Immigration Application Fee Increase
IRCC updated the immigration application fees effective December 1, 2024.
If you paid the old fees with your application, check that you paid the correct amount.
If you mail your application, IRCC will not reject your application if:
you paid the old fee
the application was complete and
you mailed it before the fee change
IRCC will tell you how to pay the difference between the new and old fees.
If you applied without paying the right of permanent residence fee, you must pay the new amount. This applies even if you already paid the processing fee and applied before the fee change.

Citizenship by Descent Delayed
Citizenship by Descent
Policy changes in 2009 amended the Citizenship Act to add a first-generation limit to citizenship by descent, that is a Canadian citizen parent can pass on citizenship to a child born outside Canada if they were either born in Canada or naturalized before the birth of the child.
Hence Canadian citizens who were born outside Canada cannot pass on citizenship to their child born outside Canada, and cannot apply for a direct grant of citizenship for a child born outside Canada and adopted.
In May 2024, Immigration, Refugees and Citizenship, introduced legislation that would extend citizenship by descent beyond the first generation in a way that is inclusive and protects the value of Canadian citizenship.
The delay is as a result of Parliament being prorogued until March 24, 2025, resulting the amendments to the Citizenship Act cannot be enacted before the March 19th deadline.

Open Work Permits - Family
Open work permits for family members of temporary residents
Beginning January 14, 2025, only spouses of certain international students and foreign workers will be able to apply for a family OWP.
Family OWPs will be curbed to spouses of international students who are enrolled in
master’s programs that are 16 months or longer
doctoral programs, or
select professional and eligible programs
Family OWPs will also be constrained to spouses of foreign workers who are employed in
TEER 0 or 1 occupations, or
TEER 2 or 3 occupations in sectors with labour shortages or linked to government priorities
These include occupations in the natural and applied sciences, construction, health care, natural resources, education, sports and military sectors.
IRCC will publish the complete list on January 21, 2025.
Also, the foreign worker must also have at least 16 months remaining on their work permit at the time when their spouse applies for the OWP.
Additionally, dependent children of foreign workers will no longer be eligible.

Quebec - 2025 Immigration Update

Quebec - Reopening Three New Pilots
Effective January 13, 2025, Quebec has reopened three permanent immigration pilot programs which seek to address shortages at workers in food processing, orderlies and workers in the artificial intelligence, information technologies and visual effects sectors.
The number of application accepted is 600.
Permanent Immigration Pilot Program for Food Processing Workers,
Permanent Immigration Pilot Program for Beneficiary Attendants, and
Permanent Immigration Pilot Program for Workers in the Artificial Intelligence, Information Technology, and Visual Effects Sectors.
Applicants must meet all of the conditions of the pilot program to be eligible and to obtain a Certificat de sélection du Québec (Québec selection certificate).

Processing of applications under the Agri-Food Immigration Class
Effective January 1. 2025, the cap on the number of applications to be accepted for processing in 2025 using online and alternate formats is 1,010.
Processing of applications for a permanent resident visa made by parents or grandparents of a sponsor as members of the family class and the processing of sponsorship applications made in relation to those applications
Effective January 1, 2025, no new permanent resident visa applications made by parents or grandparents of a sponsor and no sponsorship applications made in relation to those applications are received for processing until further Instructions are issued. Unless a new intake for the 2025 calendar year is implemented, for the 2025 calendar year, IRCC will only be accepting for processing permanent resident visa applications made by parents or grandparents of a sponsor and sponsorship applications made in relation to those applications that were received in 2024 pursuant to the conditions outlined.
Applications received in 2024
Applications received in 2024 and made in relation to applications for a permanent resident visa, which are made by sponsors’ parents or grandparents under the family class, will be accepted for processing in the 2025. Applications will be accepted into processing in accordance with the conditions established in the Instructions given on April 12, 2024, for applications received by the Department in the 2024 calendar year.

The International Mobility Program (IMP) categories are intended to support the establishment of certain qualifying enterprises and the movement of highly specialized workers, managers and executives to meet specific temporary business needs for a limited time.

be currently employed in an executive, managerial, or specialized knowledge capacity by an enterprise of a multinational corporation (MNC) outside of Canada;

The instructions related to the International Experience Canada (IEC) bilateral agreements and arrangements have been updated to reflect the new regulatory changes, which came into effect on December 18, 2024.
There are 3 categories in the International Experience Canada (IEC) Program:
Working Holiday (travel and work): Participants are eligible to apply for an open work permit that will allow them to work for any employer at any location in Canada to subsidize their stay as they travel and discover the country.
Young Professionals (career development): Participants are eligible to apply for an employer-specific work permit that will help them gain professional work experience in Canada.
