We are here tonight to celebrate our newest victor, Gatlin Hazer, who is sure to bring pride to our united nation. As a strong victor, he represents us as a strong nation. We are honored to have a strong history of victors, leaders, and, dare I even say, revolutionaries.
It is time, I think, for our strength to be shared. Not with a weak nation, but with a nation that will only bolster us more. With a nation that has shown great appreciation for Panem’s culture and perseverance, and has shared our goals in many ways. The former government officials who iced this nation out are no longer in power, and for good reason. They did not understand the benefit of working together as a united front. Unity is... so very important. To me personally, and to our collected districts.
Which is why it is my honor, and our nation’s privilege, to accept District Thirteen into our collective. Sovereign Radia Thorn will maintain her title and her leadership position, and we will work closely with District Thirteen to make this a smooth transition until the time comes to elect a mayor, as is Panem’s way. We have the resources they need to keep their people alive, and they have the resources we need to make our people even stronger. District Thirteen is a powerhouse of military training, and is filled with sharp minds that will help to propel Panem forward on the technological front.
With this transition also comes a rite of passage - the Hunger Games. District Thirteen will Reap its first two tributes in the 130th Hunger Games. We are working adamantly and quickly to put together a team to help their tributes through this exciting inaugural event for them.
And just as we have encouraged a greater unity among districts through work exchanges, the same courtesy will be extended District Thirteen. We are offering some of our wayward citizens a chance to prove they have set themselves on a better path, by offering them an option of District Thirteen citizenship. It will come with housing and a guaranteed job, as well as military training that is required of residents of Thirteen. By working for District Thirteen’s military, you are working for the protection of Panem.”

We are so glad to welcome you again to our Capitol city, the shining light in the mountains of Panem, where we have gathered for over a century to celebrate our most time-honored tradition: the Hunger Games.
The tributes before me are special and close to my heart this year, because each of them has survived a very difficult time in our nation’s history, and they have come out on the other side.
When I took on this position, I knew that the tributes were the key to Panem’s success, so I want to take a moment to remind you all about what the Hunger Games have allowed us to accomplish. In the past six months, we have rebuilt so much of our great nation that was destroyed by rebel forces. We have expanded electricity further into every District, we have built highways, constructed bridges, and blasted our way through mountains to further connect our Districts. All of these projects have brought jobs to our hardworking people, and to all of you, I want to extend a heartfelt thank you.
Every morning on our eastern shores, the sun rises. The miners of District Twelve go to work to keep the people of our country warm; the farmers of Eleven keep us well-fed and healthy. As the sun continues to cross the continent, it illuminates District Six, where the trains that cross our country and connect District Four with District Ten are constructed by assured hands. The wheat waves in District Nine as workers set out into the fields to provide for their families and their countrymen; water rushes through the great dam of District Five; in Seven, loggers hear the sounds of birds overhead as they head out into the forests so that we might construct better homes and schools.
I welcome you all back to the Capitol so that we might enjoy yet another Games cycle. It is the sacrifice of these brave young people standing so proudly before me that allows for our country to survive and thrive.
What Radia Thorn may think of as barbarism, I think of as patriotism. Nationalism. Every six months, our people come together to sacrifice their loved ones to keep our country strong and safe. I consider this to be a beautiful show of bravery, one which the radiant faces standing before me certainly emit. I wonder if the people of Thirteen love their country enough to die for it, as our people do.”

“Attention citizens of Panem...
We gather today to celebrate our newest victor, Nvidia Anderson. A bright girl with a bright future... we are certain she will continue to bring us even more reasons to celebrate in the future.
But we also gather to celebrate ourselves. Our perseverance in the face of an ugly attack on our rights, on our nation. We are a united country, and that unity stood a true test. Unfortunately, there will be moments in life that test us. And we came out the other side stronger.
Not, however, without scars. In the coming weeks we will be working tirelessly to assess damage in every district. We will put together a plan to address greatest needs first, and aid will soon arrive to help those who have suffered the most.
Unfortunately, the Tribute Tower in the Capitol suffered significant damage. For that reason, we will be moving our location for the 127th Hunger Games pre-arena ceremonies to the beaches of District Four. More details will be forthcoming for mentors and other Games personnel, and arrangements for travel will be made soon. Though the change in scenery comes after a horrible attack, we hope this chance to see more of our beautiful country will further unify us, and make is a greater nation.”

