this blog is not set up at all yet, but I'm excited to do some mad science-ing.
i do have some headcanons re: hojo & lucrecia that are contradictory to dirge of cerberus (i am not a fan of lucrecia's agency being taken away & her motivation for participating in the experiments instead stemming from guilt about grimiore, guilt about vincent and hojo, let the mad scientist lady be a mad scientist) so i do play it as though hojo, though an insecure and weird little man, was at least passable as human prior to exposure to JENOVA.
my headcanon wrt how JENOVA works is that it's a behavior-changing parasite akin to toxoplasmosis - wherein it amplifies the desires of a person and makes itself integral to that. it goes through life cycles, the first is changing the behavior of the host to compel it to spread its infection. the second is spread, the third is killing everything on the planet and then repeating the process anew somewhere else. how it infects you depends entirely on who you are and what you desire. sephiroth, for example, wanted family and connection - and so JENOVA lent itself to that, going as far as to create brothers for him to spread the infection.
i do believe that both lucrecia and hojo were affected by their exposure to jenova. the reason why lucrecia snapped out of this was because she developed some immunity due to her pregnancy with sephiroth. this immunity unfortunately also spelled her end, as per extra materials, she began to mutate and her physical form began to deteriorate. thus she sealed herself in crystal as jenova would not let her die.
hojo wanted to be a great scientist and step out of gast's shadow, and JENOVA made itself central to this goal. all of his behavior is his own and he definitely could have fought against it, but the promise of power and prestige beyond Gast had him embracing the madness without a second thought.
you can consider him something akin to Frederick from Netflix's House of Usher in this regard - he did not fight or employ his conscience. he saw an opportunity to get ahead and took it. the supernatural entity he more or less struck a deal with infected him as much as it did his subjects.
to be very clear, i don't think hojo was ever a good man. he always had the capacity for great harm and, truthfully, the moment he tasted true power was the moment that he dropped his conscience. he would have still killed vincent and gast in jealousy, but there would be some thought after it. feelings beyond irritation that they stood in the way of his experiments. his motivations would stem from something more... human.
in a world without JENOVA there would be slightly more to him than just that raw ambition. as it is, hojo truly doesn't give a fuck about anyone or anything. even in digital form, he is still trying to accomplish jenova's ultimate goal - he says its for science, but he's just trying to do as the infection commands. spread, propagate, reunite.
