You do need luck to meet a ler/lee and have a session.
But this is because most things in life require certain amount of luck. Let me try to explain.
Let's say you meet someone in the online tickling space and make a meaningful connection. And let's say this person actually lives pretty close to you. So you meet up with them and have a session.
I think it's fair to say that there was some luck involved in this situation. You had no way to make sure that the person whom you made meaningful online connection lived close to you. In most situations, the person whom you made connection with will probably live too far away for any kind of session to materialize.
But then you could say "but why don't you go to your local in-person events?"
I would say there is still luck involved in this. There are countries where the tickling scene is just non-existent. So if you have local events, I would say you were lucky to have been born in a country where such things exist in the first place.
And even if you go to such events, this doesn't guarantee that you will form any deep connection. It's generally hard to become friends with strangers. And I would say being able to find someone who can form a connection with you is dependent on luck, because you can't control finding someone like that. Being at a local event may increase that odd, but it's not guaranteed.
Let's consider job searching. You can do so many things to increase your odd of getting a job, but there is obviously elements of luck here. There are probably hundreds of people who are as qualified as you applying for the same job, and the reason for one person being picked over the other can be something trivial as "the person reading the application was feeling good when they read a particular application" or "a random choice of word just hit a cord with the interviewers".

But I must add that the response of "You were lucky" to the statement "I finally got a job I've always wanted!" is pretty rude. Why? Well, that response, at least on the surface level, seems to disregard all the hard work that goes into getting a job.
Luck pretty much affects everything you do in your life. Other people shouldn't disregard your achievements because of this fact. But it is just factual that luck will always be a factor in whatever you do.