It is my great honor to address you once again with an update on the State of Panem. We have been making great strides with inter-district trade and aid, but we know that you want more. We hear your calls for something for all of Panem that doesn’t rely on labor.
I am pleased to announce that, at the conclusion of this year’s Hunger Games, are are introducing a new initiative: Radio Panem. Every home in Panem will receive a new and improved portable radio. You can keep it in your home, or bring it to work and social gatherings. With this radio, you will stay in the know on Panem’s news, from the Capitol to your very own districts. When necessary, Radio Panem will be the primary way I reach all of you. We know not every household in Panem can afford a television. You should not need to crowd around old screens to get a glimpse at a speech you can’t hear.
With this, you will hear your leaders loud and clear.
Our dedicated citizens in Three, Five, and Six have worked tirelessly for months to get this technology together, figure out how to power it, and create logistics for delivery. And with this new appliance in your home, we also bring a new voice to your home. Every night, starting at 5 o’clock Central Capitol Time, Calix Crystal will bring you Panem Radio Hour. From here to the farthest reaches of Seven, Twelve, and Ten, you will hear the latest updates from the Capitol - as well as music from some of the nation’s best artists.
This is not just about music, and it’s not just about news. This is about you, Panem. With the radio you will also receive an address, to which you can send letters that will be read aloud during Panem Radio Hour. Tell us about your lives - your high points and your low points, your achievements, your failures. We are here to hold each other, guide each other, and lift each other as a nation. As an exciting collaboration with the mayors in every district, once a week, we will pick a musical artist from one of the districts to come to the Capitol to perform live on air.
I know this is exciting, but we still have some business to attend to. We have an update on some prior inter-district plans and how they are unfolding. More rail lines transporting water carts have successfully been installed in Four and Seven, leading to a much more rapid response to brush fires. Districts Two and Six are continuing to work on laying more rail lines throughout the nation, to ease travel congestion as more Panemians move more freely. More telephone cables are being laid in Districts Seven, Eight, and Nine as we speak. And soon, we may see a profitable fishing industry on the east coast of our nation.
This is an exciting time to be a citizen of Panem. Turn to your neighbor, remember who you are with in these moments as the nation changes. It is all changing for the better. Don’t fly away, keep your faith in what you fought for.

How the radios work:
Every home will receive one radio. In districts close to the Capitol, the signal will be very clear. Reaching out to the outer edges of the country, it won’t be great, but still better than most other televisions or radios. Outside of the Capitol, there’s only one station that works.
During Panem Radio Hour, the signal will grow stronger so there is no “excuse” to not listen.
Radio shows:
Outside of Panem Radio Hour, what’s on the radio will vary by district.
The Capitol has multiple stations with a slew of guests, shows, etc.
Districts One, Two, Three, Four, Five and Six are allotted 2-3 hours a day where they can control the airwaves. Most of these hours will be taken up by talk-show style programs produced and paid for by the wealthiest people in the district - or by Capitolites with a particular interest in any of the districts. In Districts One and Two there’s talk shows about mining, masonry, the Academy, and the Hunger Games. District Four focuses on weather forecasts, water conditions, and announces if there any issues on the water (i.e. lost boats, man overboard, etc.). Districts Three, Five, and Six will have technology-focused talk shows to further educate people and talk about (Capitol-approved) innovations.
In all other districts, music will play at all hours outside of Panem Radio Hour.
The President:
Going forward, President Battenberg is likely to make far fewer public appearances. Most of her addresses will be via Radio Panem.
Black Eagles:
Outside of the Capitol, only one airwave is viable on the new radios. If anyone tries to intercept it - they will be tracked down.

