WARWICK â A Warwick pastor â whom a teenage boy accuses of performing a marriage ceremony for him and his 13-year-old girlfriend, then proceeding to destroy his reputation with trumped-up rape allegations â admitted this week to filing a false report with Warwick police.
Kelly Shannon, 48, of 66 Sprague Ave., pleaded no contest on Monday before Superior Court Judge Daniel A. Procaccini to two counts of knowingly making or causing to be made two false police reports: One, that the then 13-year-old boy had raped his girlfriend and, six months later, that he had violated an order barring him from contacting the girl. That second report led to the boy being held at the Rhode Island Training School and placed under electronic monitoring.
In exchange for Shannonâs plea, prosecutors agreed to amend a count of possessing child pornography to a charge of fraudulently using a computer to send and receive photographs. According to a Warwick police affidavit, Shannon possessed images of a teenage boyâs erect penis and was additionally accused of taking nude photos of a teenage girl, identified as a relative, that she then shared with boys.
Shannon was sentenced to five years in prison, with 18 months to serve on home confinement, on the computer charge. The remaining 3½ years is suspended with probation.
She received one year of home confinement for each of the two counts of falsely reporting a crime. Her sentences are to be served concurrently. Five other counts were dismissed.
Shannon will not have to register as a sex offender under the deal. She was ordered not to contact either teen involved in the case.
Shannon identifies herself as a graduate of Zion Bible College and an evangelist with the Assemblies of God, a Pentecostal Protestant denomination. She is also a Christian rock artist who put out an album.
Asked about Shannonâs admissions, Mark Forrester, a spokesman from the Assemblies of God national office in Springfield, Missouri, responded by email: âWe take matters of this nature very seriously and we have a well-established process to deal with them effectively. Due to the ongoing nature of the criminal investigation, we cannot provide comment in this specific case.â
A message placed to Shannon via Facebook also did not receive an immediate response.
A transcript from Mondayâs plea hearing and police affidavits in support of search warrants reveal a twisted relationship between the teenagers and Shannon, a pastor and mother with no previous criminal history.
In a letter read to the court by Special Assistant Attorney General Alison DeCosta, the boy told of meeting Shannon when he was 13. The Journal is not identifying either teen due to their status as juveniles at the time of the crimes.
âI would like to say Iâm a good judge of character, but at 13, I didnât have the trust-your-gut instinct I wish I had,â he wrote.
He told of Shannon helping with his homework, taking him places, and listening with interest when he spoke.
âShe was someone that mastered the art of deception and manipulation. I trusted her, an adult figure, and unknowingly over time became a victim in her web of lies,â he said.
He missed red flags that he hid from his parents, he said, including when Shannon performed a marriage ceremony for him and his girlfriend and dictated who he could be friends with.
His mother punished him once and when she took away his phone, Shannon snuck him a replacement, he said. His mother found the phone and tried to put an end to the âbizarre, crazy behaviorâ by getting a restraining order against Shannon.
Shannon warned him that sheâd have him arrested if his mother didnât have the restraining order lifted, spurring an âawful, embarrassing, traumatizing chain of events,â he said.
He was arrested, given an electronic monitoring bracelet, lost friends, couldnât be around children unsupervised, and was called a rapist for a crime he did not commit on a charge that was later vacated by the court, he said. He had to quit the football team due to the monitoring.
He told of suffering from PTSD, anxiety, anger and trust issues in the aftermath.
âIt would take a hundred pages to list all your lies, manipulations, and abuse of the legal and justice system,â he said, addressing Shannon. âYou may have a few years of punishment, but I have to live with what you did to me for the rest of my life.â
According to court documents, the allegations stemmed from Nov. 20, 2014, when Warwick police responded to Gorton Junior High School to a report that a 13-year-old female student was recanting accusations that her boyfriend had raped her. The teenager told police that Shannon had forced her to lie about the rape and to engage in sexual activity with various teenage boys.
The teenager told investigators, too, that Shannon had taken photographs of her naked and in her underwear that Shannon later sent to boys. She said Shannon had taken control of her social media accounts, posting messages and communicating with boys while posing as the girl.
According to an affidavit supporting a search warrant, the teenager told police that Shannon showed her the communications with the boys âso she would know what was said and what was expected of her â if there had been an agreement to hold hands or kiss, for example.â She told police that Shannon also instructed her on manual and oral sex acts that she was to perform on the juvenile males.
The 13-year-old allowed investigators to search her cellphone and seize three other electronic devices. The detectives later got a warrant to seize and search Shannonâs cellphone and that of her husband. They found an image of a boyâs erect penis that was originally sent to the teenage girl.
Warwick police charged Shannon in July 2015 with one count of possession of child pornography and seven counts of making false reports to police, both individually and by compelling juvenile girls to do the same. She pleaded not guilty and was released on personal recognizance.
Under the plea agreement, Shannon must abide by special conditions that include attending mental health counseling, if deemed necessary, and agreeing not to live with any children 17 or younger unless approved by the court, or to have unsupervised contact with children 17 or younger, including electronic interaction. She cannot work or participate in any volunteer activity that involves contact with children.
In addition, she must report all her electronic accounts and passwords to probation and refrain from disguising her identity online. Probation and police are empowered to conduct warrantless searches of her home, computer and cell phones.
Shannonâs lawyer, John L. Calcagni III, did not return a phone call placed to his office.
A spokeswoman for the state attorney generalâs office, Kristy dosReis, offered this comment via email:
âAmong the many factors we consider in all matters is the strength of the stateâs case. Based on that evaluation here, we agreed that this was the best disposition to hold the defendant accountable and offer appropriate protections to the victim.
âWhile the defendant will not have to register as a sex offender, she now has a felony conviction, is on 18 months of home confinement and has strict conditions of probation that are similar to what would have been used in a child pornography disposition. Those conditions include restrictions on her computer use, no unsupervised contact with children, and required mental health counseling. The victims were present during the disposition and were pleased that it resolved prior to trial, sparing them from having to testify.

My name is Elle, and my family lived way too close to this woman for 16 years. First, in what used to be a beach vacation neighborhood where the houses were built on top of each other on tiny lots. Even with one house between us, our front doors were, literally, only 100 feet apart. We could spit on each otherâs property for 11 years.Â
When we got the news that they were finally moving away, we were overjoyed! I mean, it was bittersweet for me. I hated that woman! (And I do not use that word lightly. I always told my daughters: âYou can hate math, and you can hate broccoli... but never say you hate another creature of God.â I so resent Kelly for pushing me to break my own rule, However... she is the type of person who has earned being the object of hatred.)Â
But, I loved her daughter. Even though Kelly and I had become âmortal enemiesâ by then, the day the were leaving, that little girl came to my door one last time to say goodbye. And we hugged. And we cried together. The she left... and I cried for days.Â
HOWEVER -Â Â it wasnât over. She only moved 3.2 miles away. An 8 minute drive.Â
AND - a new connection was made. Although I thought our troubles were over now that our daughters no longer went to school together, her daughter landed in a 5th grade classroom with my niece! UGH!!!!! Right????
The drama continued, with an added cast of characters and new pool of victims, from a slight distance.Â
When Jr. High came around, our daughters still went to different schools, and Kelly still harassed us from afar. But, this new school was where the story you all now know began. The story that led to her current felony convictions last week! And because of the havoc Kelly wreaked in that school district, her daughter only lasted one year....and began going to an out-of-district school... and once again, in a desk by my daughter!!!!Â
We couldnât get away.
