i think it's only because of Zoro that Luffy did what he did. Without the prompt he would have never even wanted an apology from Usopp, cause he was about to just let him come back before Zoro said something

This is not a good thing cause that means Luffy doesn't think he's worth that, and Usopp feels like a bad friend or not worthy himself of Luffy feeling that way on his behalf

Usopp struggling with forgiveness, he feels like he needs to earn that respect back. However he felt more strongly about it when he rejoin the crew, this is like opening a wound now that it's been 2 years and he only brings it up now all of a sudden