I know, as winter descends on the nation, that it can be a time of suffering and sickness. I know, because I have suffered and I have been sick. I’ve relied on the kindness of neighbors in Twelve to keep me alive, and I know many in Panem are turning to neighbors for help now. To that I say: help your neighbor. It is better to have hunger for a night than to starve another. Be kind to each other in these chilling months, and maybe we hope next winter brings more prosperity.
To help bring about this prosperity, this dream of livelihood, it is my proud duty to inform you of our latest inter-district campaigns. After the 123rd Hunger Games have wrapped, citizens of District Six will be traveling to District Four and District Seven to help improve infrastructure there. The hope is to provide more rail lines and more roads so aid can more quickly reach wildfires that threaten our lumber. In return, five students from Four and Seven will be brought to Six to work as engineering apprentices.
And with this proud announcement, a sad one must follow. I am sorry to announce that my dear friend, confidant, and Minister of Defense Corbinus Rankine has passed. He was a true leader, fighter, and gentleman. Without him, we would not be a united Panem. To him, the nation owes a great debt. I order all flags in Panem flown at half-staff in his honor until the end of the 123rd Hunger Games.
With Corbinus’s passing, it is also my duty and privilege to welcome a new member of my cabinet. Panem, please take a moment to welcome your new Minister of Defense: Emerson Mars. He worked tirelessly as a Peacekeeper in District One for several years, and worked alongside Corbinus for the last five years. Out of a love for Panem, he has also decided to work, without pay, as the Head of Tower Security during every Hunger Games to ensure our tributes, mentors, stylists, and escorts are kept safe during our national tradition.

As we mark four and a half years since One Panem’s complete victory on the heels of the 113th Victor’s Ball, it feels fitting to offer a unified state of address. Within your districts I’m sure you’ve noticed the changes, but we are a unified country. We want you to celebrate in each other’s small victories.
It has not been an easy four years. We have lost some to the injuries they sustained in our fight, but their lives were not lost without reason. And with the arrival of Capitol and One doctors throughout Panem following our victory, we brought new medical supplies and methods to even the poorest districts.
Our goal is for there to be no more ‘poorest’ districts. And you are not defined by your district any longer. I thought myself lucky to find a way to the Capitol from Twelve. I don’t want people to think such a thing is lucky, I want them to know it’s a right. I want them to stay in their district of birth because they love their neighbors and their jobs, not because there’s no way out.
It may have seemed like a long four years, but when I list our accomplishments as a nation, you will see the incredible things we’ve done.
We host frequent conferences with the mayors of each district to discuss the best way to collaborate. Out of these conferences, Districts Two and Six have developed plans to create more train lines throughout Panem to make travel easier between Districts. Six is mapping and building the way, while Two works on the best train designs to ensure speedy and comfortable travel. Once production of the trains fully begins, we will call upon people from all districts to move to Two to work there.
Districts Five and Three are working together to bring more technology to the outer reaches of Panem so everyone will have equal access to what we in the Capitol have long taken for granted. And using increased technological communication, Districts Nine, Ten and Eleven will send out information on maintaining small gardens and livestock. Representatives from each district will go across Panem to show people how to grow food for themselves whether in an apartment or on a farm, and how to care for animals like chickens and rabbits for meat. Capitol researchers are working on a means for seeds for vital fruits and vegetables to grow in any environment. We want to make tesserae unnecessary, we want to make sure no one starves in their own home.
District Four is exchanging ideas across the continent with Twelve and Eleven to figure out a means for Twelve and Eleven to develop a sustainable fishing industry, as well, and bring healthier, fresher food to the eastern districts. Districts One and Eight are also working together on what we might call the finer things in life, but they’re working to make them accessible to our finest people - and that’s you.
Districts Two and Seven have sent representatives through every district to aid people in learning more about constructing buildings that will last for generations. They are also spearheading an exchange between the districts we hope to spread throughout. A handful of students from each district are moving to the other for a year, learning new trades and how people in different districts live. This isn’t just about crossing borders, it’s about sharing ideas and providing more freedom to do what you want to do to help this country thrive.
Those who remember my time as a Sponsor remember I liked the underdogs. I believe the Snow Administration turned Panem into an underdog. It’s time for us to win.”

