Success Story
Operation Thunder Nagpur was a display of law enforcement drug operations at their best. We maintained complete secrecy. Each team received instructions in sealed envelopes. Officers didn’t even know where their colleagues were headed. The element of surprise was crucial.
A total of 125 personnel, 25 officers, and 16 teams acted simultaneously across 13 police jurisdictions. The success rate of this operation speaks for itself – over ₹43 lakh worth of illegal items seized, 26 individuals arrested, and 16 criminal cases registered.
Nagpur Drug Control Efforts: Raids and Results
Each raid location revealed the depth of the problem:
Ajni, Dighori, Sitabuldi: Shops selling banned e-cigarettes and tobacco
Wathoda and Beltarodi: Warehouses filled with hookah flavors
Jaripatka and Sadar: Pan shops are involved in large-scale illegal distribution
The Nagpur crime prevention effort wasn’t just reactive. It was predictive, coordinated, and executed with precision.

Sir, you can’t trust me until you attend their session. I can assure you, that no one will recognize you as we will go in a private vehicle.  In the meeting also you will not be asked to speak, you will not be even introduced. You just observe, how we people work.” On this condition I went with Nitin Ghorpade, in Aurangabad to attend the ‘Alcohol anonymous’ session that was being conducted in a school that cold November evening.
I was amazed with the session and the way each of the alcohol addicts were conducting themselves. The session was marked with total honesty about their own journey and also how they extended whole hearted support to the new members. The members were candid enough to admit that it’s a painful process both physically and emotionally. Many a times they reached a point of breakdown. It was only their mental resilience and determination to break free of this painful habit that saw them through. It was a revelation for me also as to how unrelated people could come together and create so much of positive synergy. I was extremely glad that I went there so that I could understand the vibes and the atmosphere of faith. It just further strengthened my belief that the mind is the most important gift that a human has and how it can be conditioned to achieve whatever you set out to achieve. The people in the room were discussing their achievements over their addiction. It was an evening well spent.
