"Guessing" most likely refers more to the fact that, for the US, individuals have to compile all their necessary information and file a tax return themselves. Other countries have more streamlined systems, but due to myriad issues with lobbyists, etc., the US places the onus of timely and accurate submission on the individual taxpayer. This has numerous problems. Individuals with numerous, varied sources of income may have difficulty filing a return without hiring an accountant.
It is also worth mentioning that the assertion you would be sent to prison for inaccurate reporting, in the OP, is flagrantly incorrect. To start, IRS does not have the legal authority to arrest anyone. At all. Furthermore, individuals make errors in computation and regularly file incorrect returns. IRS procedures are to correct the error and inform the individual of the changes.
"Criminal tax evasion" is not the same thing as "fuck i fucking wrote the shit wrong".