“Dear People of Panem…
We all have been grateful for the peace and the harmony living within us for the past years and for that, we have to thank you for your collaboration. To have Panem be a free, safe and fair country is all we have ever wanted, and it couldn’t have happened without all your help. Dark times, howsoever, threaten to come upon us as a new organization, allegedly formed by supporters of Snow attempting to revive the tyranny. Our President has hesitated to speak of it to this point, despite her life having been endangered cruelly at the Victor’s Ball of last autumn, interrupted by such terrorists in a tactless manner. The refusal to give importance to the incident is due to not wanting to give attention to such a brutal act, that has been stopped in no time by our capable forces.
It is important that you do not give in to the false promise of a new group fighting the now fair government. The so-called Black Eagles desire nothing but to break a tight community that functions and wreak havoc upon us. We must be stronger, as we have shown we are to this point. Do not fear for your safety. We won’t surrender to the wrong kind of rebels. We are the one Panem, and where they have failed before, they will fail again.
Stay alert of your surroundings and do not hesitate to ask for assistance from our improved, better than ever robotic peacekeepers. Thank you for everything we have accomplished. This is an invitation to protect and conserve the good and human in our civilization and move past uprisings of no cause. Together, we can make Panem the country it was always meant to be.

When there are rule breakers, punishment needs to be just and swift. At last nights Presidential Ball these laws were broken, and Capitol property was destroyed in such a manner that has given no choice but bring the guilty party into custody.
Rosaline Cassidy was found guilty in the physical assault of a Capitol official during the 114th Victory Ball. For this, she received 30 lashes delivered via electric shock powered and designed in Districts Three and Five.
Let this be a message, that these rules are something that the Capitol will enforce, and that no one is exempt from breaking the law.

“Dear People of Panem...
It has been a glorious six months since the fall of Snow, upon which we took back Panem for ourselves. For the first time in our history, the borders that separated our districts were rendered useless and our esteemed victors were freed from the horrors forced upon them even after emerging alive. We have entered an era of peace.
As acting president, it is my responsibility to ensure that this peace continues. One-hundred and thirteen years of persecution and tyranny is not easily forgotten and most certainly not satisfied by mere acts of retribution. My solution for this is why I have called for your attention this evening.
The Hunger Games will continue and will do so as a bi-annual event held every six months, with the Victor’s Balls held three months after each Games. To even out the odds, the tributes once Reaped from Twelve will instead be replaced by tributes Reaped from among those eligible in the Capitol. The addition of Capitol tributes will seek to slowly fulfill the call for vengeance so many of us still desire. To further protect those in the districts, the reaping age has expanded to include those between the ages of twelve and twenty-one. Eligible victors will not be excluded from the bowl, allowing them to volunteer in the place of those less adept than themselves. The reaping for the 114th Games will occur in all district squares, as well as here in the Capitol’s center, tomorrow morning. Tesserae will be available all day and all citizens will be allowed the chance to double the amount of tesserae they take out to make up for financial and nutritional struggles they may have faced in the past six months. Volunteers to help distribute tesserae goods to families throughout the districts are humbly asked to step forward, as well.
I stress that these amendments are ones that are temporary, existing solely until the time comes when the scars from our previous regime have been given time to properly heal. We, One Panem, will continue to stand together in solidarity.

Draw closer. Turn the volume up on your radios, televisions, and whatever devices are within reach. Open your windows so your neighbors will hear, and wake your children so they will witness this moment in history. Dry your eyes for the ones we have lost and raise your glass for the ones we have saved. Listen to me as I tell you that we have been victorious.
President Snow has been assassinated, the Capitol has fallen.
We are now One Panem.
Our members have fought bravely and our people have suffered greatly, but the suffering will end tonight. We have promised you fluid borders, and you will soon be able to cross into the district besides yours and shake the hand of the person who provided you with the wheat for your bread, the cotton for your clothes, the energy to power your home. You can hug the person who fought for the right for you to do so. We will rebuild Twelve and we will strengthen the infrastructure of our beautiful nation. We will protect our children from the anxiety, fear, and cruelty we experienced when we were young.
Our victory has not been easy and has not been without bloodshed. We do admire the resilience of those we fought against, but that is all we can possibly admire. Tomorrow, the President’s Manor will be turned into a convalescence home for our many wounded One Panem combatants. At noon, I will take over position as acting president of Panem until, and only until, a fair and free election can be held across all districts of Panem. Each district will also organize the election of a Senator for their region who will work directly with the mayor as well as myself to aid in our plans for the future. It will take time for the country we want to take root, but it will happen and we will grow into something more than our grandparents and parents could have ever hoped for us.
For tonight, though, my friends, let us celebrate. Let us cheer for the boy who made it through hell and back six months ago, and for the people who fought with words and actions for this new chapter in our history. Tonight is not just about the Victor of the Hunger Games, but our victory over a tyrant. Smile, sing, shout, dance, skip. Do nothing to restrain your happiness. Be joyful, Panem, and be free.”

