 When should I update?

 Coming from South Africa, for example, I can't just swap my driver's license for a Spanish one because Spain doesn't have an agreement or (convenio) with South Africa for that matter.

Who has an EU SIM?
The exchange procedure for EU driving license holders is governed by EU agreements and is very clear. One important thing to note is that before changing your license you will need a green NIE card (EU Certificado de registro de ciudadano). Depending on the circumstances (e.g., when the license expires), the process may be considered an extension, in which case a medical examination is required. This is simple hand and eye coordination.
Those with a UK license:
The latest news we have on this is that UK citizens have until the end of 2020 to change their driver's license. As you know, since July (2020) the process of getting an NIE is also getting more complicated if you are new. Therefore, we advise you to speed up this procedure. The exchange itself should be the same as the current EU license, but as mentioned if you don't have NIE already, the process of getting it now takes a little longer. That's why we advise you to start doing this as early as possible. At this point, a UK driver's license is considered a third country driving license and further will depend on whether there is an additional agreement or not but without approval the entire driving test must be passed as if he had never driven.
From a non-EU country:
You can     drive with your original driver's license for up to 6 months after you are     granted Spanish residency status.
If you     drive with this original booklet, you should always carry a Spanish     translation with you.
There are several exchange agreements between Spain and several other countries (Switzerland, South Korea, and Japan as well as some South American countries) that allow easy exchange after the first 6 months have passed. Those from countries not on the list must pass the Spanish driving test.
A     non-EU driver's license conversion is similar to an EU driver's license     but includes a psychological fitness certificate, which is issued after a     medical examination. Depending on the type of vehicle you are allowed to     drive, additional tests may apply.
Each     pilot starts with 12 points but can be increased to 15 points without a     foul. Points are deducted for each trip. A list of different violations     and corresponding points can be obtained from the local traffic office.

If you are a non-EEA national who has not taken up residence in Germany, that is if you are living in Germany for less than 6 months, you may drive a car with a valid Germany Driver's license. This foreign DL cannot be a provisional or a learner license and you should be above the minimum driving age in German for that class of vehicles. In addition, an international driving permit (IDP) or a translation of the foreign DL is required if the DL is not in the German language and/or the DL doesn’t conform to the provisions of Annex 6 of the Convention on Road Traffic of 8 November 1968. Please note that the IDP or translation is not sufficient by themselves. 
 Unfortunately, for a non-EEA national living in Germany for more than 6 months (>= 185 days a year), your foreign driving license will no more be recognized in Germany. If you want to continue driving in Germany, you will have to acquire a German driving license. In the case, if you are a U.S. citizen planning to stay less than a year, you may drive in Germany for up to 364 days with your US driver’s licenses (However, you must go to the Führerscheinstelle prior to the expiration of the six-month period after arrival and notify them that you want to continue to drive with your US license until your departure (total stay should be less than or equal to 364 days in total). If you plan to stay longer, you will need to convert your US license to a German one as well.
If you are one of the lucky ones, you can get the German license without giving a theory and/or a practical test. The following table lists the countries (and states/territories of certain countries) that are exempted from theory and/or practical tests for certain types of driving licenses (as of Sept. 2018).
 The following documents may be needed to get Germany Driving License:
Passport,
A     residency registration (Anmeldebestätigung) from the Einwohnermeldeamt,
The     original license together with a German translation (translation can be     done at ADAC for Eur 55 for non-members and Eur 45 for members),
A statement     by the applicant that the license is still valid,
A     recent photograph (35mm x 45 mm),
Documentation     of a recent eye test is also often required.

If you want to drive a car in Germany, you need a valid driver's license. Citizens of non-EU/EEA countries usually require an international driver's license from their home country. To be able to drive a car in Germany, you need one of the following requirements:
 German driver's license

Driver's license issued in other EU member countries.
 Driver's licenses from certain countries do not require a German translation. This includes all EU countries, EEA countries Norway, Liechtenstein, and Iceland as well as Andorra, Monaco, San Marino, Switzerland, New Zealand, Senegal, and Hong Kong.
 Rules for stays longer than six months
If you live in Germany for more than six months and want to continue driving in Germany, you cannot use an international driver's license. This permit is valid until the last day of the half-year. EU/EEA citizens can drive a car for more than six months with their EU driver's license.

 Conversions for citizens of Australia, New Zealand, Canada, Japan, Israel, United States, and South Korea

The law states that you must be seventeen to drive a car, but you must only be sixteen to drive a motorcycle or moped.