To win a rebellion, you need to take control of the countries main resources.
They took away their defense.
They took away their technology.
Now they are taking their power.
Despite the Tower’s neutral zone, One Panem forces have continued to remain strong and wage on, pressing on in their mission to take over the main industries of Panem. With Districts Two and Three on their side, they continued in their efforts which have no proven successful.
As the bloodbath waged on in the arena, another one was fought outside and District Five has now come under control of the rebels. It has an almost immediate effect, with power surges and flickerings amongst the Capitol and the Districts alike and the effect that the loss of District Five will have can be felt across the country.
Power remains on in the neutral zone, but the surrounding city struggles as the war begins to truly affect the Capitol.
Tensions are beginning to rise and everyone is on edge, the spies are being pressured to try and find out what the members of One Panem know, and the members are desperate for news of the people they know that are out there still in the fighting. With tensions running this high, can the neutral zone stay neutral?

“Dear People of Panem,
Today you may not know who we are, today you may not be a part of our movement, but soon you will know, and soon you will want to join. We are One Panem, a movement who are as true to our name as we can be. We wish to break down borders between districts, to allow people and ideas and good to move more freely. We will rebuild the districts that have fallen to the cruel, greedy government that claims they want to do the best for our people. All they have done is starved us, beaten us, and killed our children in a bloody battle.
As we celebrate the victor of the 112th Hunger Games tonight, we also celebrate the beginning of a new era. Tonight, we begin our fight. It will not always be a fight with weapons, but will sometimes require that we raise our voices as much as our fists. We will refuse to be silenced. Should your voice be taken from you, we will give it back to you when we win. Should your home be destroyed, we will stand beside you as we rebuild it. Should your family suffer, we will join with you in laughter and celebration when the dust has settled and we are the real victors in a fight that may be unfamiliar to some Capitolites - it will be a fight to keep our children alive, not to kill them.
The Capitol has heard little from the mayors of District Two and District Three recently, and that is because they have been overtaken by One Panem’s forces. We control Two and Three now, or rather, Two and Three are in control of themselves now. The Peacekeeper Academy in Two has been burned to the ground, and the Career Academy has been transformed into our personal training facilities. Our finest technological minds in Three are on our side. This isn’t just a battle to be filled with clanging swords, but one that will be fought with lines of programming codes and a will to resist that can be displayed through whatever talents our wonderful district people have.
There have been attempts before us, we know, but we also know where they went wrong. We are not afraid to show our faces. To my right stands Mira Haliwick, a fellow District Twelve resident, and to my left stands Corbinus Rankine, the brightest strategic mind in all of Panem. We will not hide behind masks, riddles, and childish images. We will show our faces, we will tell you all what we plan to do, and we will train and aide all those who wish to join us. And we will never, ever, claim the life of someone who does not agree with us, unless they should try to claim ours. We believe in the freedom to protest, the freedom to speak your mind, the freedom to believe in whatever you want, the freedom to exist without hidden eyes on your every move. We believe in you, Panem, and we believe you deserve better than what you have been given.
And now I direct my message to the man who claims to be our fearless leader. President Snow, are you scared yet?”

ONE PANEM TASK 008. MENTORS’ INTERVIEWS QUESTION

The task does seem odd when it’s first asked of the people of One Panem, but there’s a lot more to it. The Mentors’ Interviews have begun with Caesar Flickerman, and Mira has pulled strings to allow for the final question to be a question that is chosen from suggestions sent in by fans. She will ensure that the questions sent in by members of One Panem are the ones that get asked under a pseudonym, and she has requested that the questions be very prying so they will make the mentors uncomfortable or even angry - and thus leave Caesar in a position to be unsure how to close out the interview. She believes image is as important as what’s beneath it, and she’s certain that the Gazette the next day will be complaining about how Caesar has lost his touch and really should finally be replaced. It may seem like a minor change, but the first thing to change is always the image.

Corbinus wants to ensure that all his people, combatants and intelligence alike, are capable of defending themselves. If the Peacekeepers come, they won’t be gentle with those who don’t have experience fighting.
